The court reduced the sentence of the former head of Avtodor to nine years in the case of the construction of a ring road in the Moscow region

The Moscow City Court reduced the sentence of the former head of the board of Avtodor, Sergei Kelbakh, from 12 to nine years in the case of abuse of power during the construction of the Central Ring Road (TsKAD) in the Moscow region. This was reported by the press service of the courts of general jurisdiction of Moscow.

In June 2024, Kelbach was sentenced to 12 years in a general regime colony with a ban on holding positions in government for a period of three years. The court also recovered almost two billion rubles from him in a lawsuit filed by the Russian Ministry of Transport for compensation for material damage. Kelbach was found guilty of three counts of abuse of power (Part 3 of Article 285 of the Criminal Code). According to the investigation, in 2015-2017, the head of Avtodor illegally paid commissions and advances amounting to more than two billion rubles to three contractors involved in the construction of the Central Ring Road.

• Sergey Kelbakh has served as Chairman of the Board of Avtodor since December 2011. He resigned in February 2019, after the Accounts Chamber and the Prosecutor General's Office conducted an audit of contracts for the construction of the Central Ring Road on behalf of Russian President Vladimir Putin. After Avtodor, Kelbakh was appointed advisor to the general director of Russian Railways on investment issues. In 2021, he was detained in a case of abuse of power, after which he was under house arrest.
• The Central Ring Road was Avtodor's largest and most expensive project. This is a ring road around Moscow and the Moscow region, its length is more than 500 kilometers, and the cost of construction in 2015 was estimated at approximately 300 billion rubles. Part of the funding was to come from the National Welfare Fund (NWF). In 2015, Kelbach was reprimanded for Avtodor’s failure to comply with the instructions of the Federal Antimonopoly Service (FAS) regarding the Central Ring Road. The Accounts Chamber also had complaints about the construction and expenditure of funds from the National Welfare Fund.
