The Russian State Duma today, January 28, considered amendments to the bill "On the Police". The document will be adopted in the second reading (voting at 17:00 in Moscow). Today, the third, final, reading may take place today. This idea was expressed by the first vice speaker of the State Duma from the United Russia faction Oleg Morozov.

If today the law “On the Police” will be accepted, the police will change into a new form on March 1, 2011.

If the document is accepted in the second reading, then the parliament will be able to approve the bill in the third, final, reading. This idea was expressed by the first vice speaker from the United Russia faction Oleg Morozov. Meanwhile, this morning activists of the “Left Front” with the slogan “We do not need policemen!” Reached the State Duma building. A few minutes after the start of the picket, they were detained by the same police who have to become “policemen”.
According to the bill (about 600 amendments were received by the second reading), police are not entitled to apply special equipment, including clubs, against participants in peaceful demonstrations (including unauthorized ones). But the police will be able to use batons, and what is more and more heavier, to suppress the riots that violate the movement of transport, the work of communication or the activities of organizations.
Limiting the “rights and freedoms” of a citizen, the police officer is obliged to explain to him the reason and read out, like a real cinema, right. Among which, of course, is one phone call within three hours after the detention.
Finally, despite the protests of human rights organizations, future police officers, like the current police, have the right to penetrate the residential premises without the sanction of the court and the consent of the owner.
The Communist Party faction during the discussion nevertheless insisted to preserve the “main” - the name “police”. The Member of the Communist Party faction Vladimir Ulas tried to appeal to the conscience of colleagues, the deputies, assuring that, according to the study, more than 95 percent of Russians are against New Profit. The Ulas noted that “in our country a policeman, a policeman is a synonym for the words“ traitor ”,“ punisher ”,“ traitor to the homeland ”, and this renaming will cause huge moral damage, will undermine trust in the Ministry of the Interior, respect for its employees.” The Communist Party of the Communist Party was rejected.
Activists of the “Left Front” made similar requirements, entering single pickets in front of the State Duma building. However, their requests were not heard. The front activists, including the coordinator of the movement of Sergei Udaltsov, were detained by law enforcement officers (according to the testimony, police officers). According to the press service of the “Left Front”, in the morning all approaches to the State Duma were blocked. Activists went to the building on the corner of the Okhotnoy Row and the Big Dmitrovka. Getting up at a considerable distance from each other, participants in single pickets launched the posters “We do not need policemen!”, “Russia without the police!”. Another activist distributed leaflets to passers -by. A few minutes later, the protesters were detained and sent to the Tver police department. According to the associates of Udaltsov, the detainees draw up protocols on an administrative offense.
If today the bill “On the Police” will be accepted, Russian police will be equipped with police uniforms from March 1, 2011.
