A 3-day seminar of expert accountants of the Russian Ministry of Internal Affairs began in Tomsk. The first expert audit department in the country was opened in 1992 at the Tomsk Department of Internal Affairs. Now, on the basis of this unit, they hope to train experts from Siberia and the Far East. Expert accountants from law enforcement agencies are almost always involved in cases with an economic background. They participate in the examination of fraud, misappropriation and embezzlement, non-payment of taxes by enterprises and individuals. And recently there have been more bankruptcy cases. A huge number of directions naturally give rise to different interpretations. The main task at the seminar today is to bring the accounting practice of the Ministry of Internal Affairs to a unified form.
By the way, it was with the adoption of the new Criminal Procedure Code that the role of experts increased sharply. Now the opinion of an expert accountant is one of the main pieces of evidence in the courtroom. In Russia, out of a thousand criminal cases, on average, three are considered with the assistance of economic expertise. But, as usual, the units lack personnel. Only economists with higher education are hired. And in some regions there are no such specialists at all.
We currently have 18 expert accountants working in Tomsk. And all of them, as they say, are worth their weight in gold. For almost ten years, they have identified violations totaling 400 million rubles. In addition, police officers conduct inspections of the cost of construction and real estate, and merchandising examinations of stolen or damaged property. Now the Tomsk division is one of the strongest beyond the Urals. It is planned to conduct training and internships for experts from Siberia and the Far East at its base.
