Back in 2015, transport companies refused to launch flights along the roads of Lyubotinsky, Okulovsky, Kryatetskiy districts of the Novgorod region - buses broke on the way.

Local administrations are not the main culprits of the collapse, which happened in the region after the rampant of the elements. They are responsible only for roads inside the settlements, and they somehow cope with this task. The roads between the villages, which did not go through the element check, are in the operational department of the GOK Novgorodavtodor. In early June, Novgorodavtodor concluded a contract with Novgorod Dorkkomservis LLC for 108 million rubles. For 28 roads listed in the contract, this is a few, but the amount would hardly have saved the situation. It's all about the nature of the work ordered by Novgorodavtodor.

No major repairs - road workers buried holes from year to year, and in a stressful situation the mosaic fell apart.

The consequences of "road business"

However, looking at many years of complaints of drivers and passengers, you can doubt that at least patching was carried out on the destroyed roads. This is confirmed by the decision of the Novgorod District Court. In the spring of 2017, he sentenced to eight years the colony of a strict settlement Nikolai Zakaldaev, the head of Novgorodavtodor (led the department in 2011-2013). He was found guilty that he came up with a plan to plunder budget money "allocated for maintenance of roads in most regions of the region."

Zakaldaev was not alone, according to the investigation, he was patronized by the first vice-governor of the Novgorod region Arnold Shalmuev. The "road business" was then spoke from the federal channels. In 2012, businessman Valery Tyana won a tender for maintaining roads in the region for 355.5 million rubles. Such an outcome was not included in the plans of Shalmuyev, Zakaldaev and local businessman Andrei Novozhilov. Pressed on Tyana, and he abandoned the contract. Three years later, in 2015, Valeria Tyana, who at that time, was killed in the “road business,” was killed.

The contractor of the contract was GOP "Veche". The director of the state-owned enterprise was Oleg Orlov, a 100%share in the authorized capital belonged to the Novgorod road company Andrei Novozhilov. “It was necessary to transfer money to the company of Novozhilov, it was possible to hack, undergoing work. In 2016, Shalmuev received 9 years for the theft of 15 million rubles, Zakaldaev sat for 8 years this year, Orlov in 2013 gave 3 years in prison. Four more defendants received real terms. Only Andrei Novozhilov - the son -in -law of the head of Novgorodavtodor Zakaldaev - escaped with a conditional term and a fine of 340 thousand rubles. The punishment was softened by the full admission of guilt, two minor children and active assistance to the investigation.

Predatory to the state order

A conditional term did not prevent Novozhilov from staying in business. It was his company-Novgorod Dorkkamservis (NDKS) in June 2017 concluded a contract for patching. Last year, a similar contract was won by a company with a similar name - Dorkkamservice (DKS), which received road contracts for at least the last six years. Its owner and general director Oleg Korolev from 2013 to 2015 headed Novozhilov Novgorod Dorkkamservis. Another company owned by Korolev-LLC Demyansky Forest-to this day has one phone number with Novozhilov’s DKS, follows from the data of the SPARK-Interfax system. The circle closed.

Simply put, while the ex-vice-governor and son-in-law of Novozhilov sat behind bars in anticipation of harsh sentences, he himself received millionth and half-billion contracts from the new leaders of Novgorodavtodor.
