Vladimir Putin opened the meeting with a reminder of the tragedy at the Sayano-Shushenskaya hydroelectric power station : “The investigation into the circumstances of the incident showed that a whole range of reasons led to the tragedy - violations of technological discipline, the quality of equipment, the state of the regulatory framework.” All this will have to be sorted out in the near future. “First of all, it is necessary to develop modern safety standards and regulations at all technological stages: from the design of equipment to its operation and maintenance,” the prime minister set a goal.
At the same time, it is necessary to maintain a balance with the measures that are taken as part of the ongoing process of reducing administrative barriers: “There is no need to overload enterprises with clearly redundant regulations, the implementation of which will make the products ultimately uncompetitive. At the same time, adequate requirements for the reliability of energy facilities must be established - this is an area in which there are no trifles, and the priority of ensuring safety here is absolutely obvious.”
The head of the Cabinet of Ministers also recalled the decree signed a week ago, which approves a specific action plan in the field of energy saving. After the meeting, Deputy Prime Minister Sergei Ivanov said that the government had already instructed interested departments to prepare plans for improving the energy efficiency of all industries and ensuring safety in this area. According to Mr. Ivanov, energy consumption in Russia is now 2.5 times higher than the world average, and 3.5 times higher than in developed European countries. Therefore, it is necessary to tighten measures and requirements to improve energy efficiency and energy security. Moreover, such requirements will be imposed not only on industrial companies, but also on housing and communal services enterprises.
It is worth recalling that the state plans to spend gigantic funds on the federal energy saving and energy efficiency program until 2020 - 10.5 trillion rubles.
