Sergey Seninsky:
The debt of Russia to the Paris club, uniting 18 countries - leading world creditors, is estimated at about $ 42 billion. After a month and a half - during the summit of the so -called "big eight" on Okinawa - we can expect some political decision on these debts. Debts of the governments of Western countries.
Last week, the Deputy Minister of Finance of Russia Sergey Kolotukhin in an interview with the newspaper Vedomosti confirmed the position of the government in the upcoming negotiations: to write off half of the Russian debt to the Parisian club, including the net write -off of about a third part, plus restructuring for many years of the rest at minimum interest. That is, the same scheme with which commercial creditors of both Russia and the former USSR, banks - members of the London Club agreed in February of this year.
It is unlikely that anyone will be taken to predict the possible result of negotiations. But in order to get at least an idea of the possible argumentation of creditors, we turned to Western experts. Some of them have already participated in our programs.
Jurgen Conrad, employee of the Deutsche Bank Research Institute:
Jurgen Conrad:
First of all, one should not forget that without coordination with the International Monetary Fund, almost no serious issue can be resolved, if we talk about the relationship of a country with international financial organizations. And so far, the external debts of any country in the world that would not have found a common language with the IMF have not been restructured. And if the International Monetary Fund, together with the government of a country, develops a certain program, then for creditors this is a kind of guarantee that the country can avoid a repetition of an undesirable scenario in the future. Therefore, to share the countries of the "Big Seven", the Parisian Club or the International Monetary Fund, in my opinion, is impossible.
Sergey Seninsky:
In the late 80s and early 90s, some countries, for example, central Europe or Latin America, wrote debts. Stefan Comes, employee of the European Research Center, Bonn:
Stefan comes:
If we recall, then neither Czechoslovakia nor Hungary then had large external debts. We should talk about Romania and Poland, which really had large debt obligations.
As for the write -off of debts, even developing countries - for the most part - are striving with all their might to avoid this. Imagine that, if, say, Mexico, which is more than interested in further investments from large companies in North America or Western Europe, suddenly debts are written off, then no bank in the world will give this country a single cent !!! And everyone understands this.
Turkey has repeatedly offered debts, but every time she refused. Hungary was in a very difficult situation a few years ago, but also announced her readiness to continue to clearly fulfill all her debt obligations.
If we talk about the conditions on which debts are written off to certain countries, then they rather have a political background, and not an economic one. So, for example, it was with Poland at the turn of the 90s. Poland was written off some part of the external debts, in addition, the country received certain amounts from international organizations to redeem its own debt obligations at a lower price. It is clear that Poland was prepared ahead of time to be able to join in the future to the European Union.
Charles Blitzer, Investment Company Donaldson, Lufkin & Jenrette, London:
These countries had much more debts compared to their volume of their economy. It was difficult for them to pay debts because the governments energetically carried out strict economic reforms. Neither one nor the other applies to Russia.
In this case, in my opinion, we are talking not so much about the inability to pay debts, but about the reluctance to do this. In Russia, problems with the return of external debts arose largely due to the outflow of capital from the country.
And the creditors agreed to write off part of the debt on the conditions proposed by Moscow, because they might not have achieved another. In practice, Russia raised the question like this: either take what we offer, or you can not get anything:
If we compare Russia with other developing countries, then Russia is lagging behind the majority, for example, Latin American countries in terms of income level. Yes, in Russia, the general level of education is much higher. But in fact, Russia asked creditors to be treated as a third world country. Which happened:
Helena Hessel, employee of the Standard & Poor's International rating agency:
The only country that the London club wrote off a significant part of the debt is Poland. She was forgiven almost 50%. The initiative came from the Paris club, and the London club followed its example.
Poland is the largest country in Eastern Europe. And the decision to forgive a significant part of Polish debts is, of course, a political decision. It was accepted to help the new government of the country.
If we talk about other examples: the majority of Latin America over the past 20 years have received more preferential conditions for debt repayment from the London Club, a delay in their payment, and reducing interest payments. But debts were not attributed to these countries! The London club forgave debts to very few countries in the world.
Sergey Seninsky:
The agreement reached in February by Russia with the London Club of creditors, to what extent, if at all, determines a possible agreement with the Paris Club? Jonathan Schiffer, employee of the Moody's International rating agency:
Jonathan Schiffer:
It is difficult to say, at least for two reasons. First: before starting negotiations with the Paris club, Russia must be reached with the International Monetary Fund. The IMF is negotiating with the Russian government, but no one knows what their outcome will be. I personally think that I don’t know how soon, but the agreement will be reached. However, so far it is not.
