"I'm not an oligarch at all!"

Industrialist and deputy Boris Zubitsky believes that the arrival of business to the State Duma is not scary

In No. 48, “New Gazeta” published an investigation by Oleg Lurie “The Coxing use”, which described the activities of enterprises related to the State Duma deputy from the Unity faction Boris Zubitsky. Zubitsky did not like the contents of the article, since he does not consider himself the oligarch. The fact that he, together with his son, owns 47% of the shares of the Kemerovo KOKS plant, Zubitsky sees nothing. Boris Davydovich even insists that the first 10% of the factory shares received a simple investment of his vouchers. The deputy also denies that the son’s business was built under the control of the commodity flows of the father’s factory. And information about the use of offshore companies to control Kox and Tulachermet generally caused indignation of Zubitsky. We decided to give the floor to the hero of our publication. Now he is a member of the Budget Committee of the Duma, but he came there, according to him, "not for the lobbying of the interests of his own factory, but to improve the position of industry in general"

- With Tatya, I really offended me. Charging me to the oligarchs is too much. I gave it all my life to the plant, I know everything thoroughly there. When I headed the plant, he was bankrupt, had 100-million debt in those money.

- And where did you get 10% of the company's shares in 1995?

- The price of the shares was a ruble. I changed my vouchers and my family to stocks.

During my management, it was possible to withdraw the enterprise out of a state of bankruptcy. We began to see what causes us losses. Eliminated utility farms. The onion in the market cost two rubles, and its cost was 60 rubles in the factory greenhouse. There was even a pigsty at the factory. There was its own housing fund, which exceeded 16 billion rubles a year. The mayor of Kemerovo went to meet us, took to his balance.

In addition to minimizing costs, we began to look for coks cash market markets, abandoning Barter. And the metallurgy as a whole began to work better, the need for coke increased, the solvency of our consumers improved.

- How serious the Cox market segment controls the KOX JSC plant?

- OJSC COX now consumes only 1.6% of the total coal production in Kuzbass and produces no more than 30% of coke in the Kemerovo region. Coksochim production of Zapsib and KMK compete with us in Kuzbass. Our share there is 25–28%.

Nevertheless, since 1997, our annual profit has doubled from year to year. At the expense of profit, we seriously updated fixed assets. Now we are building a second coxochimbatare.

- You are all the time to say "we." Are you actually managing the plant now?

- Nothing of the kind. I am not supposed to be according to the deputy status. I am just one of the shareholders of the plant. My son and I really have 47% of the shares there. Of course, I look after the factory.

- How do you, in principle, feel about the private business of deputies?

- I am a deputy. By law, I am not supposed to engage in private business. But I will never abandon my shares, which I honestly earned. If anyone believes that I violate the laws, then let the Prosecutor General's Office turn to the Prosecutor General. As for my income, I receive salaries only in the State Duma.

“But you are looking at, as you say, after the plant, you participate in its capital.”

- Necessarily. I am a shareholder, and I am interested in how the plant works.

- So, you get dividends.

- We have old fixed assets, we decided to direct all the profits to development, and not spend on dividends.

Plus, we invest in the social sphere: we increase salaries. We have an average salary at the factory of 4.5 thousand rubles. This is a satisfactory salary by the standards of Kuzbass. For three years, we have been buying from 30 to 40 apartments every year every year. We sell workers in installments for 30 years for rubles and without interest. Then we teach specialists for ourselves. In February next year, we produce 12 engineers for training the Institute pays the enterprise.

-Why do you need deputies?

- If you mean privileges, I can say that I was among those deputies of “unity” who voted for the abolition of deputy inviolability. And in the Duma I am going to work on a change in economic laws. Much must be changed. See here: we have adopted a law on compulsory insurance of employees from industrial accidents. As an example, I will give the enterprise JSC COX, which last year paid 350 thousand a year, and after the commissioning of this law, we pay 4.5 million rubles. At the same time, people, if they suffer in production, will go the same 350 thousand.

- That is, you will lobby for a change in this law?

- Yes, in October I will do this. I feel that I can come in handy here with my experience. Therefore, when Governor Tuleyev offered me to be in the list of “unity”, I immediately agreed.

- And now your son is managing the plant now?

- No, the son there works as an investment director. The general director was Yakov Sergey Nikolaevich. I have known him for about 20 years. In general, the plant is now being controlled by the young. The first married director is 26 years old. Commercial director 30 years. In young people, both the level of education and the speed of thinking.

- Is it true that the Tulachermet plant is part of your industrial group?

- What does an industrial group mean? We are just COCS suppliers to this plant.

- After all, your son ruled Tulachermet?

- I'll tell you. When I saw that my son was working in Koksochimsbyt, I invited him to the factory. He began with me from the perspective of the deputy commercial director. We did a lot of work, removing all the intermediaries. Then he became a commercial director. Then he was invited to the company "RK-Metall", to Moscow. Already then we delivered 40-60 of the coke he needed to Tulachermet. And only then they suggested heading Tulachermet.

- They say that he has a conflict with TWG, which is also a shareholder of Tulachermet.

- On July 12 this year, he really stopped his work in Tula. The shareholders did not like his activity there. The share of the profit under his son decreased due to the fact that he began to pay debts and taxes. And we never had shares there. We supplied the coke and received money from them. We even now sell coke there.

- Is it true that you are the owner of offshore companies Eurotrading Financ. LTD, LARTON Investment InC and Wilter Finance Ltd, which own large stakes in Cox and Tulachermet?

- according to Russian legislation, the owner of firms registered outside our country, a Russian citizen can become only after receiving the consent of the relevant authorities. I did not receive any permission and did not even make requests to the corresponding authorities. Naturally, I cannot be the owner of these companies. And I would also like to know who is beneficial to distribute these ridiculous rumors about me, and in the near future I am going to contact the prosecutor of the Russian Federation and the FSB of Russia in the near future.
