Specialists from the Ministry of Agriculture predict the growth of agricultural production in Russia in 2003 at the level of 3%, in 2004 - 4%. By 2010, annual growth may reach 5-7%. In accordance with the order of the Minister of Defense, the disbandment of three military universities began - the Perm Military Institute of Missile Forces, a branch of the Military Artillery University (Saratov) and a branch of the Military University of Radiation, Chemical and Biological Defense (Tambov). Universities are being disbanded in connection with the relevant government decree in order to carry out a comprehensive optimization of the network of military educational institutions in Russia, to eliminate the excessive number of small universities that do not provide the necessary quality of military personnel training. The liquidation of these universities of the Ministry of Defense will be completed before January 1, 2004. This summer, the last graduation of artillery officers in Saratov, missilemen in Perm and chemical specialists in Tambov took place. The government of the Saratov region and the administration of Sevastopol entered into an agreement on cooperation in the trade, economic, scientific, technical and cultural fields. The agreement is aimed at the development of knowledge-intensive and advanced technologies, the modernization of processing industries, the development of ties in the field of agriculture, transport, trade, education, health, culture, art, sports and tourism. A cooperation protocol was also signed, providing for the supply of products from Saratov region enterprises to Sevastopol, in particular petroleum products, UHF therapy devices, architectural and tinted glass, triplex construction, refrigeration equipment, as well as trolleybuses of various modifications. It is planned that Sevastopol will supply wine materials to wineries in the Saratov region and assist in the development of landscape and gardening.
In Chechnya, by decree of the head of the republic, Akhmat Kadyrov, a presidential council was formed. It included Akhmat Kadyrov, Prime Minister Anatoly Popov, Chairman of the State Council Khusein Isaev, as well as the mayor of Grozny, the Minister of Internal Affairs, and heads of individual regional administrations. The Presidential Council is an advisory body that develops recommendations for the president on current issues of socio-economic and cultural development of the republic, ensuring the necessary coordination of the activities of the president, the government, as well as the administrations of districts and cities of Chechnya.
