
Ukraine prohibits the show of Russian series about cops, paratroopers and security officers
President Petro Poroshenko signed a law on the ban on showing in Ukraine films about Russian soldiers and police officers. Russian militaristic films and series released after 1991 are prohibited , as well as the entire Russian television and film products created after the start of aggression against Ukraine, that is, since 2014. Partial restrictions have already been introduced several months ago: in October 2014, the Goskino of Ukraine forbade the show of the series “Cadetism”, “Hounds”, “Investigative Committee”, “Special Forces”, “Landstress”, “Morpenchers” and “Military Intelligence” .
Yuri Artemenko, Chairman of the Ukrainian National Council on Television and Radio Broadcasting, spoke about the pros and cons on the air of Radio Radio Radio.

-Is this law already implemented to some extent or so far Ukrainian television channels show Russian series and films?
- The introduction of the law is postponed for two months. Two months later, television channels should rebuild their nets and begin to fulfill this law. But last week I collected television channels and say: why wait? If anyone has the opportunity, please do it faster.
- How was this law adopted?
Our children are dying at the front at the hands of Russian invaders, and at that time the TV shows "Special Forces" and "Kindor" are on the television channels
- In July last year, when the new composition of the National Council only began to fulfill its duties, literally at the second meeting to our hall, one might say that representatives of the public with slogans, posters "Stop Russian propaganda", "Down with Russian series about special forces" broke out. We were a little bewildered, because we worked literally a week, we didn’t even know what kind of authority we had, we had the right to prohibit. We guys who burst, planted at the table, suspended our meeting, said: sit down, let's say. We talked, saw the problems and said: we are on your side. I invited managers, top managers of all leading channels and I say: guys, this is wrong when our children, children of our colleagues, friends at the front at the hands of Russian invaders, and at that time the series "Special Forces", "Troops" and the like are on the television channels. Let us, please, show the initiative, make these films from the air. Unfortunately, that conversation did not bring results. Some top managers said: yes, we did or do it. Part said: you know, we are not a war, but an ATO, this is somewhere far away. And one of the top channels said: we paid $ 9 million last year for the right to show these series, we must work them. And then we said: guys, since you cannot agree, officials will decide, state bodies will decide. We figured out the time that the national council of authority does not have to suspend these films, this Goskino gives rental certificates: either prohibits the display, or allows the show at a certain time. I delegated the three members of the National Council to the expert commission under Goskino, they made the initiative to revise the films, and on the basis of this series of films a red card was delivered. Then there were known events with Okhlobystin, his bright statements against Ukraine, with Porechenkov, when he shot from the machine gun at the location of the Ukrainian troops. Then Goskino reacted again, banning films with the participation of Porechenkov and Okhlobystin. Then this law began to be born, because the industry could not self -regulate, could not make system decisions for various reasons. This law came out. The law is imperfect, but strategically absolutely correct. Unfortunately, due to the fact that it was accepted in a violent atmosphere, it is very debatable, it is not perfect, but strategically absolutely correct. A number of films fall under the ban, which, in my opinion, could go on a plus to Ukraine. A characteristic example is Leviathan. Unfortunately, according to the law, it cannot be shown on television, only in a wide box office. But these are the costs of what the officials took. But strategically the law is correct, it will force the Russian propaganda to limit and stimulate the television channels to create its own series, and if not its own because the financial situation in the country is not the best, it will force to look for ways to create co-products, the joint production of films with Poland, with Bulgaria, England, and other countries.
- That is, this applies only to television broadcasts or are there any restrictions on showing films in cinemas?
Over the long years of showing Russian TV shows in Ukraine, television companies planted spectators on low -grade products
- This is that all Russian films and series that have been made on January 1, 2014 have been banned, and all films since 1991 that promote law enforcement agencies, and a special resolution of the expert commission of Goskino will need to broadcast Russian films in the cinema. The same example is Leviathan, that is, there is no default for television, for the movie the commission considers and says: yes, we allow to show it in the cinema. I myself am for Leviathan. This is a heavy film, sad and depressive. Andrei Zvyagintsev is a superprofessional director, he shows all the ulcers of Russia. I would like this film to show us to see the true face of Russia. But under the current law, rental is limited on television, but there is no cinema if there is a permit of the corresponding commission of Goskino.
- That is, it has nothing to do with the popularization of Russian power structures?
- No, any ordinary film about love, about life, about anything - it falls under the ban on a priori, because it is made after January 1, 2014.

