The leadership of the Saratov State University claims that the university is attacked by journalists and deputies of the State Duma of the Russian Federation. Meanwhile, the rector continues to consider everything a secret related to the spending of hundreds of millions of rubles from the federal budget, and is preparing lawsuits in court for the newspaper Our version. At the same time, new details are clarified: some purchases of expensive equipment for industrial enterprises are carried out by the management of SSU, without the knowledge of its legal administration, and one of the small enterprises of the university owed the state more than 2 million rubles!
This week, a scandal associated with suspicious spending by the leadership of the SSU of budget hundreds of millions of rubles as part of the implementation of the National Research University program (NRU) was interested in one of the federal publications. While our colleagues in Moscow are preparing a detailed publication about the estate of the rector Leonid Kossovich, we will not “disclose names”, but will share the information received thanks to the capital's journalists.

So, representatives of the federal media appealed to our editorial office with a request to comment on the university’s position regarding the request of the State Duma deputy Anton Ishchenko in the name of the prosecutor general of the Russian Federation Yuri Chaika. Recall that the State Department from the LDPR became interested in numerous publications of our publication about the activities of the SSU rector, requested documents on this topic, studied them and sent a letter to the Russian Prosecutor General.
In a letter to Yuri Chaika, the deputy asks the supervisor of the country to conduct an audit at the Saratov State University: “The legality of the open auctions for the supply of various equipment for SSU is doubtful, since the winner most often turned out to be the same organization of Euro Support LLC (in the recent past, Euro Furniture LLC). This organization has nothing to do with the latest technologies, but in 2010, 2011, more than 430 million budget rubles were mastered. And one more important point: the state contracts of LLC Euro ES in 2010, 2011 concluded exclusively with the SSU ... Separately, it is necessary to pay attention to the costs of the SSU for the internships of employees as part of the SSU SSU program. All the relevant contests in the state order system during 2010-2011 were won by two companies: the Saratov Delta XXI and the Moscow Nomi Inter. Many millions of budget rubles have passed through these companies, the cost of internships is clearly overstated and is doubtful to the validity of such costs, ”said Mr. Ishchenko. Also in the request were mentioned metropolitan enterprises (for example, Rusmarko LLC, where the university management transferred expensive state equipment under a lease agreement), the story with the memorandum of the Scientific and Technology Center of the SSU (the same correspondence of the concept of the technopark of the Republic of Yakutia, for which several million rubles were paid to the company SR Systematic Rus) and so on. “In connection with the foregoing, I ask you to conduct an audit on the above facts and take appropriate measures to prevent illegal activities and hold guilty persons,” Anton Ishchenko said in the end.
To find out the position of the leadership of the SSU about this appeal of the State Department, representatives of the federal media requested a comment at the university itself. It is worth noting that the recipients of the State University did not carry nonsense about commercial secrets or personal data to the capital's journalists (as it was in the case of answers to our official information requests). But nothing concrete about the use of industrial equipment, about expensive internships and otherwise, was not said to the SSU. But it turned out that not everything is so smooth in the Kingdom of Kossovich. It turns out that there are two positions of the university leadership about what is happening. And these positions contradict each other!
So, the first opinion that was voiced by the leadership of the university can be designated as “official hysteria”. The recruited rector told the metropolitan correspondent that the State Duma from the State Duma from the Communist Party of the Communist Party and the LDPR has recently been “shown” to SSU recently. “In their requests, deputies refer to publications in the Saratov newspaper our version,” complained in the rector and added: “This newspaper, published with a private person, has a well -defined reputation in Saratov.”

As before, the rector relies on his membership in the entire famous party and the official position. It seems that Leonid Kossovich believes that the system is simply obliged to protect his affairs and divisions from journalists working in uncontrolled party and media power. Here you have the next hint: “at the means of a private person” (they say, guys, this is not the register of “EP” by the founder!) And “a very definite reputation” (they only do that the power criticizes, ata, immediately!).
Once again, I would like to upset Leonid Yuryevich and all those who consider their party party or accidental acquaintance with some high-ranking official by indulgence from reckoning for violations: this will not happen! What has been produced for a long time is already gradually happening. And you, gentlemen, will be responsible to both society and to the competent authorities for what you have bent. Moreover, if we take into account the current situation when the outgoing minister looms the figure “behind him”. And this minister is trying by all his might to give out for one well-known fellow countryman from the capital, who is not going to leave, but also become “behind” the unclean people in the hands of people will hardly become ...
"Mental attack"
The leadership of the SSU told the federal media that “under the sign of the fight against corruption” our publication “publishes information about the so -called violations committed by the university management, regarding the creation of small innovative enterprises, the purchase of laboratory equipment, the organization of internships”.
