
Three years ago, Arsen Kanokov raised the issue of trust in Russia, confidence was provided to him until 2015. However, just a year after the inauguration around Kanokov, clouds began to thicken. The reason was not only mistakes in the management of the republic, which the president and entrepreneur perceived as a holding, ignoring the social and political problems of citizens. Kanokov allowed himself to spoil relations with almost all political forces in the republic - Circassian and Balkarian activists, the third sector, elites and intelligentsia, while suppressing any dissent by the hands of the criminal world. All this, including the faith of the head of the republic into the absolute possibilities of money, in the hands of his opponents turned into an effective weapon against the republican government.
For a long time, Kanokov was saved by relations with the presidential envoy in the North Caucasus Federal District Alexander Khloponin. Arsen Kanokov, who included in the first hundred of the richest people in Russia, has fit well of commodity-money relations that underlie the career growth of the Russian official of any rank. These are the rules of the game, and not kanokov invented them. However, as practice has shown, for such a region as Kabardino-Balkaria, this was not enough.
Kanokov could not understand the difference between the Office of the Syndic holding, whose assets are represented by fruit and veil bazaars, and management of such a complex region as Kabardino-Balkaria. In the republic, not only regional elites shared by clans are fed, but also of various kinds of officials from Moscow. At the same time, Kanokov needed to conduct a dialogue with society, which, by the time of his arrival in the republic, was divided by ethnic, religious and social characteristics.
The first blow to Kanokov was inflicted on October 13, 2005, when armed militants attacked the sleeping Nalchik. The uprising, which was prepared during the reign of the predecessor of Kanokov Valery Kokov, could be localized by the forces of the Ministry of Internal Affairs outside the city. But the Kokovskaya team losing power through the Minister of Internal Affairs Khachim Shogenov decided to use the ripening conflict in its interests. Blood was spilled, and as a result, the kanokov received a smoldering confessional conflict within the republic.
Later, he reached the resignation of the head of the Ministry of Internal Affairs and put on this post his man, who was also soon removed, giving way to the seconded "security forces". This in the conditions of the North Caucasus means the loss of control at almost all levels of the executive branch.
The arrests of high -ranking officials from the president’s entourage were paralyzed

There is no need to be a supernalist to say with great confidence: the goal of all the actions of the “security forces” was precisely kanokov, and the searches for the privatization of the ownerless Philharmonic were needed to notify documents from the safe of the head of his administration and other high -ranking officials. For some reason, the reason had to be found immediately, and he was found among many complaints coming from the republic to the capital.
The head of the administration of the head of Kabardino-Balkaria, Vladimir Zhamborov, was, without exaggeration, Kanokov’s right hand. It is impossible to assume that Kanokov knew about the prepaid against Zhamboorov and the company of special operations and did nothing. And the fact that they are now taken into custody in Moscow, the position of Kanokov, of course, complicates. Even if the investigation does not find in the actions of officials from Kabardino-Balkaria the grounds for criminal prosecution (which is unlikely), they will most likely lose their posts.
The swiftness with which the Kabardino-Balkaria government recently changed, suggests: the decision was made outside the republic. During one working day, the Cabinet of Ministers, led by Ivan Gerther (Kanokov’s man), who kept a little over a year, was dismissed, and the parliament approved the new prime minister - deputy head of the Rosselkhoznadzor Ruslan Khasanov. Khasanov, representing the interests of the Kokovsky clan, returned from Moscow to Nalchik not by chance. It was after the appointment of Khasanov that the conditions for the detention of Zhamborov, transferred to Moscow, were changed. However, Kankov still managed to return Hasanov to Moscow, citing the decision that the prime minister in Kabardino-Balkaria, according to the prevailing tradition, belongs to the Russian. It even got to a fight between the president and the prime minister. When there were reports of the appointment of Khasanov, rumors crawled around the republic that Kanokov had already left the republic and his resignation was also close.
But then he said: "As long as the President of the Russian Federation trusts us, I will be in this position, I have no other plans. I will justify the hopes of the residents of the republic with whom we are in the same boat."
The change of head of Kabardino-Balkaria has become a completely expected event. According to public opinion polls (Medium-Orient), from 2005 to 2012, Kanokov’s popularity rating fell from 48% to 25%. If the republic is headed by Yuri Kokov, whose political career was formed in the shadow of the power of the first president of Kabardino-Balkaria, this will mean that the republic once again “discouraged” the clans, and the interests of the redistribution of power are based on the actions of the Kremlin in the Caucasus. Then the republic is expected by new troubles associated with the redistribution of the spheres of influence between the Kokovsky and Kanokov clans.
