Speaker of the Regional Duma Boris Maltsev tried to draw attention to defense plants today. Two weeks before, he traveled to former defense industry enterprises and collected material. After which I came to the conclusion that something needs to be done. “The sleeping beauty” needs to be woken up, Maltsev said. Wake up factory directors, bankers and politicians. And this signal to rise was sounded today at the Round Table in the White House. The rocket takes off: how many transistors, resistors and other technical gadgets produced in Tomsk fly in this rocket is still a military secret. But, if you look from space at the morning Tomsk twenty years ago: half of the Kirov region is walking towards the checkpoints of the Scientific Research Institute of PP, Polyus and Kontur, crowded trolleybuses are rushing to the instrument plant. And hundreds of absent-minded scientists, with sloppily tied ties and tousled hairstyles, are late for their secret laboratories. Thus began another day in the name of strengthening the defense shield of the Great Motherland.
In the mid-nineties, the Research Institute of PP, which the Soviet Union was half loaded with defense and space orders, switched to the production of completely earthly, and therefore not very tasty, jams and potato chips. People were paid with the remnants of semiconductor developments - devices like "Geska". And what wonderful mine detectors the measuring equipment plant provided the country with. The conversion there was simply rampant. Apparently, in mockery of the defense order that had sunk into oblivion, camouflage mittens and short fur coats began to be produced here.
After unsuccessful dialogues with Rosaviakosmos, the Instrument Plant felt lonely, useless and took the right course towards receivership. Toys "Behind the wheel" and automated medical chairs only delayed, but did not prevent the moment of complete and unconditional collapse. How the proud defense industry was sinking into lethargy from “Cosmos” was no longer visible.
Boris Maltsev decided to take on the role of alarm clock these days. King Arthur gathered the drooping knights of the defense industry at the White House round table and announced: “We need to make wider use of the potential of our defense industry!”
There is potential. Maltsev saw it himself. What remains is equipment, teams, and most importantly, tens of thousands of square meters of empty space. For builder Maltsev, leaving this property to fall apart means committing a crime. And if Maltsev, the budget planner, converts square meters into rubles that can be earned for rent, the result will be such an impressive sum that the crime will also acquire an economic nature. The authorities tried to test one of the options for boosting the economics of enterprises at the Instrument Plant. The bankrupt's premises were rented out to small knowledge-intensive firms and the whole thing was called a business incubator.
However, support from the authorities is also expected at the legislative level. In the mid-nineties, the defense industry incurred such debts that they still cannot pay them off. And these debts are demanded by nothing other than the state, which has abandoned its enterprises.
Boris Maltsev expressed full readiness for dialogue with factories of the former defense industry. Authorities at all levels, says Maltsev, must turn to face them. Well, let's look at the faces of those in charge. Deputy Governor for Economics, Head of the Department of Industry, Deputy Chairman of the Duma, and finally, Chairman of the Duma himself. It's sad, isn't it?
