In 40 Russian educational institutions of higher and secondary special education, scholarships are not paid on time. Appeals about the delay of academic, social and increased scholarships were received by the student Ombudsman Artem Khromov on a “free hot line”, by e -mail and published openly in a group on social networks .

After the start of inspections by the authorities of the facts of scholarship delay in some educational organizations, the process of its payment accelerated, the Commissioner for Students' Rights reports. However, in the Higher School of Economics, the Murmansk State Technical University, the Russian State Pedagogical University. Herzen, Saratov State Medical University. V.I. Razumovsky, Russian State Social University, Southern Federal University, Moscow State Regional University and some other educational institutions, many students are still delaying the payment of either academic, or social, as well as increased scholarships.

It cannot be excluded that the problem of delaying the payment of scholarships arose in connection with a reduction in 10% of the scholarship fund in all universities of the country.
