| The composition of the frequency distribution commission has been determined The Ministry of Culture and Mass Communications has determined who will personally distribute frequencies for television and radio broadcasting. Yesterday, Minister Alexander Sokolov approved the new composition of the Federal Competition Commission (FCC).
Nine people will still make decisions, but the composition of the commission has seriously changed. In particular, it does not include the former head of the former Ministry of Press, Mikhail Lesin. Representative of the MPTR Sergei Nikanorov, Minister of Communications Leond Reiman, director of the non-profit organization Internews Manana Aslamazyan, employee of the Radio Research Institute Mark Krivosheev and sociologist Vsevolod Vilchek were also removed from the commission.
First Deputy Minister of Culture and Mass Communications Leonid Nadirov was appointed chairman of the commission; it included the head of the Federal Agency for Press and Mass Communications Mikhail Seslavinsky, his deputy Andrei Romanchenko, acting. Director of the Department of Licensing Work of the Ministry Boris Boyarskov. As independent members of the commission, the Ministry of Culture intends to involve the President of the Russian Television Academy Vladimir Pozner, the editor-in-chief of the Cinema Art magazine Daniil Dondurei, the Chairman of the Voice of Russia radio company Armen Oganesyan, the President of the National Association of Television and Radio Broadcasters Eduard Sagalayev, and the special adviser to the Director General of UNESCO Heinrich Yushkevichus.
In a conversation with a correspondent of the Vremya Novostey newspaper, Vladimir Pozner said that he would decide whether to take part in the work of the commission after the first meeting of the FCC on June 15. And those who are ready to work on the commission have complaints. “I’m upset that Manana Aslamazyan is not in the FKK,” Daniil Dondurei complained to the Vremya Novostei newspaper. “It also seems to me that the FCC should include more representatives of public organizations than officials, because television is not only the most influential tool for governing the country, but also the most important public good.”
The rules of work of the FCC have remained virtually unchanged, but members of the commission now have the opportunity to make decisions by secret ballot. Previously, all decisions were made exclusively openly. Nadezhda STEPANOVA |
