In the case of the recent murder of Mayor Sergiev, Posad Evgeny Dushko, neither performers nor customers were found. The investigation, it seems, does not intend to rush. But with renewed vigor, the main thing of the mayor - the redistribution of the local housing and communal services, which the Dushko intended to completely subordinate to his control. So, a week after the murder of a Dushko under an economic article-for assigning money allocated for the repair of a residential building-the largest private communal services of the district, the owners of Posad-Energo, Sergei Salmin and Arthur Egiazaryan, were “closed” in the pre-trial detention center. During his lifetime, Dushko entered into an acute public conflict with them, but he could not overcome. Now they are under arrest, there is no soul. And the new management company “Posad-Energo” appeared in the city. Through "E".

Criminal articles have nowhere to “crush” the mayors. The gigantic number of municipal officials under investigation spoils the image of an effective vertical of power. They say that the authorities are looking for new methods of influence on mayors. But the methods have not yet been found. The head of the Serpukhov district of the Moscow Region, Alexander Shestun, who himself under the investigation, believes that the “decisions of the 90s” will again enter into fashion.

The murder of Evgeny Dushko seems to be marked by this trend. The beginning was laid earlier-in only one Sergiev Posad district over the past two years, three major officials have killed.

The leadership of the Moscow region, weakened by economically (a debt of 144 billion rubles) and politically (Governor Gromov is being resigned immediately upon completion of the elected campaigns of 2011-2012), is no longer able to hold the situation on the ground. However, inside the motley regional elite, the struggle for control over the resources of the region only exacerbates. And the main “strategic” resources of the Moscow Region are land and housing and communal services. And one of the largest “deposits” not yet divided-and there is a Sergiev Posad district.

So regional officials often called the Sergiev Posad district among themselves. From the beginning of the zero, the region is seeking control over this considerable part of the Moscow Region, trying to “sit” their people in the leadership of the municipality. But everything is somehow unsuccessfully. In 2003, the local business elite puts forward to the heads of Anatoly Vopyrev (“Sausage King”), who with a huge advantage wins the election of the “regional candidate” by Vasily Goncharov. Enraged regional tops achieve cancellation through the court of voting results. But on the re -election of 2004, Vopyrev defeats again. And again the court cancels the results. It is possible to become the head of the district, Vopyrev only on the third attempt. And the region, as the locals understood, decided to take great. Indeed, investments and subsidies begin to bypass this near Moscow. Vopyrev quickly loses popularity and closest associates and ingloriously leaves in 2009. The resistance is broken. However, the Center for Power by that time was moving* from the district municipality to the city. And the main struggle unfolds already for the place of the head of Sergiev Posad.

Former ally and PR advanced Vopyrev Evgeny Anatolyevich Dushko leads the election campaign of Nikolai Maslov, a candidate proposed by the leadership of the region (former deputy chairman of the State Budgetary Institution). The bet is made on the "Orthodox temper" of Nikolai Vasilievich. The young and, as many admit, the very talented political strategist Dushko provides an “Orthodox candidate” with a convincing victory in the “spiritual capital” of Russia. In parallel, Evgeny Dushko leads the election campaign of the local “United Russia” to the City Council, holds 22 candidates there (in total in the City Council, 25 seats) and is elected by the chairman. And already a year later, the faithful Dushko deputies with a noise remove Maslov from his post. The media chairman then published the careless confessions of Nikolai Vasilievich about his “spiritual connection with Sergius of Radonezh”, the presence of an apartment in the center of Moscow and the Maibakh car. And Dushko himself even stated that Maslov went on a business trip to Italy - to touch the relics of Nikolai Wonderworker. According to rumors, the resignation of Maslov through his channels was also achieved by the influential ministers of the laurel, outraged by the immodest statements of the mayor ...

Maslov’s drain, the soul through a manual city council fluits the reform of the city charter. From now on, the mayor is not chosen by residents, but by deputies, the position of the city manager appears. In fact, the changes should have entered into force after the expiration of the term of office of the City Council (or its early dissolution) and new elections. But the City Council has not gone anywhere, moreover, the same composition elected Eugene Dushko by the mayor of the city. According to observers, the regional bosses reacted to the “local fuss” without interest, but Igor Ermokhin sent on top of the City Manager. However, the City Council chose Yuri Kalmykov, a close comrade Dushko. And Evgeny Anatolyevich himself, the locals note, stopped all contacts with the environment of the governor.

