
The government approved the main budget parameters for 2011-20122. The entire three -year -old budget will be scarce, but the amount of budget deficits over the years has changed somewhat. The government promises not to go out for the deficiency parameters that were approved on Wednesday, the Finmarket agency reports with reference to the statement of Deputy Prime Minister, Minister of Finance Alexei Kudrin based on the results of the Government Commission on Budget Design.
Work on the budget is not completed. According to Kudrin, from September 1 to September 7 a meeting of the budget commission will be held, where all inconsistencies that will be identified by each ministry will be considered, and after September 7, all differences will be issued at a meeting of the budget commission, which will be held by the Prime Minister. The final introduction of a three -year budget to the State Duma is scheduled for October 1.

The budget deficit in 2011 will be 3.6%, 2012 - 3.1% of GDP, in 2013 - 2.9% of GDP. Earlier it was reported that the budget deficit in 2011 was predicted at 4% of GDP, in 2012 - 3% of GDP, in 2013 - 2% of GDP. At the same time, recall, the task was to reach the zero budget deficit in 2015.
According to Kudrin, the income will amount to 8.617 trillion rubles in 2011, or 17.4% of GDP, expenses - 10.385 trillion rubles, or 20.9% of GDP. In 2012, income will amount to 16.5% of GDP, in 2013 - 16.1%, expenses - 19.6% of the runway and 19%, respectively.
As the head of the Ministry of Finance noted, the parameters of the budget deficit are approved and the government does not intend to marry them in the future. "We do not intend to go out for this deficit. The parameters are approved today. The deficit will not change during the finalization of the budget," the minister emphasized.
A decrease in income as a percentage of GDP in the next three years will occur due to a decrease in oil and gas revenues in relation to GDP. He noted that these income will be reduced regardless of what oil prices will be. "The share of the oil and gas sector in GDP will decrease every year due to the fact that the growth rate of production will be lower than the growth rate of the entire economy," Kudrin said.
Thus, he noted, oil and gas revenues in the next three years will be one of the most vulnerable, despite a fairly high forecast of oil prices. So, for 2011, the price is projected in the amount of $ 75 per barrel, in 2012 - $ 78 per barrel, 2013 - $ 79 per barrel.
Kudrin also noted that the economic growth rate for the next three years is planned by moderate - 3.4%, 3.5% and 4.2%, respectively. "During this period, the economy will still experience the consequences of a deep crisis, we will only get out of it, the restoration of the volume of the runway at the pre -crisis level will occur only by the end of 2012," he said.
The Minister recalled the forecast of the average annual ruble exchange rate for the dollar, which in 2011 will amount to 29.3 rubles per dollar, in 2012 - 28.4 rubles per dollar, and in 2013 - 27.9 rubles per dollar. At the same time, he noted that there is a chance that the ruble exchange rate will not strengthen so quickly. "We expect in August the forecast of the Ministry of Economic Development, which can clarify these parameters, taking into account the fact that imports are growing more quickly, which is somewhat balanced in payment balance," he said.

The deficit of the Pension Fund, according to the Ministry of Finance, in 2013 will exceed 1 trillion 100 billion rubles. "The deficit of the pension fund covered from the budget in 2011 will amount to 890 billion rubles, despite the fact that insurance premiums will be increased, the deficit in 2012 will amount to 980 billion rubles and in 2013 - 1 trillion 109 billion rubles," Kudrin told reporters.
The regional budget deficits in 2011 will remain approximately at the current year, and in subsequent years will decrease, the head of the Ministry of Finance of the Russian Federation said. As Kudrin noted, the support of the regions due to all types of sources will be 1.192 trillion rubles.
The costs of national defense, safety and law enforcement, in accordance with the submitted budget draft, will increase by a total of more than 20%. These expenses, according to A. Kudrin, are among the key priorities of the budget draft. In particular, according to him, the costs of national defense will increase by 13.3%, and by national security and law enforcement - by 8.8%. Among the priority areas to which expenses are planned, education (growth of 13.7%), healthcare (an increase of 10.2%), culture and cinematography (an increase of 11%) are planned.
At the same time, it is planned that the costs of national issues will decrease by 4.5%. According to Kudrin, this will happen "due to the more restrained increase in the content of state institutions and by reducing the number of officials by 20% for three years (5% each in 2011 and 2012 and 10% in 2013)."
The volume of financing of federal target programs (FCP) in 2011 will amount to 880 billion rubles, of which 541 billion rubles will be allocated for innovative programs, the Minister of Finance said. He also noted that the total volume of state investments, taking into account the FCP and the non -gram part of the investment program, will grow by 15.3% in 2011 - from 1183 billion rubles to 1364 billion rubles. In 2012, this indicator will amount to 1142 billion rubles, in 2013 - 1080 billion rubles.

The federal budget deficit will, in particular, be covered by borrowings, income from privatization and taxes.
So, according to Kudrin, the net volume of borrowing of the Russian Federation in 2011 will amount to 1.425 trillion rubles. "We will attract so much from the market, it will be the difference between attracting and repayment," he said. At the same time, he noted that gross attracting will be 1918 billion rubles, and repayment - 493 billion rubles.
The Minister noted that this amount of pure borrowings will be covered by a budget deficit, which in 2011 is planned at 3.6% of GDP. “At the same time, this will not be enough,” he added.
According to forecasts of the Ministry of Finance, by the end of 2013, the debt of the Russian Federation will increase to 16.3% of GDP. "By the end of 2013, we will increase the debt of the Russian Federation with 11.5%, which we expect by the end of this year, to 16.3%. That is, public debt will grow over the years," the Deputy Prime Minister said. Privatization income for three years should amount to about 1 trillion rubles. At the same time, the packages of state companies scheduled for privatization will be exhibited for three to five years, said Alexei Kudrin.
“The beginning of privatization of Russian Railways will move for two to three years, AIZHK will be moved,” said Kudrin. "The package will be placed in a period of three to five years, so I do not say today that it will fall for the next year," he said.
Another source of additional individuals is to increase the tax rates for mining (NPPs) for gas by 61%. This will allow you to attract 51.3 billion rubles to the budget in 2011, in 2012 - 60.4 billion rubles, in 2013 - 69.1 billion rubles, the Minister of Finance said. “This decision has been made,” said Kudrin, noting that the relevant documents will be prepared in the near future.