The second problem is whether such large creditors of Russia as Germany and France will agree to write off Russian debt to the Paris club. I happened to discuss this issue with the official representatives of the German government, and so they are against writing off the debt of Russia. Germany believes that Russia is a rather rich country and therefore must repay its debts. The Germans admit that perhaps it is difficult for Russia to pay them now, and payment can be postponed or temporarily suspended, but, in the end, Russia must return everything. And this is the official position of Germany for today.
So, I'm not at all sure that the agreement with the Paris club can be reached shortly after an agreement with the London club.
Sergey Seninsky:
The meeting of the leaders of the countries of the so -called "big eight" on the Japanese island of Okinava will be held from July 21 to 23.
The beginning of serial production at Russian factories of foreign cars is restrained not only by problems of the price strategy or shared participation in joint projects, but also by the lack of a base for the release of components in Russia, the quality of which would meet the strict standards of foreign automobile companies. The topic that we started last week is continued by our correspondent in Nizhny Novgorod Oleg Rodin, who has visited the international exhibition "Autodorum 2000" that has just opened here:
Oleg Rodin:
Demand in the Russian automobile market today is 75% satisfied at the expense of Russian cars, in one of the recent interviews, Deputy Minister of Economy of Russia Sergey Mitin said. But in general, the share of cars worth up to 6 thousand dollars is 70% of the total number of cars sold in the country. However, according to the Ministry of Economics, by 2003 the Russian market will change significantly. The share of cars sold on it is cheaper than 6 thousand dollars will decrease from 70 to 25 percent, and cars worth from 10 to 15 thousand dollars, on the contrary, will increase: from the current 8% to 25%.
However, these are only forecasts that suggest either the accelerated increase in solvency of the mass Russian buyer, or the widespread distribution of the sale of cars in installments, or, say, (subject to the first, second), the beginning of mass production in the country of foreign cars, but sold at Russian prices. Or maybe the optimistic forecasts of the Ministry of Economics imply the first, second, third, and something else, the buyer is still unknown:
It is also unknown when the first cars collected in Russia may appear as part of the largest of the long -declared joint projects: GAZ -FIAT, AvtoVAZ - General Motors and Renault in Moscow. They promise to start the release of the Nizhny Novgorod Fiat again by the end of the year. The first specimens may appear. But serial release, given - including recent unsuccessful searches by Italians of potential Russian suppliers of components, is a matter of an unknown future.
The AvtoVAZ - General Motors project, within the framework of which the production of Opel Astra cars and the new Niva model can be established - has not left the stage of preparing the agreement. One of the employees of the General Motors representative office in Moscow said the other day to Reuters that the agreement could be signed before the end of the year, but this is in question. Says Dmitry Goryanets, chairman of the Council of Young AvtoVAZ specialists, a member of the exhibition opened in Nizhny Novgorod:
Dmitry Goryanets:
Negotiations are underway. And the final stage of negotiations is the signing of the contract. Until the end of the year - it is quite possible.
Oleg Rodin:
Finally, the Renault project in Moscow. According to Vadim Artamonov, the commercial director of the Arlan, the official Renault dealer, this project also provides for the assembly only from imported components:
Vadim Artamonov:
These machines are manufactured in Moscow on the territory of AZZLK, but this has nothing to do with the Muscovite.
Production is already going on. Now the preparation of the paint line in Russia is underway. That is, while the complexes are being supplied now, and soon painting will be done here. And there is a study of the supply of components of Russian production.
Very strict standards are used, that is, a complete analogy of the foreign system. Hard competition between suppliers. And if the supplier violates the standards represented by the plant, then another supplier will naturally be selected.
Oleg Rodin:
Vadim Artamonov, commercial director of Arlan, an official dealer of the French corporation Renault.
Russian market for components for cars. Alexander Sukharev, Deputy Head of the Marketing Service of the Citron Auto detention center, the city of Mikhailovsk, Stavropol Territory, is said about his features:
Alexander Sukharev:
It should be noted the absence of large investment in the production of components. Unfortunately, manufacturers of domestic components either remained, as it were for centuries, VAZ, that is, the VAZ suppliers, and accordingly worked with the Italians. That is, they had good initial capital and Western technologies. And such enterprises continue to work. And are the main suppliers of such factories as VAZ, GAZ, AZLK and so on.
And other enterprises that have grown on new financial investments, that is, on private ones, are mainly organized at former defense industry enterprises. By the way, our Citron plant used to produce electronics for the "defense industry".
And there were business people who bought these enterprises and began to redesign them. It should be noted that, of course, they did not find the initial period of development: when the VAZ, KamAZ were built. It was a boom. Then huge funds were invested in these industries. That is, they go, as it were, a "secondary" way. They take technology, let’s say, from large cooperatives. That is, it is very rare that the enterprise has funds to purchase a new Western technology, with its equipment and everything else.
