| Vladimir Putin decided to put out fires personally Prime Minister Vladimir Putin yesterday, by his own example, confirmed a long-known truth: if you want to do something well, do it yourself. The head of government in the Ryazan region, as the co-pilot of a Be-200 amphibious aircraft, extinguished one of the forest fires. In addition, the prime minister is no longer satisfied with online broadcasts from the sites of construction of new housing for fire victims - Mr. Putin personally visited construction sites. The Chairman of the Cabinet of Ministers also held a meeting on the development of the GLONASS system: perhaps the meeting will give the Prime Minister the idea of organizing satellite monitoring of the construction of houses for fire victims.
As of yesterday, there were 14 wildfires in the Ryazan region, seven of which were not contained. In total, 290 pieces of equipment and 2,360 people, as well as several hundred volunteers, were involved in extinguishing the fires. The head of the federal government himself became another volunteer yesterday. Arriving at the Dyaghilevo military airfield near Ryazan, Mr. Putin joined the crew of one of the aircraft of the fire-fighting aviation group of the Ministry of Emergency Situations. The prime minister was accompanied by the head of the Ministry of Emergency Situations, Sergei Shoigu, and the regional governor, Oleg Kovalev. In the Be-200 amphibious aircraft, the head of government was first entrusted with monitoring the state of the Ryazan forests using a thermal imager. On approach to the Oka River, from which water is collected, the prime minister moved into the cockpit and took the place of the co-pilot. Having received instructions from the head of the aviation department of the Ministry of Emergency Situations, Honored Pilot of Russia Rafail Zakirov, the Prime Minister personally manipulated the intake of water - the plane, without stopping, took on 12 tons of water in 11 seconds, and within a few minutes, at the command of the first pilot, Mr. Putin discharged water to one of the outbreaks. Judging by the television picture (the prime minister was accompanied by a camera on board), the work of the co-pilot in the cockpit was accompanied by sounds characteristic of computer games. But they explained to the press that the target guidance system on the plane is similar to that on the Tu-160 strategic bombers, which, by the way, are well known to the prime minister - while still president, he flew on one of the famous “White Swans”.
During the flight, Vladimir Putin was also able to observe the actions of the second aircraft. In addition, in real time it was possible to detect a steppe fire dangerously close to two villages. The governor of the Ryazan region, directly from the plane, oriented his subordinates to the area and gave instructions to begin extinguishing the fire.
Having landed safely, the prime minister went to the village of Kriusha, which was seriously damaged by a forest fire at the end of July. Before the fire, there were 435 houses in the village; the fire destroyed 52 of them, as well as a post office, a school, two shops and dozens of other buildings. 126 people were left without housing, 38 families decided to build a new one at public expense. “If you restore housing, it will be restored to the same extent, but not less than required according to sanitary standards. If you refuse to build, then compensation will be paid based on the volume (of living space - Ed. ) that you had,” explained Vladimir Putin. In this case, monetary compensation will be paid based on the market value of one square meter of housing. “We won’t be able to restore everyone who had palaces a thousand meters long. They will receive the maximum compensation - 2 million rubles,” the prime minister said.
The head of government also took the side of one of the fire victims, to whom the local administration refused to issue compensation for an unregistered residential building: “I was told that there was no chance for me,” the man complained about the treachery of the local authorities. “Everything is bright for you,” the prime minister replied and advised the fire victim: “You must confirm that you lived there, contact your village council, because everyone there knows who lived where.”
The construction site in the village of Kriusha is currently being cleared and two web cameras have already been installed. And in the village of Polyana, the head of government visited a new apartment, which was promptly given to the Isaykin family of fire victims. “You have a balcony here, there’s a lot of light,” it seems that the new residents, without meaning to, indirectly confirmed the idea previously expressed by the prime minister that “everything shines for everyone.” The owner, Lyubov Isaykina, confirmed that the family was not deprived of square meters and invited the prime minister to visit them again.
Before the meeting on the development of the GLONASS system, the prime minister visited the situational navigation center of the Ryazan region and the central dispatch service for managing passenger traffic, created on the basis of the municipal unitary enterprise Ryazan Auto Column 1310. The head of government’s interest in the enterprise is due to the fact that since 2009, a passenger transport traffic control system based on GLONASS equipment has been introduced here. At the Center for Integration and Use of Space Information, Vladimir Putin was explained exactly how GLONASS devices help in such seemingly mundane activities as passenger transportation. For example, in the event of an accident, a device installed on a bus automatically turns on and transmits information to the center about the causes of the incident, as well as the exact coordinates of the accident site. After which the smart device switches to voice communication mode, allowing the driver to contact emergency services, and an ambulance, the Ministry of Emergency Situations, and the police immediately go to the scene. So, after a simulated collision, emergency vehicles arrived at the scene within two minutes.
In addition, the system allows you to post information about the arrival time of the next regular bus at public transport stops, monitor the operation of public utility vehicles, and also show the degree of congestion on city highways.
The Prime Minister, certainly impressed by the capabilities of GLONASS, ordered that it be more actively advertised: “Roscosmos and all other services must do everything so that this is known in the regions, so that people can use (GLONASS. - Ed. ), this information must be conveyed.” Yulia MIRONOVA | |
