However, soon it can end - because one of the parties to the confrontation will simply be removed from the game. The situation is as follows: Alexander Sergeyevich and the persons related to him, according to their public version, carry out “work to protect the coastal borders of the Russian Federation”.
However, according to our version, what is happening is more like protecting the coastal boundaries of the respectable summer cottage.

At the address of Lysy Nos, the street sea oak, house 4, is located a fairly famous house in which television programs with the participation of Alexander Zapesotsky were removed. The rector of the Humanitarian University of Trade Unions (GUP), according to eyewitnesses, regularly appears here - relax, relieve stress, improve health. Human rumor stubbornly connects the dubious bustle of certain merchants around the plots neighboring with this residence with his name. Yes, and the businessmen themselves - representatives of a certain Nevsky Technologies LLC - do not particularly hide in front of local residents that act in the interests of Alexander Zapesotsky.
Not so long ago, a solid structure occupied a solid structure. Apparently, the desire to thoroughly turn around for a long time tormented by those who dispose of this property. The 78-year-old Vera Alexandrovna Nikolaeva, living in the neighborhood, repeatedly offered to sell their site. The pensioner constantly refused, and then with the same constancy began to suffer from fires.
First of all, says Vera Alexandrovna, the Red Rooster destroyed the "amenities on the street." Then the shed-time was burning to the ground. A residential building flashed repeatedly, but twice an elderly woman managed to put out him on his own. The last two fires occurred on the same day, and the second time the structure still burned down. Only a small part of the property managed to save. By the way, the rector of the already mentioned humanitarian university threatened to even recover the damage from the fire from the grave, which, because of the strong wind, slightly affected his building. Perhaps it was precisely the overwhelming of the virtue of compassion for an elderly person that did not allow him to commit such an ugly act.
During the inspection of the scene, traces of arson were identified, but the attackers were never found. It remains only to guess about the customer. According to Vera Alexandrovna, the police tried to split even her own grandson to the arson of the house! Apparently, law enforcement officers were not able to identify a more “interested person”. The woman had to sell the site, which eventually occupied Nevsky Technologies LLC. The new section is now united with the “trade union”, the Rector of the State Unitary Enterprise regularly appears in this territory and behaves there as a full -fledged owner.

"Hall" to rescuers
Soon, representatives of the aforementioned LLC deployed a campaign to assign the territory of rescue station No. 19 - the only bay on the Gulf from the Central Bank to Sestroretsk. But, apparently, this is not a very convincing argument in favor of its preservation.
The unequal alignment of forces in this conflict has already led to the fact that part of the station of the station with the descent to the water is attached to the possessions of the Neva Technology and is behind a massive fence. Now, in the event of a fire, it will be very difficult to pick up water for its extinguishing.
In addition, according to our data, rescuers were unofficially put before the fact - the station will be closed. Although no one has received any official orders for the upcoming dismissal, however, the building has actually devoid of water supply and even turned off from electricity. The territory of the station is wanted to receive an honorary citizen of St. Petersburg Mikhail Bobrov. By pure coincidence, Mikhail Mikhailovich heads the Department of Physical Education of the Humanitarian University of Trade Unions.
- I submitted an application for leasing the premises in which the rescue station is now located. In Kugi, this issue was resolved positively. This site suits me because it is close to the city, and it’s hard for me to ride far at my age, ”Mikhail Bobrov told our correspondent. According to an appropriate citizen, he did not hear about the conflict between the rescue station and Nevsky Technologies LLC, and does not intend to participate in it.
As the deputy chief inspector of St. Petersburg for small courts Alexander Kamelin explained to us, no official documents about the possible closure of the station were received to them, and without them the leadership cannot take any official actions. This object has virtually double subordination: property stands on the balance sheet of the city of the city, financing is carried out through the administration of the Primorsky district, and the station is directly functioning by the State Inspectorate for Small Courts (Gims). Therefore, its closure cannot occur without the knowledge of the management of the inspection. The department, which is responsible for security in the Gulf of Finland, consider the closure of the station to be wrong and want to save it.
The Nevsky Technologies LLC refused to comment on the situation. A company employee who answered our phone call suggested calling back in three weeks.
Be that as it may, the restricted “Nevsky techno” was met only by the employees of the rescue station belonging to the state to be a serious opposition to the implementation of their plans. Local authorities, police and numerous regulatory authorities retain amazing calm, if not - indifference to what is happening.
The director of Nevsky Technologies LLC Nadezhda Kuznetsova in a letter to the head of the local municipal council writes that "in connection with the ban on bathing in this area, the role of a rescue station is generally unclear." It should be explained that the state of the beaches in the summer of 2007 was recognized as unsatisfactory. Does this serve as the basis for the closure of all rescue stations on the coast? Have people stopped swimming in the Gulf of Finland, boiling, yachts, scooters? Is it possible now to assume that bathing will never be allowed again? It is doubtful, but under such a pretext they try to close the station.
According to the head of the station Elena Gobuzova, representatives of Neva Technologies arrived immediately before installing the fence. In a conversation, they referred to a certain “technical project”, but they could not present any title documents on the captured lands. But it was said that the station is located on a site that has no cadastral number and plan indicating the exact boundaries. In the district administration of the Primorsky district, they referred to the confusion, due to which the cadastral plan of the site was lost, and the number was not assigned. Apparently, it is thanks to such a tragic accident that representatives of the administration do not now make claims of a private company regarding its rejection of state land.

