Alexander Albertovich, we just attended the refusal of the CEC to register seven initiative groups of seven applicants for the country's highest post. Among the "refuseniks" there is not a single person known to the general public. The motive for refusal for almost everyone is the same - violation of subparagraph "b" of paragraph 3 of Article 33 of the Law "On the Elections of the President of the Russian Federation", and simply put, the incorrectly indicated simple data about persons included in the initiative group. Are you not afraid of such a large number of amateurs who rushed to the opened vacancy of the president?

Nothing scares us. There is the right of a citizen to be elected to the post of President of the Russian Federation. And everyone can take advantage of this right, complying with the requirements of the federal law. If he withstands these requirements, he receives the right to collect signatures in his support. They need to be collected a lot - half a million, and there is very little time for this. In total, 25 initiative groups are now registered. And 77 were registered in the past elections. So there is nothing to be afraid of. By the way, in 1996, only 12 candidates reached the first round.

This week, a number of human rights activists turned to the CEC regarding Mark Zakharov that he entered the initiative group to nominate Putin on a call from the presidential administration. When will the CEC examine the appeal of human rights activists?

We received such a written statement. He was signed by Lev Ponomarev. We must clarify all circumstances and then give them an assessment from the point of view of the law.

At a recent meeting of the heads of regional election commissions, it was said that the CEC is ready for elections in two rounds. And the funds are allocated for this. What signs indicate that there will be a second round?

All the signs that are in this election campaign. For example, the number of candidates.

It is generally accepted that a large number of candidates claiming the presidential post are a sign of democratic development of the country.

You know, these are all political assessments of what is happening. And I refrain from them. I can say that there are legal opportunities for nomination of candidates.

When is the deadline for the provision of half a million signatures to the CEC?

February 13 at 18 o’clock. And this should not be a bunch of waste paper collected at the last moment, but documents drawn up in accordance with the law.

And how are things going with the verification of signatures collected by the Union of Right Forces to initiate a referendum in order to change a number of federal laws and amends the Constitution?

Verification of signatures is completed, and next week we plan to make this issue to the CEC meeting.

How will the elections be held in the Chechen Republic? It is known that the parliamentary elections decided not to hold there.

To date, we have already formed an election commission on Chechnya. According to the procedure provided for in Article 13 of the Law "On Presidential Election". The first organizational meeting of this commission took place. The chairman and secretary have been appointed, and they are currently serving to the Chechen Republic - to prepare there the opportunity to hold the elections of the President of the Russian Federation.

And in what territories of the Chechen Republic will these elections take place? How many people will vote?

I'm not ready to say. The elections will be held in those territories where there will be an opportunity to hold them without violating the election law. Now there is work on the reconciliation of these territories, the preparation of voter lists.

How do you feel about the proposal of the journalist Minkin - to transfer the presidential elections for a year to better know the favorite - Putin?

There are no legal opportunities for postponing elections.

At our meeting, all these facts were announced in order to bring them to the attention of employees of election commissions at all levels. Additional ballots in Karachay-Cherkessia were made on a photocopy. Our position is understandable: if there are violations of the law and facts proving this, the guilty must be punished. But there are only six such cases. And in general, there was no question of the cleanliness of the elections and there are no reasons.

For ten years that there has been a practice of democratic elections, not a single case of violations has never been the subject of the vowel of the trial. And this time?

I am responsible only for the election of 2000, but for the previous ten years I have not been responsible. As for the indicative processes, you are in no hurry: the investigation is still going on.

The witty, but indecent trick of the Effective Policy Foundation, which launched on the Internet, the results of a “output survey”, from which it followed that “unity” was the leader in the eastern provinces, and in essence was agitation for the Western provinces in favor of this bloc. Moreover, they threw their information to other sites. How does the CEC intend to fight the Internet?

In my opinion, someone is inflating the situation with the Internet. Federal legislation does not regulate issues of Internet activities. At the same time, there are some things committed using the Internet that contradict the federal law. This was exactly what happened on December 19, 2000. Not only did FEP put on the site before the end of the elections in the country the results of his survey, our leading television companies stubbornly advertised this site. We asked the FEP to remove our information. We listened to our request. For what thank you.

The Law "On the Presidential Election" was tightened by requirements for declarations of the income of candidates. Now it is necessary to report information about the income and property of the closest relatives, so it is already useless to throw five dozen cars into a wife or son. Will this information be published in the public print?

For those candidates who have completely passed registration with us, declarations will be published in the form in which the law requires. And information about those who have not passed registration, it makes no sense to publish.
