In a small forest with an area of about 2.5 square meters. km between the Vyborg highway and the village of Leninskoye, the fourth road is being built. The fact is that each of the elite cottage villages, that dozens are sculpted around Leninsky, wants to have its own closed (!) Highway. And the Committee on Natural Resources helpfully coordinates them.

The reliability of the regional and local authorities leads to the fact that the “Leningrad Rublevka” (the Repino -Leninsky massif) destroys itself. Promising their clients elite solitude in the forest, developers eventually leave them without a forest at all. In August 2014, we wrote about cutting forests for a special road to the cottage village of Gazprom. It was laid only two hundred meters from the old forest road, and had no other purpose, except to emphasize the elitism of buyers. It is noteworthy that the local authorities unanimously did not know anything about her.

It turned out that this is not the limit of absurdity. The Committee on Natural Resources (KPR LO) and the government of the Leningrad Region agreed on the construction of another road on the same section. The developer of Harmony LLC has already cut down the forest under it. According to information from the KPR LO, the new road passed all the approvals: the Lesnoy Fund section was leased by order of the government, the draft road received a positive conclusion from the examination. According to the representative of "Harmony" Georgy Egorov, the road is being built to the new cottage village located between the existing KP Malaya Repino and the Golden Grove. According to him, he is forced to do this, since the existing entrances to the Harmony section (the old dirt road through the forest, the new Gazprom road and the road through the cottage village of the Golden Grove) are blocked ... by slagbaums.

How many roads per forest?

Judging by Egorov, the main reason for the multiplication of roads in the forest fund in the Leninsky area are the strange actions of the administration of the Vyborg region, which allows the developers to block driveways for others. “When the district allocated a land plot for development LLC, the entrances to it existed and the law was not violated,” says Georgy Pavlovich. -However, then the district administration for some reason allowed the Golden Grove (the developer of the LSR group.-approx. Ed.) To privatize the road passing through their territory. In parallel, the cottage village of Gazprom closed the passage from all roads through its territory. The new Gazprom road through the forest ends on their checkpoint - they do not pass further, and the old dirt road also rests on the Gazprom village. Our site was completely cut off from all sides. Of course, if the entrances were, we would not build our path. After all, it is expensive. We were satisfied with the entrance through a golden grove, why it was taken away, it is not clear. ”

The head of the administration of the Pervomaisky rural settlement MO Fanis Mardanov evaded comments, saying that he had already answered more than once, including the prosecutor's office. He suggested contacting the administration of the Vyborg region, since the powers (answer questions? - Ed.) Were transferred there. In turn, the district administration confirmed us that the roads of Gazprom and the LSR are private, and the “road passing through the Golden Grove and Small Repino KP is located on private land plots” (from the response of the deputy head of the administration of N. V. Stolyarov).

Lost the way

It remains to find out how legitimate the transformation of this road into "private land plots" was. Recall that Art. 27 hours 5 of the Land Code prohibits the privatization of municipal roads. How is this possible? According to the coordinator of the public organization “New Ecological Project” by lawyer Anastasia Filippova, the problem is that today the urban planning documentation of the settlement has not been approved: “Apparently, the so -called historical road (through the Golden Grove. - Ed.) It has not been the documents. That is, in fact there was a road, but in the documents of urban planning, the linear facility was not reflected in any way. Another option - the road was simply “lost”, along with all the documents, and privatized as a regular plot of agricultural land. By the way, the general plan of the Pervomaisky settlement has not yet been approved. What areas will be transferred for development and no one knows how the road infrastructure of the settlement will develop. ”

Georgy Egorov added that Harmony LLC tried to achieve the easement of the easement of the Golden Grove, but refused this intention at the stage of pre -trial consultations with LSR lawyers: “We realized that we could not cope with the legal support and administrative influence of the LSR.”

It is easy to assume that the harmony LLC after the completion of construction will block its path following the example of its predecessors. (Egorov found it difficult to answer this question, saying that the owner of the plots would decide this.) So, the next developer in this area would be forced to cut the forest again and build a new road.

As a result, each cottage village is built its own road with a checkpoint and a barrier, and the forest turns into narrow lawns. Needless to say, the developers themselves chop the bitches on which they are sitting? Wanting to certainly have their own elite entrance (it is clear that the areas are better sold), they destroy another, much more important component of elitism - the forest around the villages. When the forest is finally degrading (which inevitably with such a strong fragmentation), the purchasing interest in the "Leningrad Rublevka" will fall.

It is clear that the business acts within the limits established by officials. And even if developers are ready to cut down at least the whole forest for the sake of benefit, power should prevent this. The Vyborg administration "First Start", allowing to privatize the old road. But how to evaluate the actions of the Committee on Natural Resources, which in two years agreed on a small forest site by the construction of two new private roads? In our opinion, instead of allowing the forest again to allow the forest, the committee could well file a report on the current legal impasse to the governor. The latter has enough levers of influence on municipal power - both formal and informal. It would be quite possible to open a travel along the old road and keep the forest. Recall that the forest in this place belongs to the category of protective ones. According to the Forest Code, the construction of linear facilities in them is provided only in cases where it is compatible with their purpose (preservation of environmental, protective, sanitary-hygienic, health and other useful functions). Is the purpose of the protective forest compatible with the device of many closed entrances to elite villages? It is unlikely.

However, in response to our concern, Pavel Nemchinov, deputy chairman of the Communist Party of PRC, only laughed and said that, in his opinion, new roads did not threaten the preservation of the forest.