Cottage or border post?
"Neva Technologies" did not limit themselves to the accession of neighboring territories. According to official documents, coastal work was carried out on the section of the trade union residence, but in fact - the alluity of the territory comparable in size to the area of ​​the existing site.
The director of Neva Technologies, in the official response of the head of the local municipal council, represents what is happening (correspondence is in the editorial office, spelling is saved) as “work on protecting the coastal borders of the Russian Federation and improving the environmental situation in the nearby territories.”
In the response of Nadezhda Kuznetsova there is no information when permits to strengthen the coastline were issued, the names of officials who gave permission were not called, cadastral numbers or the names of specific documents were not given. The text has some non -reinforced statements: KGA “allowed”, the “NOT“ NOT ”basin administration, from Rospotrebnadzor received a“ conclusion on compliance ”with the norms and rules, the interdepartmental commission of the district“ was allowed ”, the Committee on Nature Management“ agreed ”, etc.

One way or another, at once the two supervisory authorities had serious claims to Nevsky Technologies LLC. Verification of the Rosselkhoznadzor Office for St. Petersburg (the final decision was issued on September 7, 2007) showed the absence of documents necessary according to the law: in particular, there is no assessment of the impact of work on the state of biological resources, and the conclusion of the state environmental examination.
“The area of ​​the Neva Bay, irrevocably torn to the indicated territory, was approximately 400 square meters. m, ”the decree of the Rosselkhoznadzor says. - the stain of turbidity from the work on the work was the following indicative sizes: in 2006 - about 650 m along the coast and 500 m to the depths of the water area, in 2007 - about 650 m along the coast and 50 m to the lips ... " As a result, an administrative fine of 150,000 rubles was imposed on the Neva Technologies and a lawsuit was filed for compensation for damage to fish supplies in the amount of 432,928 rubles.
Claims of the Office of Rosprirodnadzor in St. Petersburg are more serious. They are that Nevsky Technologies LLC occupied the coastal protective strip of the Gulf of Finland, which in this place is about 40-45 meters. A separate question to which the audit should give an answer - whether the Earth of the Water Fund was engaged in the work carried out. According to the current legislation, these lands are in federal subordination, and any economic activity on their use and amendment should be agreed with the federal authorities and supervisory authorities.
The official representatives of the Neva Technologies did not provide any documents and explanations to the inspectors, under all kinds of pretexts, evading meetings and communication. As the head of the department, Sergei Ermolov, explained to us, it seems that the defendants under any pretexts are delaying the check time, ignoring the regulatory authorities.
“If, according to the results of our work, an order is issued, which will not be implemented, then we will go to court,” the head of the Russian Rosprirodnadzor St. Petersburg told about further actions. - If the court decision is also ignored, the bailiff service will be connected.
According to Sergei Ermolov, the management of "Neva Technologies" should not ignore control organizations. This case is under the control of the Federal Service of Rosprirodnadzor and personally deputy head of the service of Oleg Mitvol, and materials from there are usually sent to the Prosecutor General.