- Yuri Anatolyevich, do you yourself watch Russian television series?

- I am a big fan of cinema, especially the series, but my favorite television series are the series of production of the USA, Britain, I believe that Russian serial production is low. I really like the series "Doctor House", a high -class series, with the classroom work of the screenwriters, with the classroom work of the director, actors. But in all countries of the world, Dr. House has the highest ratings, and in Ukraine the ratings are low. And the series "Interns", which is a weak parody of "Dr. House", collects frantic ratings in Ukraine. And the reason is that over the long years of showing Russian series in Ukraine, television companies have planted spectators on low -grade products. The doctor drinks in interns, takes bribes - he is ours. We are talking about the responsibility of television companies, which, instead of raising the level, pulling up to the European one, to the world, went down to the horizontal level: look like our neighbors. Therefore, television companies fell into such a trap, when for many years, not wanting to attract European, world cinema, they limited themselves to purchasing in Russia and planted the audience: but Vasya Petrov is the same as us. Now the problem is to find money, finances, create joint production or start buying foreign films and raising planks, tear off from a scoop, if you want. This needs four things: finances are needed, it takes time to tear off this drug needle, from these Russian series, you need the desire of television companies and the patience of viewers, which will have to jump from this drug needle.
- And the series about cops, special forces, landing are successful in Ukraine?
"Mentov wars", in the opinion of an educated intelligent viewer, is an anti -Russian, anti -mode series
- You know how heroin has a success for drug addicts, because he is used to him. Use. I would not mix it, the series of the series is different. If at one time, television companies would begin to self -regulate and slowly, explaining to viewers, to remove provocative series from the air, such as "Special Forces", "landing", then, perhaps, we would have remained from the series "The Menta Wars". In my opinion, the "cop wars" are not such a terrible threat to the country's information security. The point is that one person working in the police, a single hero, fights against the corrupt system of the Russian prosecutor's office, corrupt judges, corrupt security officers, corrupt authorities. In the opinion of an educated intelligent viewer, this is an anti -Russian, anti -mode series. But not all intellectuals, not everyone see this hidden subtext. Unfortunately, this all goes in the context of the Russian information war. Do they enjoy success? Use. Need to ban them? Need to. Will we lose something? Yes, we will lose. There will be more advantages than minuses? More.
- There will be no mass protests if all these series instantly disappear from television screens?

- I think it will not. In the life of Ukrainians, TV shows are not the most important. We went through everything, we watched both Turkish series and Brazilian. Riots can be against what is directly hit on pain points - salary, utility tariffs. Yes, maybe there will be a breakdown, but there will definitely not be protest. And at the same time, a replacement is needed. Now the first steps - Ukrainian cinema appears, films that begin to watch at a wide box office, " non -nasty " about the feat of the Ukrainian sniper, the " guide " about the feat of the Ukrainian people. The first episodes of the Guard, the first series, which the 1+1 channel made together with the TVPolonia channel: joint production, joint financing. The story of the heroes of today - against the backdrop of a love story, the heroism of children from the National Guard unfolds. If the number of Ukrainian series increases , this is a plus. Recently, an Odessa film studio came to me, also a good idea: realizing that they have no money in sufficient quantities, they went to the owners of Odessa winery and they say: and let's show a love story against the background of the formation of the winery of Odessa. That is, we will show how the winery industry developed, how plantations and some kind of love story were obtained from a small vineyard. Winemakers agree to invest in this money, because they are also interested, Odessa is interested, the Odessa film studio is interested. If there are such projects with a good idea to appear, why not.
- You mentioned the series "Guard", it is played by Alexei Gorbunov. He starred in Russia, and now he refused to participate in Russian series, only in Ukrainian.
The problem to find money, purchase foreign films and raise planks, tear off from a scoop
- Fine. I think that the creation of Ukrainian series will open new Ukrainian stars. We purchased Russian TV shows or created them together with Russia, and the process was very simple: we need to take some kind of star, come up with an uncomplicated plot, put it on the household of Ukrainian-Russian life: everyone drinks in the kitchens, give conversations in the kitchens, give bribes to employees of the State Academy of Sciences, and the Housing Workers, decide the issues of "you - me - to you." And the chip is that there was some kind of star to go to her. If Ukrainian TV shows with Ukrainian actors are created - unknown to today, unfortunately, because the places were occupied by Russian actors - Ukrainian stars will appear. Stars are created by a good game and number of shows. Therefore, I see more advantages than minuses in the law on the ban on Russian series for the development of Ukrainian.
