The issue of providing housing subsidies to Tomsk residents has been resolved. The temporary suspension of subsidy payments was caused by a breakdown in inter-budgetary relations between the city and regional authorities. Now the discrepancy has been eliminated, and residents of Tomsk will continue to receive partial reimbursement of costs for housing and communal services. Huge queues at housing subsidy centers often occur. Standing in the corridors for hours, people curse everything and everyone and, nevertheless, go for subsidies. However, the provision of compensation stalled for some time. The reason is this. The difference between the cost and actual payment for services has always been covered from the regional budget. Now these costs will be borne by the city. The city budget for 2004, in turn, has not yet been approved. This means that the Department of Finance cannot transfer money underpaid by Tomsk residents to power engineers. These expenses were not provided for in the old budget.
The administration appealed to the City Duma to allow the money to be transferred to the energy sector, and then taken into account when approving the new budget. Ludimila Smolnikova was supported by the Duma Budget and Finance Committee represented by Alexander Deev.
As a result, the discrepancy was eliminated. There is money to pay compensation until March, when a new budget with subsidy costs already included in it will be adopted. In 2004, the city plans to provide housing subsidies worth 231 million rubles to Tomsk residents.
