Nikt did not notice that this summer the third of Putin’s presidential term took place. For some reason, such dates do not celebrate-the anniversary or half the term is another matter. But it is a third that the line is fundamental. The ruling team has been in power for a long time to prove itself and do what he considers necessary. This is an ideal period for any administration: there are still some expectations in society, do not think about the upcoming elections (or about their cancellation).
However, if the authorities thought about something sixteen months, so only about how to arrange in order to finally turn into a non-meaningful formality in the future. Political life in the country actually died - at least the life that we are used to in previous years. In the device there are some permutations, build a vertical of power, reorganize the Federation Council, but this does not reflect in the life of an ordinary citizen.
If you summarize the intermediate results not from the point of view of political games, but in terms of public life, then it is found that there is nothing to discuss. The state apparatus is changing, the country remains the same as before.
By the way, many should like this. For those who were afraid that Putin would bring a change to the country were afraid of vain. Others hoped for this, but also in vain. Serious changes in society, if it happens, is completely besides the will of the Kremlin team.
As for the state, something strange happens to him. In vain, the liberal intelligentsia scared itself to the police state. Our leaders did not have anything like this in their thoughts.
The state turned out not to be a police, but a Chekist one.
The policeman answers the law and tries to maintain order. In fact, the police can be completely corrupt, but this is already a violation. Corruption in the police is immediately visible, and theoretically one can fight this. In any case, there are some criteria and rules. The police are obliged to act openly and at least pretend that it works on the basis of well -known and openly proclaimed norms.
The Chekist is another thing. He generally serves not the law, but to the “homeland” and the dominant ideology. Clear business, ideology is changing, the principle remains. Ideology and “homeland” are wide concepts. The rules here are vague, and most importantly - unwritten. Even if they know them inside the Chekist corporation, everyone else does not have to know them. And it’s better not to know at all.
The Chekist acts under the cover of secrets. During special operations, the law is only an obstacle. In the best case, they look back at him, in the worst they ignore. The only requirement is that violations of the law do not come out. However, this, as a rule, gets away. After all, we are talking about the highest interests of the homeland and preserving the main "values" of the state.
Information and misinformation are mixed. Secretity is a virtue. Reporting should be minimized. Everyone is only responsible for their section of work and should not know anything about the rest. As a result, no one has complete information, even the top leadership. After all, it is not going to be responsible for its subordinates in case of failure. You know less - you sleep better.
Another difference between the police and the Chekists: the former are caught by criminals (or the one whom the authorities were completely officially proclaimed by the criminal). The Chekists, on the contrary, are busy with each other and "enemy agents." Which, in turn, are engaged in the fight against our agents. Remember the process of the KGB agent in the FBI? What did he do? Officially spy on Russian spies. But in fact, spied behind the American spies that spied behind Russian spies. That is, everyone is completely closed to each other.
This, of course, happens if it is not necessary to catch dissidents. But in the latter case, no secret operations are usually required. Political and ideological opponents of the system declare their views completely openly - otherwise how could they wage a political struggle and mobilize supporters? Modern Chekists are not going to catch political dissidents. Not because they are ideologically tolerant, but because there are no dissidents in modern Russia. There are many poor. But it is pointless to catch them.
And to fight poverty, of course, no one is going to.
People who came to power in the fall of 1999 formed in Chekist structures, this is well known.
But what does it mean? Are they going to restore the old Soviet state security organs? Of course, no! They left the Chekist environment at all in order to return there. Their ambitions are completely different. They simply began to manage the state apparatus as Chekist structures , they replaced the policy of special operations. They make decisions as they are used to.
In such conditions, there is nothing sadder than the fate of the political commentator. Analysts should be replaced by conspiracygologists, and the government’s actions have to be solved as a detective plot. The government announces its plans. But maybe this is misinformation for enemies? There are rumors about some permutations, spare teams. But, perhaps, rumors dissolve the relevant units in order to distract attention from genuine plans. And genuine plans are the same officially proclaimed plans, only they specifically portray them not in case so that the enemies do not guess? Or vice versa? Or are they already confused yourself?
The government is preparing housing and communal reform. Then in the press there is information that the authorities are revealed, they abandon their projects. So, we were scared in vain before? Or maybe not in vain? Maybe in the fall housing and communal pogrom will just begin-after we thought that the Kremlin and the White House were revealed?
The first "shock therapy" was carried out by Gaidar completely openly. And its catastrophic consequences were not only easily predictable, but also obvious. However, society did not want to believe such forecasts, did not see the obvious and joyfully filed towards the ruin.
The current, second, “shock therapy” is prepared as a special operation with numerous spare options and a ingenious cover. But, perhaps, the conversations about “shock therapy” themselves are only a cover. For what?
In fact, most likely, the Kremlin Chekists themselves got confused. After all, the specifics of both the Chekists and the police are that their operations should be controlled from the outside. The police must control the judicial system, the Chekists - the political leadership. Alas, when they themselves became a political leadership, the natives of the organs were absolutely unfamiliar with the rules of the game. In other words, they play according to their rules, not realizing that their actions do not correspond to their tasks at all. More precisely, they are simply unable to clearly formulate their own tasks - outside, of course, the general rhetoric (“homeland”, “strong state”).
The Chekists clearly lack the "wise party leadership." But the times of the Central Committee passed. And the party "Unity" is more like a giant dummy, an empty copy of life. She cannot lead anyone and on the contrary, she is waiting for instructions from the Chekists, who, in turn, are unable to give them.
Politics died.
It will be revived only if someone seriously tries to break the system. Or if the system falls apart by itself due to the confusing and finally failed special operations of the authorities.
Until this happened, we can only be at a bewilderment to observe the cunning combinations of the Kremlin game.
In the best case, all this will not affect us in any way. In the worst - a series of failures will follow (as it should be after an unsuccessful special operation). But, in fact, you can even regret the Kremlin team.
You can go to intelligence with them. And more - nowhere.
