In Perm, despite all the efforts of disagreements, the direct elections of the mayor were canceled. Neither the pickets nor the action with the installation of a shameful pillar dedicated to the enemies of democracy helped - on June 29, the Perm Duma voted to amend the charter of the city. Oppositionists, meanwhile, do not despair and plan to challenge the decision of the deputies in court.

Only three deputies divided the position of activists.

In the morning, pickets took place near the Perm City Hall building. Representatives of the “Young Guard” advocated the adoption of amendments - with the slogan “For the modernization of the Perm government”. Their action was agreed with the authorities, so near the young Guards-Chin-Chin-there were policemen. “There are more police than the“ Young Guard ”, which is not surprising,” the press secretary of the “Union of Protection of Permyaks” Yuri Bobrov, press secretary of the “Salt” correspondent, noted in a conversation. He stood in a single picket and distributed leaflets to passers -by calling to maintain direct elections.
There were many people like bobrov. All right there, not far from the city hall, activists of the coalition “for direct Perm elections” “went on strike” with might and main. They, unlike the representatives of the “Young Guard”, were not able to get “good” to hold the action, so the opposition were forced to break into several single pickets. “There was an attempt to prevent the coalition pickets. They explained to the fact that the places near the city hall were already occupied by the Young Guards, ”said Yuri Bobrov.
Also, local communists protested at the city administration - four of them were detained .
In the meantime, in the meantime, they were preparing for the adoption of amendments to the charter - all the people's deputies without exception came to the meeting. The deputies made the decision quickly - exactly in nine minutes. Of the 37 people gathered, 31 people voted in Perm, three people opposed, three opposed the same number. The deputies Galina Slautin, Sergey Titov and Vadim Smilgevich did not accept the amendments. Yuri Kolchanov, Igor Yakovlev and Vladimir Logunov abstained.
According to Galina Slautina, the charter of the city cannot be “adapted” to specific people. “In the fundamental documents on which the city lives, there should be stability. You cannot change the charter of the city every year, ”the deputy said. Although he admits that the mayor’s direct election system is also not perfect and requires debugging.
Assessing the chances of the current mayor of Perm Igor Shubin to stay for a second term, Slautin noted that he could continue to work in this post. “With the abolition of direct elections to say who will become the next mayor, even more difficult. Shubin has a chance, but in a percentage I am at a loss, ”she added.

The coalition "For direct Perm elections" intends to achieve the abolition of the decision of deputies of the City Duma. One of the options is the appeal to the court.

In the Perm Territory, they have already tried to introduce the election system of the head of the city among deputies. In the city of Dobryanka, which is located 45 kilometers from Perm, for five years they chose the head of the district from among the parliamentarians. But in May 2010, they decided to refuse such a practice. The deputy of the Perm City Duma Maxim Tebelev, who voted for the abolition of direct elections, believes that in Perm, it is likely that the situation will develop according to the “Dobryansky” scenario. “If the system turns out to be imperfect, the popular election of the mayor will be returned,” he says. In his opinion, the most likely candidate for the post of head of the city remains first elected Perm in 2006 Igor Shubin.
Meanwhile, the coalition “for direct Perm elections” intends to achieve the abolition of the decision of deputies of the City Duma. “Even before the decision of the deputies, we discussed further steps. One of the options is the appeal to the court. We also thought that it was necessary to hold a referendum on this issue, ”one of the participants in the movement, coordinator of the Perm branch of the Voice Association Vitaly Kovin, told the Salt correspondent.
In the near future, supporters of direct elections of the mayor plan to organize an information campaign. “In all the constituency of the deputies who voted for the abolition of direct elections, we will tell the residents about their act today,” Kovin explained, making a reservation that this was by no means “information war”.
