| In St. Petersburg, for the first time, they began to sell land into private ownership to citizens
For the first time, the St. Petersburg Property Fund began auctioning off land plots in the northern capital as property for individual housing construction. Until now, the city has not worked with individuals, and land for development has been provided only for rent.
We are talking about vacant plots of the dacha type, located in areas built up with gardening or other settlements. Accordingly, they have no problems with connecting to utilities. Until now, the issue of circulation of such lands was dealt with by district administrations, but the scheme was imperfect and opaque. And there were no equal conditions for potential buyers. Most often, such land was sold to persons “close to the emperor” (the official in charge of land circulation) at nominal value.
Therefore, back in October last year, the government of St. Petersburg adopted a resolution in which these powers are transferred to the Northern Capital Property Fund. Work on the implementation of this regulatory act took more than a year. And finally the day of the auction arrived.
Seven plots were put up for sale. Four are in the Petrodvortsovo district, three are in Krasnoselsky. Their area varies from 670 to 1100 square meters. meters. The starting price of plots is 500--600 thousand rubles. for the Krasnoselsky district and about a million for the Petrodvortsovo district. Several dozen people submitted applications to participate in the auction - the service is in demand. After all, it was almost impossible to buy land in the regions, and the secondary market was fraught with surprises. Having already rebuilt, the owner could receive a lawsuit, according to which it turned out that some stage of the sale was carried out with violations and the “real” owner was demanding his property back. There are hundreds of such processes in St. Petersburg. And few people manage to defend their rights; most often the plaintiffs win, since any such litigation is planned by the plaintiffs in advance - this is a business that brings in a good income. At the auction, it is possible to buy land without history, which promises the owner peace of mind.
In addition, as a Vremya Novostey correspondent was told by the St. Petersburg Property Fund, citizens themselves can find an empty plot of land and offer the city to buy it. But even in this case, trade will take place through an auction - another procedure is prohibited by the Land Code of the Russian Federation.
True, the territories of not all districts are subject to sale, but only Vyborg, Kolpinsky, Krasnogvardeysky, Krasnoselsky, Kurortny, Petrodvortsovoy, Primorsky and Pushkinsky. That is, those where there are areas with low-rise buildings.
As Andrei Stepanenko, director of the Property Fund, told a Vremya Novostey correspondent, the first auction of land plots for citizens is the launch of a new and potentially very successful project. There was excitement at the auction, because the cost of the land was comparable to the cost of a typical one-room apartment. About 15 applications were submitted for each plot in the Petrodvortsovo district, and from 20 to 26 applications for plots in Krasnoselsky. The buyers were mainly residents of the same areas, and local administrations were actively involved in informing them about the sale of plots. During trading in increments of 20 thousand rubles. prices for plots doubled, tripled and even quadrupled. Thus, lots in the Petrodvortsovo district sold in amounts ranging from 1.6 million to 1.9 million rubles. at an initial cost of 900 thousand rubles. And the lots in the Krasnoselsky district sold in amounts ranging from a million to 2.25 million rubles. at an initial cost of 600 thousand rubles. All buyers, and these are mainly entrepreneurs living in the mentioned areas, intend to build country houses on their plots.
