| Volgograd communists create their own government In Volgograd, in recent days, the possibility of creating a regional government, which will operate parallel to the existing apparatus of the regional administration, has been increasingly discussed. Officially, the need for such reform of the executive power is explained by the fact that among the federal subjects that make up the Southern Federal District, only the Volgograd and Astrakhan regions do not have their own government. However, the real reason for such a significant restructuring of the regional government is another attempt by the Volgograd regional committee of the Communist Party of the Russian Federation to strengthen its position in the upcoming election marathon. It is clear that the upcoming series of elections is keeping all political forces in the Volgograd region in suspense. And the communists are no exception, although their position in the region, which is part of Russia’s “red belt,” cannot be called weak. Almost all employees of the regional administration, including the governor, are communists. Ten of the sixteen deputies of the regional Duma, where, in fact, the bill on introducing the institution of government is being developed, are also members of the Communist Party of the Russian Federation. True, members of the Volgograd regional committee of the Communist Party of the Russian Federation have repeatedly made it clear that they are dissatisfied with the policies of the regional governor Nikolai Maksyuta, who sometimes dares to prefer regional interests to party interests. The regional organization of the Communist Party of the Russian Federation, apparently, hopes that the government will become a rein with which it will be possible to restrain the governor. Mr. Maksyutu, in turn, is a supporter of the introduction of a regional government, making it possible to share with him responsibility for failures and miscalculations in social and economic policy.
Most likely, the bill will be approved this week at the next meeting of the regional legislative assembly. In this case, State Duma deputy and concurrently first secretary of the Volgograd regional committee of the Communist Party of the Russian Federation Alevtina Aparina initiates its discussion in the lower house of the Russian parliament. Our sources in the regional administration note that the issue of introducing a local government has already been agreed upon with the presidential administration. The most likely candidate for the post of chairman of the regional government is Sergei Agaptsov, who, after the gubernatorial elections, as one of his closest competitors and party comrade, Mr. Maksyuta instructed to represent the region in the Federation Council.
