President of South Ossetia Eduard Kokoity dismissed the government, created an emergency commission to eliminate the consequences of Georgian aggression and introduced a state of emergency throughout the entire republic from 21.00 Moscow time on August 17 to 21.00 Moscow time on September 17, 2008.

The head of South Ossetia signed the corresponding decrees last Sunday evening. According to the press service of Kokoity, for the duration of the state of emergency, all executive authorities of the republic are subordinated to the emergency commission, headed by Znaur Gassiev. Anatoly Barankevich was appointed his first deputy, head of law enforcement issues. Prime Minister of South Ossetia Yuri Morozov has been dismissed. The responsibilities of the Prime Minister are assigned to Boris Chochiev, who previously served as First Deputy Prime Minister, and was also Minister of Special Affairs and co-chairman of the South Ossetian part of the Joint Control Commission (JCC).

In accordance with the decree of the President of the Republic, members of the government must fulfill their duties until a new composition is formed. The press service of Kokoity noted that with the introduction of a state of emergency, a special regime for entry and exit from the republic is established, as well as a special procedure for movement, providing for verification of documents, and upon receipt of information about the presence of weapons in citizens - personal search of things, homes and vehicles . The protection of public order and facilities that support the livelihoods of the population is being strengthened.

A curfew has been introduced on the territory of Tskhinvali from 21.00 to 6.00. Reading out documents at a meeting with the government, Eduard Kokoity asked everyone to “consolidate for the sake of our common interests.” “Today we have to solve a lot of problems in order to eliminate the consequences of Georgian aggression. We need to do everything to restore our republic,” he emphasized. In a live broadcast on the Russian news channel Vesti, the President of South Ossetia noted that “the composition of the new government will not be formed very quickly, because we are currently recruiting personnel. The government must be very young, energetic and work effectively.” He explained that he wanted to create a “government without intrigue.” “I want to create a government that will work and fully satisfy the needs and requirements of the population of South Ossetia. An official should work for the people, and not use his position for his own personal benefit,” concluded Mr. Kokoity.