With whom he fought

For five months in the position of mayor, Evgeny Dushko ruined relations with many. Including with a business that supported him in the fight against Maslov.

Complaints of the Dushko began already in the first days. They said that the new mayor demanded from businessmen - in the form of donations for the development of the city - 300 thousand rubles each. And with the entrepreneurs, he solved the issues on an individual basis. For example, from the structures of the authoritative businessman Viktor Krulikovsky, an authoritative in the suburbs, demanded half of one of the shopping centers in the treasury **. Quietly murmured on the mayor and in the district municipality. Allegedly, Dushko did not allow to build on the ground, the distribution of which was independently engaged in the district, and demanded his share.

As a result, already in the third month of the reign of Dushko, entrepreneurs gathered a press conference and accused the mayor of hard pressing the business. They voiced corruption schemes and the sums of requested kickbacks ... Later on local television, the soul was already holding the answer, calling the opponents “scum and scum” and declaring their desire to “seize power in the city”.

However, the most high-profile business conflict happened to Dushko with housing and communal services companies, controlled by 38-year-old entrepreneur Arthur Egiazaryan (in particular, “Posad-Energo”).

However, a year ago, Dushko and Egiazaryan - being then in friendly relations - decide to combine efforts in the fight against Nikolai Maslov. Maslov’s representatives by that time had looked at the city’s communal market and, apparently, intended to seriously move private companies, creating the municipal monopoly housing and communal services. And the largest market share was occupied by the “Posad-Energo” Egiazaryan. It was then that the chairman of the City Council Dushko and suggested that Egiazaryan buy half the shares for 1.5 million rubles in the Yarmarka newspaper in order to “wet” the then mayor. (The editors have a copy of the receipt of Evgeny Dushko for the money received.) However, according to our source from the businessman’s entourage, the shares were never transferred to the new owner. “Moreover,” the source complains, “after Maslov’s resignation, Evgeny Dushko began the war against us.”

“This was not a war, but restoring order,” the closest ally of the murdered mayor, deputy Pavel Salamatin commented on me. - Zhenya acted tough, but only because these are already insolent at all.

Although, if you interview prominent merchants of the city, the new mayor behaved tough with everyone at once. And mainly with private traders from housing and communal services, in fact, continuing the work of his predecessor. By the decision of the City Council, the municipal management company MUP "MSUK" was created. In public speeches, Evgeny Dushko explained that private companies are deceiving the population, tiring from payments. Even the amount of alleged fees was announced - 300 million rubles. It was a municipal company of housing and communal services to save the city from dishonest merchants, according to Dushko’s plans. Since May 2011, MUP "MSUK" has been trying to knock out the housing stock served by him from the Posad-Energo control. In their mailboxes, residents of houses found anonymous leaflets with a proposal to abandon the Services "Posad-Energo" and "Go to MUP" MSUK ". But the main battle began in the media - say, the former business partner Dushko Egiazaryan is now becoming "a businessman who has come from the south." And in some materials it tells how the assigned payments of the townspeople Arthur sends to the aid of his brother Ashot *** (State Duma deputy, put on the international wanted list of fraud around the Moscow Hotel).

The structures of Egiazaryan went on the attack, launching his own military newspaper in the city - “Our House”. Andrei Yakovlev, a retired Major of the ET of the Ministry of Internal Affairs of the Russian Federation, was the director of corporate security “Posad-Energo”. Yakovlev made a certificate of Dushko and found out that ten years ago he, being a political strategist, worked in the election of the President of Yakutia and supposedly underwent a criminal case - for "inciting interethnic hatred." (According to Yakovlev’s sources, Dushko seemed to release leaflets in which he “played the oppression of the Russian national feelings of the Yakuts.”) Two weeks before his death, Dushko Yarovyev wrote a request in the RF IC in Yakutia about the grounds of initiation and termination of the case (a copy is available in the editorial office).

