Assistant to the Russian President Igor Shuvalov states that the YUKOS case had a negative impact on the image of Russia and it will take several years to restore it. “We must work hard to neutralize the negative consequences caused by the Yukos case to Russia, restore and strengthen the image of the Russian Federation,” Mr. Shuvalov said at a briefing in Moscow. The first thing that specifically needs to be done is “to try to prevent a new case like this from happening,” the presidential aide noted. He emphasized that “it is necessary to change the legislative framework so that investors feel protected from the state.”

A bill allowing citizens to pay tax debts without additional fines will be submitted by the Ministry of Finance to the government by July 20. This was stated at a meeting of the Cabinet of Ministers by the head of the Ministry of Finance Alexei Kudrin. “Declaration will be carried out in a simplified manner, subject to the placement of funds in Russian banks and payment of a tax of 13%,” the minister said.
The Ministry of Industry and Energy will prepare bills related to limiting the participation of foreign capital in the Russian economy by September 20, 2005.
