
Pervomaiskaya, 149. A wooden two -story building, which has never been repaired in sixty years of her life. The house has long rotted and lasts only on the petty repairs, which the residents themselves carry out. In 2014, the court recognized this house with emergency, by the resolution of the mayor of the housing, they ordered to resettle the house until the end of 2016. However, only three were resettled from the twelve apartments, the residents of which additionally filed a lawsuit for the execution of the resettlement decision. In five apartments, those who have nowhere to go and there are no money to withdraw or buy normal housing.
Grandma Masha is 82 years old, lives with her son, also a pensioner. Her apartment on the second floor, on the first grandmother Masha has not come down for a long time.

“We were forced to privatize this apartment. Then we handed over twenty thousand rubles to lawyers, but never received an apartment. We carry water from the column. Toilet in a bucket. I can’t go down from the second floor, ”says Maria Shisherina.



In the same porch is the only municipal apartment. In the case of resettlement - the only ones, her residents should be provided with a new apartment. The rest, private traders, are compensated. The amount of compensation is determined by evaluating the old housing. Given what house in the state, these compensations for the purchase of new housing will definitely not be enough.
“We privatized the apartment, moved from here back in 2005, that is, thirteen years ago, because it was impossible to live here: there is no toilet, there is no water,” says Viktor Spitsky. - We built a house. We have where to live, but this is property, you can’t leave it. We threw away ten thousand rubles for lawyers, but it turns out, probably, we were thrown, because there is no result. ”
For heating, the fee in our winter for an apartment reaches six thousand rubles. Somehow there was even a report that the girl on the street was burning an open hot pipe. Nobody is now engaged in the house, everything is in such a state that we have long been heating the street. I have not been living here for thirteen years and recently I fundamentally stopped paying for heating. Now we owe more than 28 thousand for him, ”says Viktor Spitsky, Zoya Pomazkin, Viktor Spitsky.

- In 1995, we came from Kazakhstan. According to the program for the resettlement of compatriots, everything that we were able to purchase then - this apartment in a collapsing house, ”Zoya Pomazkin continues his story. - The loan, which was given to us then, we have already paid. But they did not live in this apartment for long. In 2014, as far as I know, we wanted to put our house over repair, they say, they even allocated 22 million rubles. Yes, for this money, all of us could be resettled.
“Those who had one hundred thousand rubles and they could hired lawyers, achieved resettlement,” says Anna Chevozerova, the only resident in the house of the municipal apartment. - Our apartment is municipal, according to the law, they seemed to be settled in the first place. We come to the reception, they say: sorry, there is no money. But you can collect a package of documents and recognize yourself as poor. And again, to defend the queue as poor. But our house since 2014 has been recognized as worthless to accommodation, what is the turn?
Now we are receiving receipts for payment for water supply, drainage. They demand all this from us to remove it, because in our apartment we all installed it all. Why didn’t you all this? This is an apartment building, but we don’t even have toilets, we walk between the garages. We were thrown here like pigs. Here you can already survive.

“The floors in the entrance are covered with on their own, these are personally my boards, personally my beam,” Anna Chevozova continues. - Five years ago, almost 600 thousand were spent on bringing this municipal decaying apartment to bring into a human appearance: we bought a beam, changed the walls, and the floors rebelled. No one, since it was recognized as emergency, is serving. We are coming frantic amounts for heating from a resource -supplying organization, we have, apparently, huge heat losses on our house, and they are hung on us. Receipts come for hot water, we did not have it upbringing. Five hundred and six hundred rubles are sent for us for water-as according to the norm. From the second entrance, we went to one management company, tried to agree with them to maintain a house, they honestly answered: we will definitely not serve your house, you will simply pay us for anything.

The TomskRTS explained that they accrued the residents of the resettled house with a fee for hot water on the basis of a document received from the management company that the house has a “thermal load”. And if there are no really hot water in the house, then the residents should turn to them themselves, call the inspector and prove that there is no water:
“In the apartments of residents, there are water -bearing points that allow you to consume hot water. Residents were given recommendations to dismantle data water -bearing points in case of reluctance to use hot water. In order to fix the fact of dismantling of water -divided points, it is necessary to invite an employee of the thermal inspection, who will draw up an appropriate act, and provide this act at Tomskrts JSC. From this moment, accrual for hot water will not be made. ”




The head of the Leninsky district, Vyacheslav Chernous, confirmed that the house is on the reserve for resettlement for 2017-2020. But according to him, the house will most likely be resettled this year.
“Now, in agreement, there is a resolution on the seizure of these apartments. As soon as it is signed, and this will most likely happen by mid -June, we will notify the owners that they can write a refund. Municipal residents are provided with an apartment in order. And private traders receive compensation. After signing the decision, an examination is done on statements and based on this assessment, an agreement is concluded for the purchase of apartments. This usually happens within 3-4 months. So most likely they should already begin to pay compensation by the end of the year. ”
But about the municipal apartment is not clear. There is an option that they will remain the only settled apartment in anticipation of the queue. And the line depending on financing moves unpredictably. That is, you can wait for years. Or sue, as three apartments had previously made. For it is impossible to simply resettle the house, already recognized by the court of emergency.
