For some time now, the modest regional center Zhytomyr has been under the close attention of the media. The fact is that the initiative was "born." A certain group of local citizens, decided to hold a referendum in the country.

What can be interested in the people in the post -Soviet space? Well, it is clear that not permanent delays in a mowing salary, not growing prices. There is no living from deputies representing him and a group of citizens. Therefore, it makes sense to make a number of changes to the constitution. Well, let's say, to give the president the opportunity to dissolve the parliament if he “for one month cannot form a permanent deputy majority” (?) Or “within three months, the state budget submitted by the Cabinet” will not accept. ”

The bicameral parliament, which the initiators are going to offer, is also not their invention and not even the president of Kuchma, who voiced most of the "people's initiatives" a few months ago. They believe that, having copied the construction of the legislative structures of Russia, they will always be able to extinguish the glowing foci in the lower sand with the sand of the upper house. If you notice that the heads of regional administrations in Ukraine are not elected, but are appointed by the president (literally on the second day after the presidential election, governors were removed from their posts, whose people voted in unprofitably), we can easily imagine how the newly -made senators will vote.

To give the “folk farce” the character of the “folk drama” used old directorial developments. The Central Electoral Commission, it seems, seemed to refuse the “initiative group” in registration, but a few days later, fulfilling the decision of one of the district courts and even for species, without trying to appeal it in the courts of higher instances, canceled its previous decision.

The idea took possession of the masses. And now “groups of citizens” are already gathering everywhere, supporting and approving.

Ah, referendum! Like flying, how contagious they are like a flu. You look, and they cross the demarcated boundaries, which, for happiness, remain transparent. And in Russia, on occasion, its Zhytomyr will be found.

PS “malicious” deputies, for an instant, forgetting about their own disputes and party affiliation, mobilized and with secret vote adopted a law on the temporary moratorium on holding all kinds of referenda in the absence of money and the legislative framework. But it wasn’t there. President Kuchma by his decree did not allow to revise democracy. “The referendum will take place in any weather,” said the head of the presidential administration.
