"Salt" established a discussion club . Journalists of the publication, their friends and, hoping, enemies, will take part in a series of disputes. As well as other interesting people. Each discussion takes place within the walls of the editorial office , against the background of the famous fiber carpet “salt”, the self -fed “red men” , in an extremely laid -back atmosphere.
The first meeting took place the other day: the legends of local journalism Ivan Kozlov and Dmitry Oslov (also known as Merkushev ) clashed in the arena. Journalists discussed the Perm Cultural Project: Kozlov sincerely defended him, and Oslov is insincere Hayal. Viewers came to look at the dispute of two friends who brought seeds, beer and the skin of a bear.

Ivan Kolpakov : Hello, dear friends! We begin our first talk show, which is called “donkeys against Kozlov”-or “goats against Oslov”. The theme of today's discussion is “Perm project” or “Cultural Revolution in Perm”.
Journalist Kozlov is loyal to the Perm Project, and journalist Oslov from the camp of skeptics. It’s easier for me to talk about this after the rally [against the “Perm project”], which recently happened and which many of us saw. Because the terrifying action that took place there (we could see the opponents of the project), his meaning came down to the fact that people did not like something. People don’t like, sorry, this is already perfect banality, these damn “ red men ” [art groups pprofessors ], a bitten apple [Zhanna Kadyrova], etc. I do not want to talk about it now, because this reference system, like or not like, initially completely rotten. There is nothing to oppose this.
I am interested in some other things that make sense to remember. I will not talk about how things really are. You can hear the same opponents who say that the “Perm project” is a big blow to the budget. Allegedly, all this is done with the money of taxpayers, and the money is distributed incorrectly. Although I do not have an economic education, I think that people with an economic education can support me: a budget is not a simple and primitive structure as they try to present it to us. It is still more difficult. This approach, that with this money it was possible to build so many useful things, it is allowed, perhaps, for some deputy [of the Legislative Assembly of the Perm Territory of Konstantin] Okunev, who is clear what he is doing, it is beneficial for him to simplify everything. In fact, with this money, everything could have happened to the budgets - from the fact that they could stupidly steal - and ending with the fact that they could be tritely blown! You need to be silent about the budget, or to know this issue by 100 percent (to speak reasonably so that no one can argue with you). Otherwise, it turns out to be a shameful of some kind of populism.

Ivan Kolpakov: I think it's time to parry!
Journalist Oslov: First of all, I want to say that my opponent, speaking of the Perm cultural project, has never said about its significance. He immediately began to talk about budget money, that it is not necessary to talk about them, because they would disappear, etc. In his speech, nothing actually was said about the cultural project.
I will explain why it happened. Because most Permians really know nothing about these cultural projects. They know that somewhere there is some kind of festival, blocked roads, built a tent, which then ruined and made a scene from it, so that on Friday gopniks came, who live next to the esplanade and drank beer to the music. In this sense, my opponent’s speech is very indicative: Permians do not know anything about the project itself. Despite the fact that on the radio, on television, in newspapers, even in Internet newspapers, they write a lot about this a lot. Even educated people, for example, is my mother, my friends, at any event of this too long festival ["White Nights in Perm"] did not visit. Why? Because it is not interesting! And it would be interesting. When [would be] “Permish”, “Permanism”, “Permity” - it would advance in a completely different way!
In this sense, it is interesting how the culture committees work in the district administration. They work more interesting and better. They arrange the anniversaries of some dance team, they are trying to support small children whom parents bring to this “broken” recreation center in the area-so that the child is engaged there. In general, children do not care about contemporary art, on “red men”, and since budgetary funds are spent on dubious things, children's amateur groups are closed, and these children have no choice but to shut up on the “crocodile”.
But this is the culture that we are talking about. To please a handful of people who call themselves intellectuals, and think that they understand something in modern art-well, for this you can promote completely different things. For example, give intellectuals copies of “red men”, which can be put at home, photographed on a webcam and lay out “VKontakte”. There is little consumer of such a culture in Perm.
Journalist Kozlov: I want to clarify. You started by the fact that Permians do not know about such projects, but ended that they are not interested in it! These are completely different things!
Journalist Oslov: No! If they were interesting, they would go, they would like it!
Journalist Kozlov: This is not a fact. This is not a problem of even a cultural project - a media environment. You said: there is on the radio, there is on television, everything is happening on the central square, a bunch of advertising. Crowds go to the people! They are! Why are you saying that?
Journalist Oslov: 400 thousand people visited the festival, but this is completely not about that. And about the general mood of the townspeople who do not care about contemporary art.

