Please explain why a log of citizens' appeals is not kept? This is the third day I’ve been waiting for the plumber to come, my neighbors from the top floor are drowning me, I came to the Criminal Code twice, and only on the second arrival my appeal was “recorded” on a piece of paper! not in the magazine, mind you. I've been waiting for a plumber since 8.30, it's already 11.20, the neighbors on the top floor have gone to work. What then is the help in solving the problem of flooding?
