Kirov became the third city, which joined the “ cultural alliance ”, which was formed a year ago by St. Petersburg and Perm. On June 7, at the White Nights festival, Perm Culture Minister Nikolai Novichkov and the Kirov delegation entered into an agreement on cultural cooperation for the next two years. Within a month, seven more cities will sign a similar document - Yekaterinburg , Kazan , Samara , Togliatti , Ulyanovsk , Ufa . And already today - Tver .

The agreement of the agreement consists of fourteen articles. The parties (now there are three - Perm, Petersburg, Kirov) undertake to maintain various ties in the field of culture with each other. For example, annually conduct joint cultural actions, exchange experience in the field of art education, and assist in the tour. The document is valid for two years and then automatically prolongs for each next year, unless, of course, the alliance participants have a desire to terminate the contract.

In the meantime, this is not about. Everyone is inspired and full of optimism. The Cultural Alliance will help us stimulate the tourist flow and cultural exchange, ”says Pavel Syrtsev, head of the Department of International and Regional Relations under the Government of the Kirov Region. “We solve the political problem - we“ sew ”Russia,” the Minister of Culture and Youth Policy of the Perm Territory Nikolai Novichkov echoes him and immediately quotes Lev Gumilyov that only culture will unite the country. Marat Gelman also considers the project “Cultural Alliance” to change the world. He recalls that since Peter's times, regions have served as suppliers of products in the capital. The attitude to the regions has always been “give”, “give”. But there was no reverse flow. Today, the task of decentralization of the country is the main thing, Gelman believes. Otherwise, the migration moods of the population will become a reality, and "we can lose Russia." “With the help of the“ Cultural Alliance ”project, we begin to rebuild the country again,” this is how its creator formulates the idea of ​​the project.

For the first time, the Cultural Alliance project showed its capabilities in the fall of 2010: Perm sent a large and multi -row landing to St. Petersburg. The event (because not the event) was successful and was discussed in the cultural capital as the main seasonal. Now, at the festival "White Nights in Perm", the project has turned around in all its glory. Ten regions sent their cultural delegations to Perm. For example, Kirov, about whom we were talking about three exhibitions of contemporary art, two performances (dramatic and choreographic) and one concert.

“This does not mean that before signing an agreement between our regions there was no cooperation in terms of culture,” says Svetlana Tetenkin, Deputy Head of the Department of Culture of the Kirov Region. - There is an agreement at the level of the governments of our regions, so we have reported annually what has been made within this agreement. But if earlier the whole process took place spontaneously, at the level of institutions, now, thanks to the just signed agreement, a certain strategic vector of cultural development appears. We will understand where to go.

One question: how in the light of what is happening the Perm Territory will maintain its competitive advantage, what culture was chosen? After all, today the regions are forced to compete with each other for the population. Will this lead to the replication of uniqueness and its further loss?

“It's simple,” Nikolai Novichkov quotes the finished answer. - People of art come to Perm and saturate our cultural life, thereby strengthening the competitive advantages of the Perm Territory. We proceed from the fact that we have the best cultural institutions and the best product. And their arrival in any other region advertises the Perm Territory in the territory of this region, which also gives it competitive advantages.

Today, June 8, the Minister of Culture of the Perm Territory Nikolai Novichkov signed the second agreement on the “cultural alliance” - with representatives of Tver.
