We continue a series of publications about the redistribution of property: “Vostokgazprom” laid an eye on the Tomsk petrochemical plant
In recent days, everyone has a hearing Sverdlovsk region where wars are waged - using force, assaults and capture of prisoners - for the redistribution of metallurgical plants. But other regions do not stand aside. In the Tomsk region, the struggle for the petrochemical plant unfolded. True, unlike hostilities in Sverdlovsk, sabotage shares are used here.
Tomsk Petrochemical Plant (TNKhK) - the enterprise is not ordinary. This is one of the largest and most modern in Russia complexes for the production of petrochemical products. However, it was not possible to use this potential. In recent years, the plant does not crawl out of debts, its production is barely breathing.
In mid -January, the Siberian Chemical Plant, which owed the control package of TNKhK shares, transferred it to the OJSC Group Alliance. This company specializes in anti -crisis management, its assets have several successful projects of this kind, including outside of Russia. The fact that the anti -crisis manager is seriously configured is already shown the first days. Last month, the plant received more than 30 thousand tons of direct -Russian gasoline, due to which a high -pressure polyethylene plant was put into operation. In February, gasoline supply will increase. From March, the plant will begin to receive 30 thousand tons of a different type of raw materials monthly - a wide fraction of light hydrocarbons (Shflu). The workers were not forgotten: from its own funds, the Alliance group transferred about 30 million rubles to pay off the salary debt. Negotiations with creditors began. That is, a seriously ill began not only to show signs of life, but also to look in the future.
However, the desire of the “Alliance Group” did not have to reanimate TNCC as quickly as possible. The company Tomskgazprom, a subsidiary of OJSC Vostokgazprom, tried to prevent this from happening. The company received a notification of the upcoming gas shutdown. As the basis, the TNHK refusal was renewed to renew the agreement on its supply for 2000. But at the same time, Vostokgazprom kept silent that this year the plant was dictated by predatory conditions. If in 1999 the gas was supplied according to the long -range scheme, according to which 50% of the product developed from it was taken by the supplier, and 50% remained from the enterprise as a fee for its processing, now it has already required 65%. This means that the plant should work at a loss. In such a situation, the contract, of course, was not signed, and the process of approvals, the search for a compromise began. However, the general director of Vostokgazprom Sergey Zhvachkin bit the rod. He did not dare to completely turn off the plant from the gas, apparently fearing responsibility for the unpredictable environmental consequences of such a step. But in return, he began a quiet sabotage: to supply so much gas to the enterprise that he does not defrost it.
In order to displace the anti -crisis company from the Oil oil and the Eastgazprom petrochemical plant, not only the methods of gas “strangulation” and twisting hands. In parallel with this, all kinds of legal tricks are used.
At one time, an apparatus of management was formed to manage the control package of TNKhK, which owns 68% of the combination of the plant. Its main shareholders are the Siberian Chemical Plant (82%) and the company, headed by the former Minister of Fuel and Energy, Vladimir Lopukhin (17.88%). But the charter of the “management apparatus” is compiled in such a way that the owner of the control package of shares cannot dispose of it without the consent of the “Wangard”. Using this, Sergey Zhvachkin played an elegant combination. “Wangard” sold its share in the “Office of the Office” “Vostokgazprom”, citing the fact that the Siberian Chemical Plant refused to buy it. Thus, Vostokgazprom receives the predominant right to purchase a package of shares of TNKhK.
However, as with the refusal to renew the gas supply agreement, there is also a double bottom here. The refusal of the Sibkhimkombinat was not signed by the General Director, but the acting, but the performance that acts, who did not have the right to sign this kind of documents signed. Therefore, the deal is void. Nevertheless, Vostokgazprom, supported by the governor of the region Viktor Kress, continues sabotage shares against an anti -crisis company who came to the TNKHK. Apparently, they themselves understand how it all ends. But damage to the blood to the opponent is also a result.
What is it for? As for the Governor of the Kress, the logic of his actions is obvious. Like many leaders of the Russian regions, he suffers from a small town disease. As the governor said in one of the public speeches, at TNHK “should be their own”. It will be difficult, according to him, it will be difficult, but we will know what we work for. If you develop this thought, then the rest, which implies the stable profitable work of the plant, is not interested in Kress.
The head of Vostokgazprom, Sergei Zhvachkin, assures everyone and everything that only his company is able to withdraw TNKhK from the crisis. The main argument is the ability to fully load the plant with condensate and gas from the Myldzhinsky deposit. Actually, for the control package, he offers not live money, but gas supplies. However, beautiful verbal schemes have little in common with real things.
The fact is that the Myldzhinsky deposit is in the initial stage of development, and its resources are not enough not only for the full load of TNCHK, but also for other consumers. By the way, this was recognized by the head of the Vostokgazprom in Tomsk in January in Tomsk. This problem is now felt by all gas structures. Last year, gas deficit amounted to 20 billion cubic meters in Russia. meters, and this will reach the level of 40 billion cubic meters. meters. An increase in non -industrial production of gas annually increases by 3 billion cubic meters. meters. The production itself is reduced: if in 1999, gas production decreased by 8 billion cubic meters compared to 1998. m, this year the fall is predicted at 10-15 billion cubic meters. meters. Given the fact that the priorities for gas producers are the execution of export contracts and the supply of gas to the population, all others receive the remains, which are also few. Consequently, there is no guarantee for loading TNKhK from Vostokgazprom in nature and cannot be.
Why then did the "Vostokgazprom" petrochemical plant in Tomsk needed? The answer is simple. In the current structure of this company, where the processes of raw materials, transportation and implementation are under one hand and therefore do not differ in special transparency, there is always a place for the enterprise that will be “bracked into the line”. Everything else is the second business.