“The method of presenting the material selected by the newspaper is a kind of mental attack aimed at people who are not very reduced both in the university system in general and in the order of organizing and functioning of national research universities,” the SSU rector noted. “The university is accused of creating small enterprises and earning money, meanwhile, the ideology of national research universities itself is a planned creation of small enterprises, the financial return from which gives stability and financial stability to the university.”
Well, what can I say? Let these figures tell about their “stability” to visitors to the Zonal Scientific Library named after V.A. Artisevich, on the heads of which water flowed with a spring thaw from the ceiling. Or let them talk about “financial return” with those employees of their institutions, who believe that the technical equipment of the SSU is currently worse than equipping the schools of the region! This is despite the fact that, starting in 2010, more than 1 billion rubles have already spent on the purchase of a “laboratory and scientific” equipment of SSU! Where is this equipment? In the production areas of the capital and Saratov firms ...
We write about this "stability". We report on specific facts where a possible overestimation of the initial value of contracts for the purchase of technology worth tens of millions of rubles is visible. We are talking about suspicious firms, about the "scrolling" of budget funds through small enterprises of the university and so on. And at the SSU they answer:
“The university regularly takes scheduled inspections of spending budget funds. No violations have been identified here. It will be appropriate to report that at present Saratov State University is preparing materials for claims for the newspaper Our version.
By the way, it was this statement by the administration regarding the preparatory claims that was the reason for the appeal of the metropolitan journalists for commenting in our publication. Naturally, we considered it “appropriate to inform” that each word written in numerous publications of the newspaper about the activities of the leadership of the SSU was confirmed by relevant documents.
“The position of the newspaper is clearly reflected in our articles dedicated to public procurement in the SSU, and not in the traditions of our newspaper to publish any unfounded statements. All the journalistic investigations that we carry out are based on actual material and all this is confirmed by the documents that we have in stock, ”said Elena Alferova, editor -in -chief of the newspaper our version.
She also said that the newspaper’s editors have already sent publications on the activities of SSU to the Ministry of Education and Science of the Russian Federation, to the Government of the Russian Federation, to the Prosecutor General, and the RF IC demanding to conduct an audit on them and figure out what is happening at the State University in fact during the development of budgetary funds.
“At the moment, our publications are being conducted,” said Elena Igorevna. - If you need any documents from us, we will definitely provide them. If the leadership of the university will sue us, then we will meet in court and will be happy to submit these documents to the court of the general public. ”
"Big question"
But the most interesting thing is that representatives of the federal media managed to get another comment from the bowels of the university. The metropolitan journalist phoned the head of the legal department of the SSU Elena Sergun, who expressed her own opinion. After such a discovery, we can seriously talk about a certain “bifurcation” of the State University, which, it seems, the leadership of the university has long tried to carefully hide.
“What Ishchenko wrote is very short there, there are more emotions than indications of specific facts,” said Elena Sergun. - As for the publications in the newspaper our version, here are the facts that are mentioned there, in my opinion, take place. I say this not as a representative of the administration of the SSU, but as a lawyer. And let the auditing structures give an assessment to these facts. ”
Moreover, it turned out that Elena Leandrovna warned the university’s leadership about the inadmissibility of the redistribution of budget funds to equip the premises of commercial enterprises long before the relevant documents were at the disposal of our publication (including, including from open sources).
“I give my assessment to these facts in many ways similar to the assessment that the newspaper journalists give. Moreover, I am in my official notes and analytical notes, as well as directly during personal contacts with the rector of Kossovich, and with the vice -rector on the general issues of SSU Zakharova expressed an almost similar position, ”she said.

“The Directorate of NIU programs itself prepares technical specifications, especially everything related to metallurgy. Now they hung internships, completely bypassing us. We did not read this, did not see and saw only on the public procurement website, like the whole country ... The situation is completely strange when documents were practically closed from lawyers, ”said the head of the legal department. - Moreover, in the auction documentation there should be my visas, there are no these visas. Who prepares documents, how to prepare documents, how they are coming out, why at a meeting of the commission a member of the commission - an employee of the legal department is not invited, why do they not look at the documents? This is a big question. ”
Apparently, to make a similar statement in the open press Elena Sergun forced the case that had recently occurred during the online interview of the rector of the SSU Leonid Kossovich. Recall that in the middle of last month, Leonid Yuryevich answered chosen questions, among which, apparently, the majority was prepared by the rector himself. Another anonymous question sounded like this:
“Is it true that the head of the legal department is Sergun E.L. In connection with her disagreement with the policy of the rector in terms of public procurement of equipment according to the NRU, it was actually removed from work, and the public procurement according to the commission headed by T.P. Kazina currently passes by the legal administration? Is the reorganization of management and dismissal Sergun EL? ”Is it planned in this regard?”
