Russia and China want to jointly develop Russian forest resources. The Tomsk region is also included in these plans. Well, while those at the top are planning, Chinese entrepreneurs are already exporting Tomsk timber privately. We were able to find Chinese forest workers on the territory of the former forestry complex. The specialist who controls the density of stacking logs on the platform is an employee of the private company “Bovyisin”, also known as the company “PokhU” in the recent past. There are said to be several such Chinese firms in the forestry industry alone. Considering that, according to the migration service, there are only five of them in the Tomsk region, they can be said to be concentrated here. They are mainly engaged in round timber, but there is also one sawmill.
And these are not the first signs. The Chinese have been interested in the Tomsk forest for a long time. So far, if measured by cubic meters, this interest does not increase or decrease. Last year it amounted to 73 thousand cubic meters. But everything is ahead: in China, a ban on cutting commercial timber has been introduced for 20 years. They will have to somehow meet the needs of the country.
However, according to Wang He, extracting Russian timber for his native China is hard work. Van He knows - he has been in Russia for 12 years. Transport tariffs, taxes, fees, duties are inevitable expenses and not so bad. He would like to do everything according to the laws, if not for their inconsistency and confusion. Another problem is our employees. Van He tried to bring hardworking relatives, but the process of registering them took a lot of time, and he abandoned this idea.
The Chinese plan to expand trade. This, by the way, is in tune with the interests of the region: our government wants not only to sell timber, but to attract Chinese capital for its processing. Let them build joint ventures with us, import equipment and even specialists. In the meantime, the official Chinese delegation, which visited Tomsk at the end of last year, is thinking about our proposals, the timber is exported privately and not always legally.
There are many ways of illegal export: from underestimating volumes to transactions through nominees. Although it is still impossible to talk about an uncontrolled attack of Chinese entrepreneurs on the Tomsk region: the border is too far away, and the volumes are not the same, and as a result, it is easier to keep track.
