| Housing and communal services are being reformed in the Krasnoyarsk Territory According to the decision of the Legislative Assembly of the region, the owner of a standard two-room Khrushchev apartment will, from January 1 next year, pay monthly for their housing from 1,200 to 1,500 rubles. Formally, fees for housing and communal services increased only two and a half times - from 40 to 90% of their real cost. However, at the same time, tariffs for garbage collection and other housing services will be almost doubled. This decision was met with hostility by most residents of the region, but so far there have been no mass unrest. However, the communists, fierce opponents of housing and communal reform, prophesy that a powerful social explosion will occur in the region in March.
Local authorities consider these unprecedented measures to protect low-income populations. People receiving incomes less than the subsistence level (the regional average is 2,380 rubles per person) will pay 50 rubles per person for an apartment. State employees, in accordance with regional law, will pay no more than 15% of the total family income for an apartment, unless, of course, it exceeds five minimum subsistence levels. According to preliminary calculations by regional administration experts, 760 thousand people may apply to housing subsidies.
The main task of communal reform in the Krasnoyarsk Territory, according to Governor Alexander Khloponin, is to free the budget from spending on the current maintenance of housing and communal services. Local authorities will use the saved funds to overhaul networks, introduce energy-saving technologies and much more, which will ultimately reduce utility bills. In addition, Mr. Khloponin promised to check the validity of the tariffs set by public utilities within six months and find out whether every Krasnoyarsk resident really uses 200 liters of cold water per day and why the cost of repairing offices in the housing department is included in the garbage collection tariff. According to the Krasnoyarsk governor, as a result of such an inspection in Norilsk, it was possible to reduce tariffs for the maintenance of one square meter. meter of housing from 70 to 35 rubles.
