Democratic elections or games with the electorate?

In the election situation emerging in modern Russia, there are many specially created problems. The initial idea of ​​a mass protest in Bolotnaya against the falsification of the Duma elections through the efforts of political strategists on both sides is gradually turning into a farce.

The political model of the state is collapsing before our eyes. What's the problem? The majority of all parties consist of ordinary citizens! But before the elections, normal people belonging to different parties in ordinary life suddenly “understand” that “global” political differences separate them from other also normal people. Which in fact does not exist, but the whole party struggle, an artificially imposed game that will end with the elections. Moreover, almost everyone is fighting corruption; no one needs any revolution or the collapse of the country. Conclusion one: parties covering clans in the struggle for power are not needed in this form.

We need a reform of the state structure, in which the decision on some issues can and should be transferred to voters. And the electoral system itself needs to get rid of fraud.

There is only one way to get rid of falsifications - by roll-call voting with each vote recorded. We are presented with secret voting as an achievement of democracy. But in reality this is not the case. Secret voting is a direct path to manipulation of public opinion and falsification! It is necessary to understand that only roll call voting is the way to fair elections! For example, it will be easy to find out how a particular person voted in the upcoming elections on March 4. To do this, you just need to compare the data from the device scanning ballots and CCTV cameras in time. Those. It's already an open vote! But our voices are not open to everyone. In essence, this is an unspoken and illegal administrative resource of control and influence. Why be disingenuous with your own people?

Those who do not want to vote openly may not participate in voting, as almost half of Russia is doing now, but for completely different reasons, the main one of which is distrust of the integrity of the elections.

Russia is a historically established multinational state in which decisions on national or religious issues must be especially balanced. For significant decisions affecting the interests of people, the authorities must have the consent of the interested part of society. This assertion is often challenged by the fact that it will be impossible to take unpopular but necessary measures. Most likely these are excuses. The self-awareness of civil society in Russia has always been at the proper level.

Let us turn to history; since ancient times in Rus' there was the so-called “Kopnoe law”. This ancient Slavic assembly consisted of permanently settled householders, who were called skhodatai. The gatherings could discuss and resolve any issue affecting the interests of all residents. In this simple structure of power there is a hint that can be a decisive link for the reorganization of modern democracy, especially with the increase in immigration and the decline in the percentage of the indigenous peoples of Russia.

A referendum is the only way to find out the population's opinion on an important issue, but holding a referendum is difficult to organize and quite expensive. How to make a referendum cheaper and more accessible? Conduct polls via the Internet, SMS, on a special website of the Central Election Commission (CEC) or on special machines like ATMs. The voter can obtain or change his password at the permanent election commissions of the Central Election Commission. This way you can hold elections or referendums on any issues concerning the actions of federal, regional or local authorities.

There are several ways to avoid the possible manifestation of ochlocracy - the whims of the crowd falling under the influence of demagogues. For example, using such a concept as “degree of settlement” (remember “Kopnoe pravo”). This means that the voter's vote will be applied with a certain coefficient, taking into account the period of Russian citizenship, to resolve issues at the federal level, or the period of residence in a given area to resolve problems of local or regional government. Thus, the voice of a Russian citizen who has moved from another region, when deciding issues of the region where he is now located, will be lower in percentage terms than the voice of a native resident of this region. Now these votes are equal and voting held at the local level often causes protest from the indigenous population, especially given the cohesion of the diaspora. But, when voting on issues related to the federal level, these votes will be equal.

This simple and fair solution will reduce the tension of interfaith and ethnic differences and protect the rights of the indigenous population. In conditions of uncontrolled migration, this is the most optimal solution. You should also not be afraid of manifestations of nationalism, because in Russia there are territories with the original residence of various nationalities and the sudden influence of a certain more active or united voter of a different nationality will be weakened in resolving issues at the local level, including when occupying elected positions. Issues of territorial sovereignty are not within the competence of regional voters, but of federal ones, who will decide such issues.

Each voter should have the opportunity to participate in rating polls on any issues on the CEC website, initiate their own question or referendum, and if this referendum issue is supported by a certain number of voters, then an official referendum should be automatically held on it. Any other options for using the proposed system are also possible. There is something similar in American legislation, so the administration is obliged to give an official response to a request posted on the White House website if a certain number of people sign up for it. V.V. Putin also proposes a similar option in one of his articles, but this option presupposes discussion in the Duma - again a Duma-presidential filter.

Most issues, especially at the regional level, should be resolved through a referendum, and the decisions of the referendum should be implemented, not discussed. By doing this, we will not only free up the precious time of deputies, but also increase the self-awareness of civil society.

Taking into account the degree of settlement - the opinion of the indigenous population during open voting, will improve the voting rights of citizens, simplify public administration, reduce bureaucracy, corruption, strengthen the political system and the integrity of the country.