Ivan Kolpakov: I propose to support the discussion so that it does not close at reporters Oslov and Kozlov. Ask questions from the hall. I myself have a question for Ivan Kozlov: the White Nights festival, which is part of the Perm Cultural Project, cost about 130 millions of rubles. As one of the participants in the rally of the Perm intelligentsia against the new cultural policy noted, this is not my words, I emphasize - while such money is pinched at the monthly festival, after which there are not so much left in Perm, the libraries are closed in the Perm Territory this year. How fair is it to put the regional libraries and the festival on the bowls of the scales, given that both are financed from one source? And what about cultural projects that, by definition, cannot attract a large number of people, and cannot have a large resonance in Russia and abroad?
Journalist Kozlov: As for Libra, I already said that this is a simplification. There are two facts: on the one hand, the wild loot is in a “white nights”, on the other hand, libraries are closed, all this is a cultural budget. Of course, it would be seductive to say that there are not enough for the libraries, because they took away from the libraries and taken to the festival. Still, it is impossible to draw conclusions so indiscriminately, because it is necessary to figure out why libraries are closed. But, in fact, there are a lot of reasons: some libraries are not in demand, they are not needed-both they were closed, or something else happened. I do not have such data, but no one has such data to represent the fact of closing the library as the guilt of the festival, which is swollen.

Ivan Kolpakov: We want competition in the field of culture, we want to have successful cultural projects, says the local Ministry of Culture. But there are a fairly large number of objects that should be supported by the Ministry of Culture, regardless of their success - for example, district libraries. It seems to give them free rein - they would have closed everything at all. But the district library is often the only focus of culture for a rather large territory.
Journalist Kozlov: In order not to speak, again, shitty, I would advise the Ministry of Culture to carry out some large-scale work to understand which libraries are needed and which are not, and why. And what can be done about it. The hearth is the hearth, this is a beautiful word, but maybe no one goes to a specific library, does not engage in, and will not be engaged in the next ten years, so there books rot and are covered with mold.
This is a separate very big conversation what to do with rural libraries. It may really make such a project - to collect all the books in a heap, and in return to distribute readers so that people read at least like that. There was such a utopian idea. Providing the villagers with readers is, at first glance, it sounds as utopian as to provide Permians with contemporary art. One row of things, that's all.

Journalist Oslov: Honestly, I do not quite understand why all this is being done, because there are no obvious goals here. The goal is: due to cultural projects, to attract tourists, investments, etc. to the city.

Journalist Oslov: If such a task is worth it, then we can say that the project has failed. At the last concerts, people stood with fists due to fatigue. If, for example, in 2010 it was said that the format of the City Day changed: it became fewer drunk, etc. A year later, we returned to the same situation.

Journalist Oslov: No! Make them more local, more club! I have such a belief that Permians do not need this, they turn into cattle.
From the audience: Is this only in Perm such a feature?
Journalist Oslov: I believe that this happens only in Perm. In other larger cities - a slightly different situation ( Yekaterinburg , Moscow , Peter ), I mean mass festivities and holidays. In Moscow, there are not very many such large, citywide holidays, because mass festivities are concentrated on different squares. Perm can adopt such experience! Everything is dumped with us on this unfortunate esplanade.

Journalist Oslov: So that the shit, who, of the great aesthetes, is trying to feed us, no one else gets.
Ask anyone, you don’t need this contemporary art. It does not reflect anything. Take the works of our Perm branch of the Union of Artists. Imagine that a person leaves for the vast expanses in the Cherdynsky district or bard. After all, no contemporary artist can feel this nature - what a simple provincial artist is striking. Let his canvases never be purchased by collectors, they will never hang in the Tretyakov Gallery, but the person worked, he felt.
There are talented guys who draw a cam-mother, our nurse. Modern artists who are exhibited at the Museum of Contemporary Art - what are they capable of? They are only able to write the phrase "happiness is not far off." They will not be able to portray Kama like that as a person who has lived here all his life will do.

Journalist Kozlov: But tell me, if the [Perm State Art] Gallery , for example, will break from Perm paintings with Kama Mother, the townspeople will run to watch? Like, “we have never seen the Kama, so we’ll see at least in the paintings”, so what?
Journalist Oslov: I think yes! Because there have never been an exhibition of Perm artists in the museums!
