| 55 companies are recognized as pension investors The Ministry of Finance has summed up the results of the competition among companies applying to manage the pension savings of Russians. 55 out of 59 management companies (MCs) that submitted applications passed through the “sieve”. Of these, 40 million future Russian pensioners must choose a company that will be entrusted with managing the funded part of their pension. Now, however, not everyone can do this - the Russian Pension Fund is late in sending out notifications about the status of citizens' accounts. Prime Minister Mikhail Kasyanov expressed concern about this at the end of last week.
On Friday, the Ministry of Finance announced the list of companies that won the competition. Vnesheconombank, appointed by the state management company, did not participate in the general selection (VEB will manage “sleeping” money - those that citizens have not transferred to any of the management companies). Contrary to the forecasts of Deputy Minister of Finance Bella Zlatkis, who expected that in the end there would be about 30 management companies left, the competition commission did not let through only four companies - the Moscow Deutscher Investment Trust and the Management Company of the Bank of Moscow, the Perm-based ARK Pobeda and the St. Petersburg management company Elbi-Trust. .
The conditions for participation in the competition were quite simple: companies applying to manage pension money had to have the appropriate license from the Federal Commission for the Securities Market and have assets in trust management worth at least 100 million rubles as of August 1. and own funds - at least 50 million rubles. Also, at the time of submitting the application, applicants must have managed assets of at least two NPFs or mutual funds, or at least one NPF and one mutual fund.
Now that it has become clear to whom exactly future pensioners can transfer their savings for further investment, the progress of pension reform is slowing down only one thing. Initially, it was assumed that the Russians would send a notarized application indicating the name and TIN of the selected company to the Pension Fund by October 15, and by December 31, 2003, the money would be transferred to specific management companies. But the Pension Fund is very late in sending out notices (according to government decree, it had to send out 40 million notices by August 1), and until October 15, few will be able to choose their pension investor.
Today, or at least on Thursday, at a meeting with Prime Minister Mikhail Kasyanov, the issue of the possibility of postponing the deadline for the distribution of the Pension Fund will be considered. Another question that is now tormenting ministers: what will happen if the Pension Fund does not cope with its task in the additional time allotted? “We cannot shift our mistakes onto the shoulders of pensioners,” the head of the cabinet said categorically. Nevertheless, the government is considering different options. “There is still a chance to start the reform on January 1, 2004, but we do not rule out that this date will be postponed by a month and the reform will start on February 1,” says a White House source for the Vremya Novostei newspaper.
