Heads of regions in the media“Politicians Through the Eyes of the Media,” a joint project of “Vremya Novostei” and the “Medialogia” company, are ratings of political figures who are most actively discussed in the federal press and on central TV channels.
“Politicians through the Eyes of the Media” are published weekly: over the course of a month, you can sequentially familiarize yourself with the ratings of governors of the Russian Federation, deputies of the State Duma of the Russian Federation, ministers of the Russian Federation and heads of foreign states and governments. The ratings are also published on the publication’s website: www.vremya.ru.
The ratings reflect both the total number of publications per month and the level of information favorability in relation to each political person. The Information Favorability Index (IFI) is calculated based on the nature of references to a person (positive, negative, neutral), the significance of the message and the influence of the media.

The leader of the ranking according to the information favorability index was the head of Ingushetia , Yunus-Bek Yevkurov , who was recently discharged from the Vishnevsky Institute of Surgery, where he was treated after the terrorist attack on June 22. The event was widely covered on the pages of newspapers and in news releases of television channels, as a result of which Mr. Evkurov took second place in the ranking in terms of the number of mentions. Already at the end of August, the President of Ingushetia intends to return to work, but for now he will undergo a rehabilitation course in one of the sanatoriums near Moscow.
With a slight lag behind Mr. Yevkurov, Moscow Mayor Yuri Luzhkov is in second place in the ranking for information favorability. At the same time, the capital’s mayor became the leader in the ranking by the number of messages. One of the main news events in connection with which the mayor of Moscow was mentioned was the upcoming elections to the Moscow City Duma in October. At the beginning of August, the capital branch of United Russia approved the lists of candidates for the Moscow City Duma elections and the election program. The list of the party in power was headed by Yuri Luzhkov. At the end of July, the mayor of Moscow met with Russian President Dmitry Medvedev and Prime Minister Vladimir Putin. At these meetings, socially significant topics were touched upon: the problem of defrauded shareholders, wage arrears, and the unemployment situation. Also in the focus of media attention were topics related to the Moscow authorities, such as the reconstruction of the Bolshoi Theater and the closure of the Cherkizovsky market.
The head of the Altai Territory Alexander Karlin , having risen by nine positions, took third place in the ranking for information favorability. At the end of July, deputies of the legislative assembly of the Altai Territory overwhelmingly approved him as governor for a new term. Alexander Karlin became the last governor confirmed under the old rules introduced after the Beslan terrorist attack in 2004. Now at least three candidates for governor will be presented to the president by the party that won the elections to the regional parliament.
In third place by the number of mentions is the President of Chechnya Ramzan Kadyrov . Within a month, two high-profile murders of members of human rights organizations were committed in Chechnya. In July, Natalya Estemirova, an employee of the human rights organization Memorial, was found murdered. At the same time, the head of Memorial, Oleg Orlov, accused Chechen President Ramzan Kadyrov of the murder of the most famous Chechen human rights activist. A few days ago, the head of the non-governmental organization “Save the Generation” Zarema Sadulayeva and her husband Alik Dzhabrailov were killed. These events and the tense situation in the region were actively discussed in the media, which influenced Ramzan Kadyrov’s third position in the media ranking by the number of mentions.
