Substitution of the Criminal Code

According to the tax service, six companies with the name "Uprava" operate in Tomsk. Four of them are management companies of apartment buildings. Two more are not listed at the registered address. Residents of the building at 62 Rabochaya Street were recently surprised to discover that “Upravs” can be different. In August, they began paying for utilities to the new management company and to a different account, without knowing it. A month later, at a general meeting, the new company was even chosen after the fact. But even then they did not understand that a substitution had occurred. Now people are trying to figure out what the change in the Criminal Code will mean for them.
