The Ministry of Finance next year may abandon the indexation of salaries of civil servants. This follows from the methodology for calculating the marginal basic budget allocations of the federal budget for the next three years, which RBC quotes.
The document does not indicate how much money it will be possible to save next year due to the rejection of indexing the salaries of officials. This measure is indicated in the list of others to correct the basic budget allocations and sounds as "refusal in 2021 from indexing wages (with the exception of the monetary allowance of military personnel) and optimizing the schedule for the reform of federal civil servants in 2021 and 2022."
The Ministry of Finance also expects to save 150 billion rubles. Due to the refusal to pay subsidies to regional budgets for the execution of key performance indicators (KPI) by governors. The system for evaluating the work of the heads of regions involves 15 criteria, including the level of confidence in power, the natural growth of the population, the availability of housing, the level of poverty and so on. It was argued that the motivation for its implementation by the governors was to be an increase in the regional budget.