The news of the “criminal past” of the mayor spread in Posad in a matter of days. As the deputy of the City Council from the Yabloko party, Sergei Kryzhov, told me, “Front from large entrepreneurs and officials pursued by him began to form against the mayor. The rumors crawled that Arthur Egiazaryan and Viktor Krulikovsky were uniting efforts to throw off the soul from his post or, in contrast to him, push his man into the city managers. Andrei Sakhnov is increasingly mentioned as a candidate from a group of “disagreed businessmen”. For a voice in his favor, the deputies of the City Council allegedly even offered from 1 million to 1.5 million rubles.

Pavel Salamatin says that in the last weeks of his life, Dushko felt a conspiracy ripening against him. “He realized that he had discharged too much and could not stand alone for a long time. He sincerely wanted order to finally reign in the city, ”Salamatin told me. “But there was not enough strength.” In such a situation, the soul goes to a rapid rapprochement with former opponents. A couple of weeks before his death, he manages to settle disagreements with the structures of Krulikovsky. And in four days, through the mediation of the first mayor of the city, Sergei Persianov gets contact with Egiazaryan.

However, they did not have time to meet. On the morning of August 22, Killer kills Evgeny Dushko at the gates of his house.

Those who won in the early days of Arthur Egiazaryan how he could have fought off the accusations of involvement in the murder. In his huge office with palm trees, journalists crowded on chic painted carpets. And Egiazaryan painted them with a marker on the board Schemes of the Posad-Energo transparent business and the scheme of how Dushko was going to crush his business for himself. “Zhenya and I had a sharp, but public conflict. We are not idiots to order it in such a situation! - Egiazaryan was indignant. - Moreover, he could not interfere with our business. Yes, if we could only know about the impending attempt, we ourselves would put him guard! ”

And on August 26, according to one of the leaders of Posad-Energo, Egiazaryan and Salmin were called to the Minister of Housing and Public Utilities of the Moscow Region Alexander Solovyov, who allegedly promised entrepreneurs support. However, three days later, the head of the Central Internal Affairs Directorate of the region Nikolai Golovkin told the press that the murder of Dushko "would be disclosed in the near future." And the very next morning, the police came to the apartments of Egiazaryan and Salmin. True, the merchants were accused only of the theft of 33 million rubles, which the city hall allocated to the repair of one of the residential buildings two years ago. By a court decision, both were determined for two months in a pre -trial detention center. (Investigators note that for the performance of the work, the merchants entered into agreements with third -party firms, as it turned out, one -day. And thereby they left the taxation. There are no questions to the repair itself.)

The largest communal company was beheaded. And in the city, in the meantime, a company arose with the consonant name "Posad-Energo". The data on the director of the company includes Boris Peterstsev, whose name is associated with the leadership of the district. It should be noted: even before the Battle of Housing and Public Utilities started a Dushko, the district authorities and its current head Vladimir Korotkov already had big plans for the communal market of Sergiev Posad. (Korotkov is considered a guide for the interests of Gromov’s closest encirclement and in conversations between entrepreneurs is often mentioned as “governor.”) By the decision of Korotkov in June 2010, the district municipal company MUP “SPMR” was created, which promised the residents of the city quality services. But the inhabitants under the wing of the next mupe crossed sluggishly. Actively, the district company began to act, oddly enough, already at the Dushko. Moreover, in the city they even spoke about combining Korotkov’s efforts and a soul in the fight against private owners. For example, Korotkov, along with the “right hand” of the mayor Yuri Kalmykov, participated in the rally of residents of the Uglich microdistrict, dissatisfied with the long absence of hot water. Both officials explained to people that “irresponsible private companies” were to blame ...

“We are very afraid of the raider seizure,” the representative of Posad-Energo, Vladimir Prokopenko, told reporters the other day. -Our top managers are under arrest, the police seized a huge amount of documentation, and this clone appeared through “E”.

About the prospect of the capture of the company is talking about the ally of Dushko Sergey Kryzhov. Another deputy of the City Council, who asked not to name his name, said that the district bosses would not have received even part of the “Posad-Energo” with a living soul. “They hated Zhenya for waywardness. He would have promised them a share, and then he would throw it, ”the deputy concluded.

Last Thursday, the temporary curator of the city housing and communal services was the deputy Korotkov - Sergey Kharitonov. The new mayor and the best friend Viktor Haisin, who were chosen by deputies, asked him to “send” him to the city hall. Upon learning of this, one of the deputies of the City Council told Hasin: "Yes, you are a Trojan horse!"
