About the idea
I inspired personal experience on the project: when I was evacuated to my car, I had to spend 7 hours to return it. In addition, many of my friends and acquaintances were in a similar situation. I have a question: why, interestingly, there are no companies that would provide the services of the return of the car from the parking lot? You are engaged in your business, and the company is engaged in the return of the car for you. Initially, however, there was a slightly different idea, but in the end I decided to first try to implement the car returning the car from the penalty park.
About implementation
First, I studied the legislative and procedural aspects of this service and became convinced that it can be implemented. Of course, there were many questions at the beginning, especially about interaction with state bodies, but I managed to solve them all. Next, I developed business processes and documentation, formed the necessary requirements for the quality of services and first tested the service on the first few clients. After I was convinced that everything works - hired managers, agreed with the evacuation service to provide tow trucks and launched advertising.
The most difficult thing was to get the first customers. Since the service is new and incomprehensible, it was difficult for people to entrust their documents and a car of an unknown company. It’s scary, of course, but slowly new customers appeared, who came on recommendations from those to whom I already provided services. From the point of view of interaction, of course, not everything was as smooth as we would like, with state bodies - the evacuation and the traffic police service. With the city service of moving vehicles (GSPTS), which is directly responsible for evacuation and storage at the penalty parking, there were problems regarding the issuance of cars from the penalties - some of its employees did not quite correctly understand and fulfilled the laws and were not sure that we were not scammers. But we managed to solve all the misunderstandings through negotiations with their legal department, since all the employees there are competent and adequate.
About carback
If a person was evacuated to a car, he just calls to Carback and orders the car returned from the penalty park (or through the application form on the site). After that, within 30 minutes - 1 hour our manager comes to the car owner and signs the contract for the provision of services, a simple form of power to the car (for a period of 2 days to draw up the necessary documents in the traffic police) and fills out detailed data on the car, damage, which was before the evacuation, things left in it, and records the documents and things received from the client, namely: certificate of registration of the car (plastic) and keys, if the car must be delivered to the client.
Why do you need a power of attorney and TCP? Without them in the traffic police, permission to receive a car from a penalty park will not be issued.
Why do you need keys? To remove the car from a handbrake/parking and put on a tow truck. At the same time, our managers do not control the machine, since it is dragged on the tow truck.
After paperwork, the manager goes to the traffic police, where he draws up permission to receive a car and a protocol on an offense. There, and pays for 350 rubles a fine.
Next, the manager goes to the parking lot and:
a. Or he meets the client there and helps to get a car if the client does not need delivery and he is ready to drive up to the parking lot.
B. Or he takes the car himself, loads it to the tow truck and delivers it to the client. Before receiving the car, the manager carefully examines him for new damage, which the client did not report.
If the damage was discovered, the manager causes the DPS outfit and draws up the damage protocol. It also acts in the case of the theft of things from the car. But this, thank God, is extremely rare cases. The manager passes the car to the client, all the received documents and keys. And he receives from the client a payment in the form of a receipt from the bank or from the payment terminal (QIWI). The cost of services - the return of cars with delivery on a tow truck costs 4,000 rubles, and without delivery - 2400 rubles. This is excluding the cost of fines. If a person goes to return the car himself, then he does everything the same as us, only spends his time and effort on this. In time, most likely, he will get longer than ours, but he may be lucky.
About the risks of private business
There is always risk, and often it depends not so much on external factors as on internal factors - that is, on the businessman himself. I still can’t fully compare the difficulty of doing business in different countries, but it seems to me that in Russia at least the level of risk is higher, but the rate of business development and growth opportunities is also greater. What is needed to do business? The idea, an understanding of how to realize it, a certain initial capital and courage to take and start your business.
About unpredictable situations
There was a situation when our manager arrived at the parking lot to pick up the car, but it does not open - either the battery was driven in a car key, or the battery at the car. The manager first found somewhere next to the penalty-set a repair shop, where he was replaced in a tag of a battery (it is good that the guys in the stall caught as was sympathetic and, despite the later time, helped). So we realized that the reason is in the battery of the car - he in a few days of standing at the parking lot of the villages. In addition, for some reason, the key did not approach the door locks, only to the trunk. The problem was that in order to deliver the car to the client, it is necessary to remove it from the parking lot, and for this it must be started. How to do this if the battery sat down? As a result, the manager found a shift battery somewhere next to the penalty area, again, the sympathizers climbed into the car through the trunk, and replaced the battery. And then it was a matter of equipment - they got, dragged the car to the tow truck, changed the battery back. And all this - late in the evening, at the parking lot, in the industrial zone in pouring rain. There was also a fun situation when we delivered the client not his car. Model and brand, car color, salon and even rooms - everything, as was indicated by the client in the documents. Only now the region is different. But in the end, we returned his car to the client, and that, similar, remained to wait for its real owner at the parking lot.
About epicenters of evacuators
Of course, this is the center of Moscow and next to business centers, especially among Moscow City. Although periodically we are addressed by people who are evacuated by cars from the southwest, Kuntsevo, and even from a co-reinstone.
About traffic jams in Moscow
Not sure, frankly, that you can overcome them. This problem is too neglected too much. To overcome them, it seems to me, you need to take so many different measures and innovations, and they can most likely be quite unpopular among the people, and, most importantly, a strong political will and effort is needed to achieve the result. I just doubt a little that our authorities have all the factors will develop and work. Everyone believes that you can overcome traffic jams, but I’m not very good. To facilitate the situation - yes, maybe even greatly simplify, but not overcome. I can definitely say only that evacuators could only be left for emergency cases, and so - replaced by blockies.
About plans
We plan to open the Carback branch in St. Petersburg and, perhaps, other large cities where there is such a problem with evacuation. Maybe we will expand the list of services a little and begin to more actively develop the “insurance” service from evacuation. Now we are still working with partners on a parking project in Moscow - the ZPRK service, which will help people in Moscow find a parking place without waste of time and effort. He indicated the point in the city where you are going, and received in response the parking lot closest to this point. Everything is very simple and without unnecessary waste of time. Well, a couple of projects at the stage of preparation, which, probably, there is no sense in talking yet.
