In the upcoming elections, every Tomsk citizen will be able to follow the voting progress in real time. At least that's what they promise at the mayor's office. On election day, up-to-date information about how citizens vote will appear on the municipality’s website. The authors of the project claim that they have created an information system that has no analogues in any Russian municipality. The mayor's website promises to provide election data faster than the election commission itself.
This is the main charm of the project, say its creators. The idea is simple: observers with cell phones will sit at polling stations (ideally, all of them). When the first information appears, they send an SMS message to the server address. The server will process data, for example, on voter activity at 10 a.m. and display the results on the website. This will be a map of the city in colors. The darker the area of Tomsk, the more active the local electorate is, therefore. The first test of this interactive system took place during the December parliamentary elections. But there is a fundamental difference from the final version.
The project is currently being finalized and will soon be presented to the city election commission. If the system is adopted, the election commission will agree from each precinct to provide at least once an hour the latest information on the progress of the elections - Tomsk Internet users will receive a picture of the elections online for the first time. But - and this is a very significant caveat, the authors of the project do not offer an alternative to the state system of GAS-Elections. Only through GAS-Elections will official information about the voting progress be received. Although, according to the experience of December, the error of the municipal website was only a few hundredths of a percent.