In addition to the fact that this question was left on the SSU website without a signature, it seems that it was invented specifically for an already prepared answer also because it was written not by the philistine, but a dry, bureaucratic syllable inherent in some figures from the university rector. And then what Kossovich answered then:
“A strange question! It is not clear why on earth and on what basis the author of this question makes a fairly arbitrary and, I repeat, a strange conclusion about the disagreement of E.L. Sergun with the policy of the rector. Where did you get it from? University legal administration continues to work as usual. Responsibility neither with E.L. Sergun, not from its employees for the legal support of the university’s activities, of course, did not remove. As before, one of the university’s full -time lawyers is included in the public procurement commission. ”
Apparently, for the sake of the last two lines in the answer, all this performance was started. The Rector of the SSU directly stated who will be responsible for violations during the development of budget hundreds of millions of rubles under the NIU program, if any, of course, will be identified by inspections of the competent authorities. It seems that a person who was almost officially (and in advance) “hung” the responsibility for what he did not participate in has become uncomfortable after such statements. Especially given that with all her activities, judging by the commentary of the federal media, Elena Sergun initially tried to prevent the renewal of budgetary millions on the equipment of commercial enterprises with industrial equipment.
Having learned about this position of one of the representatives of the State University, our publication asked Elena Leandrovna to provide official and analytical notes, the existence of which she stated. It turned out that these documents really exist. For example, one of the papers was transferred to the university leadership in December 2011 and concerned issues related to the activities of the capital's LLC Rusmarko ...
Their debts are difficult
“Dear Leonid Yuryevich! In connection with the problems that arose as a result of the activities of Rusmarko LLC, I bring the following to your attention. FSBEI HPE SSU has a share in the authorized capital of Rusmarko LLC in the amount of 34%. The company was registered in November 2010. During the period of its activity, it did not have profit. The economic efficiency and validity of the participation of SSU in this society today is not confirmed by anything. There is no evidence of the economic efficiency of the activity of this company at the end of 2011, since according to the data today the company has significant accounts payable both to the tax authorities (about 3.5 million) and to the SSU as the lessor (according to the debt repayment schedule, submitted by Rusmarko LLC and already violated on 11/17/2011, will be more than 12 million). The presence or absence of the debt of Rusmarko LLC to other creditors has not yet been documented. Given the lack of own assets, the minimum size of the authorized capital, Rusmarko LLC today can be declared bankrupt. At the same time, only under Rusmarko LLC, equipment was carried out in the amount of 230 million rubles in 2010 as part of the funds allocated under the NIU program, ”the document says signed by Elena Sergun from December 2011.
The attention of the Rector of the SSU was also the fact that “the real counterparties of Rusmarko LLC did not have been established for economic activity, however, there is a danger of transactions with persons affiliated by the company through D.V. Perminov ”(Dmitry Perminov - Moscow entrepreneur, head of several pharmaceutical companies in Moscow and, part -time, documents of the State University - approx. Author).
“To exclude this circumstance, an official revision of the financial and economic activities of Rusmarko LLC from the FSBEI of VPO RUSSI as the founder is necessary. The results of the audit should be documented in order to exclude the accusation of the SSU by the regulatory authorities in inaction, causing damage to the federal budget, inefficient use of equipment and lost benefits. An additional “zone of risk” is a systematic direction on a business trip at the expense of the funds of the SSU D.V. Perminov, who is registered with 0.5 regular units in the Department of International Cooperation. Кроме того, что невозможно будет обосновать законность выплаты федеральных денежных средств в виде зарплаты лицу, которое физически не находится в Саратове, также невозможно будет обосновать законность затрат СГУ на командирование Д.В. Перминова по направлениям деятельности ООО «Русмарко» за счет средств СГУ. С момента создания ООО «Русмарко» Д.В. Перминов должен осуществлять поездки в командировки за счет средств данного общества», - сообщала Елена Сергун ректорату и предлагала план действий по устранению всех выявленных правовым управлением нестыковок. Однако, как стало очевидно позже (см. наши публикации и документы, выложенные на официальных страницах государственных органов власти), к советам юристов руководство СГУ не прислушалось.
Кстати, по информации, имеющейся в распоряжении руководства регионального отделения Росимущества, ситуация с долгами ООО «Русмарко» перед вузом не изменилась и по сей день, скорее даже усугубилась. Не выплачивая своевременно арендную плату СГУ, руководство московской фирмы влезает в долги не только перед вузовскими деятелями, но и перед государством, поскольку с каждым днем растет сумма неустойки, которую ООО обязано перечислить в бюджет РФ за просрочку платежей по аренде оборудования.
На сегодняшний день размер этой самой неустойки уже превышает 2 миллиона рублей! Согласитесь, что все эти долги «инновационного» предприятия СГУ перед самим вузом и бюджетом страны как-то совсем не вяжутся с пламенными речами директора по развитию московской компании Дмитрия Перминова, который рассказывает о своих предпринимательских успехах таким престижным изданиям, как «Форбс»...