And so - the state does not pay much attention to us. And so we suffer from you. Because the end consumer receives second -rate products. But at the same time - cheap. The main problem, I believe, remains the purchasing power of the population. If the population stops buying low -quality products from us, then we will just stop releasing it.
Oleg Rodin:
Alexander Sukharev, Deputy Head of the Marketing Service of the Citron Auto detention center, the city of Mikhailovsk, Stavropol Territory.
In one of the recent numbers of the popular magazine "At the wheel", the data of the next survey of readers were given. When asked what, in your opinion, the next prospects of the Russian automotive industry will be determined, 59% answered - “the creation of new joint ventures”, 30% - “the development of domestic plants”, and another 7% answered: “both of them and others”.

A review of some publications of the next issue of the British weekly "Economist". He went out on Friday, June 2. Maria Klein will introduce you to the review:
Maria Klein:
South Korea, as it might seem, last week was again on the verge of a financial crisis, writes "Economist". The Hyundai Corporation was in the center of events. Lenders of a giant industrial conglomerate, whose debts reached $ 46 billion, demanded the division of the corporation into parts. At the end of May, the two divisions of Hyundai banks refused new loans, and creditors demanded the resignation of the founder of the corporation. And they achieved her.
Most of the majority of the problems of the finances of South Korea - the existence of the so -called investment and trust companies. In case of cross -owning shares within the framework of a single conglomerate, the problems of one link can be the beginning of the collapse of the entire structure. When investors' trust in investment and traffic companies is exhausted, conglomerates lose one of the main sources of funds. The departure of the founder of Hyundai is impressive, but Hyundai Investment Trust is a dormant volcano, which at any time can wake up again, concludes the "economist".
For decades, De Beers supported the advertising slogan: "Diamond is forever." Now diamonds are becoming a problem for the company, writes Economist. At least three armed conflicts in Africa are funded by illegal sales of diamonds. The United Nations intended to block this source.
Of course, the free diamond market and the destruction of the De Beers monopoly is a great idea, but years will take its implementation. The solution to the issue is in the certification of all unprocessed diamonds, although De Beers for a long time claimed that this was impossible. That diamonds are more difficult to control than even drugs. Many diamonds of dubious origin were announced, for example, in Antwerp, but the Government of Belgium and the European Union chose this not to notice this. The customs services of all countries should guarantee that all the diamonds received from abroad were certified, and governments, in particular, European countries, must stop turning a blind eye to which diamonds are imported into their countries, the economist concludes.
Sergey Seninsky:
Maria Klein introduced you to the review of some publications of the next issue of the British weekly "Economist", which was released on Friday, June 2.
In Ukraine, from the beginning of this year, bread prices have increased one and a half times. And experts predict a new increase. Says our correspondent in Kyiv Sergey Kiselev:
Sergey Kiselev:
Since the beginning of the year, reports about raising bread prices in Ukraine appeared so often that they seemed to be used to getting used to them. On January 12, in Odessa and in Lviv, bread went up by 10-15%, and in Kharkov-by 20-40%. On January 20, in Donetsk, bread prices were increased by 20 percent, on January 27 - by 15 percent - they rose in Lutsk. In early February - another 20% in Odessa; In early March - again in Kharkov - by 33%. In mid -March and in April, prices in Odessa twice increased twice - by 17% and 4%.
Thus, since the beginning of the year, bread prices in Odessa have risen by 65-70%. In almost all other regions of Ukraine, bread has risen in price about the same amount during winter and spring.
The latter, as usual, was the capital of the capital: on May 10, that is, the day after the celebration of veterans of the Patriotic War, the prices of bread rose in Kyiv by almost half. If before the loaf of black Ukrainian bread - in terms - cost 14 and a half cents, then from May 10 it rose to 25 cents. Instead of 11 cents, the white loaf began to cost 18. At the same time, the minimum pension (taking into account the corresponding coefficients) is in Ukraine - in terms of about $ 7 per month.
With increasing bread prices, its consumption immediately decreased. Chief Engineer of the Kyiv Bakers No. 1 Eduard Zachk:
Eduard Zachk:
Now the sale has fallen a little. After the prices have changed:
Sergey Kiselev:
Head of the Marketing Department of the Kyiv Bakers No. 12 Lyudmila Vdovichenko:
Lyudmila Vdovichenko:
In principle, orders decreased. Because before they took a lot, that is, by the number of bread until the rise in price, some stores chose the norm three times more than at the moment.
Sergey Kiselev:
Sergey Seninsky:
Business Week:
Business Week:

Vladimir Morozov:
Vladimir Morozov:
Vladimir Morozov:
