Russia managed to reach an agreement with Western banks - members of the so -called London Club - on writing off part of external debt. It amounted to almost 32 billion dollars. How is it likely such an agreement with the Paris Club, that is, the governments of creditors? This club Russia should be $ 42 billion. How was the agreement with the London club prepared? Did the participants in this club have to write off a large part of the debt earlier than now - Russia? We asked these and other questions to answer experts from Germany, Great Britain and the United States. The essence of the agreement reached with Russia is that the old debt of the Soviet Union, members of the London Club, that is, a number of Western banks, for a total of almost 32 billion dollars, will be reissued to full -fledged Eurobonds with a total value of $ 20 billion. That is, if you keep in mind the purely technical side, then 36.5% of the debt of the Soviet Union to the London club are nominally written off, and the rest is re -registered in the Eurobligation, most of which will be repaid after 30 years, that is, after the expiration of their validity.
Some of the new Russian Eurobonds, worth $ 2 billion, should be repaid in 10 years.
In addition, an agreement was reached that over the next seven years, Russia would not pay interest on new Eurobonds.

This is a rather unusual agreement. The share of the debt of the debt is unusually great. It is also completely unusual that for the first time the part of the country's debt is written off, the total volume of the external debt is relatively small compared to its volume of its economy.

The leading world rating agencies reacted differently to Russia's agreement with the London club. And that's why. Jonathan Schiffer, employee of the Moody's agency:

I do not think that this agreement in itself can give the revision of the rating that our agency assigned. The fact is that we have identified two ratings: one - to the debts of Russia to the London club and the second - to Russian Euroobligations. This was done before default in August 1998.
We assigned the Russian Eurobligations to the B3 rating - B3. It means that the possibility of default on these papers is about 50 percent, that is, the 50 percent probability that Russia will not fulfill its obligations.
According to the debt obligations of Russia, the rating of the London club, determined by our agency, is designated as "CA" - SIE. It means that creditors can lose from 30 to 80 percent of their investment investments ...
The fact is that our agency - "Moody's" - has more different ratings than other similar agencies. Therefore, others can change their ratings regarding Russian debts, since one of the results of Russia's agreement with the London club is the translation of Russian duty in the Eurobligation. But I do not think that our agency should change the previously established rating.

An agreement with the London club means that private creditors banks wrote off part of Russian debts. If Moscow pays much less to the London club than she had to pay earlier, then it will have more funds for the payment of other debts, in particular, to maintain Eurobligations. In addition, the agreement with the London club demonstrates the readiness of Russia to cooperate with creditors.

If we talk about the technique of negotiations, then the traditional and justified scheme was applied: the parties jointly analyzed various forecasts of Russia's development for the next 10 years. We are talking about export, and the dynamics of GDP volumes, and the forecast of tax collection, their total mass, etc.
And on the basis of these indicators, a forecast is made in what volume in general will Russia really serve its external debt? So in the process of negotiations, they calculated that Russia will not be able to serve from 30% to 40% of its debt to the London club. And in the end, the parties agreed to write off 36.5%.

The place and position of Russia in international financial markets - what changes after an agreement with the London club? Jonathan Schiffer, Moody's Agency.

The situation of Russia will improve. After all, the country is still - in fact - was in a state of default. In the meantime, the country does not pay on its debts, no one will seriously deal with it. After reaching an agreement with the London Club of private loop banks, the so-called "technical" default is no longer. Now Russia can again provide loans if lenders consider that the degree of risk is already within reasonable limits, and they have a chance to get their money back.
The second reason for improving Russia's position in international financial markets is that a significant part of Russian duty is written off. So - it will be easier to repay the remaining debts.
And one more circumstance. It is possible that private creditors included in the London club decided that if Russia to write off part of its debt, then it became possible to return at least another part. After all, before the negotiations, there was a danger that Russia would offer to return a smaller part of the debt than the one that it agreed to return. And the London club decided to accept the terms of Russia. These were tough negotiations ...

The probability of the new default of Russia has significantly reduced, and in debts to the London club, it has almost minimized: 30 years is a long time.
Now, of course, Russia needs to negotiate with the Paris club, with creditors. Negotiations should begin this summer. If there can be achieved by a mutually acceptable solution, then the probability of the default of Russia and the debts of the Paris club will also be reduced. In these negotiations, we will talk about Russian debt totaling $ 42 billion.
If the negotiations end in an agreement, then Russia will have to maintain mainly new debts in the form of Eurobligations or loans of international organizations. These new debts will have a completely different structure, that is, payments for them will be long -term, and the service of these debts, according to all forecasts, will be for Russia.

Russia's agreement with the London Club of creditors - to what extent, if at all, does a possible agreement with the creditors of the Paris Club? Jonathan Schiffer, Moody's Agency:

It is difficult to say, at least for two reasons. First: before starting negotiations with the Paris club, Russia must be reached with the International Monetary Fund. The IMF is negotiating with the Russian government, but no one knows what their outcome will be. I personally think that I don’t know how soon, but the agreement will be reached. However, so far it is not.
The second problem is whether such large creditors of Russia as Germany and France will agree to write off Russian debt to the Paris club. I happened to discuss this issue with the official representatives of the German government, and so they are against writing off the debt of Russia. Germany believes that Russia is a rather rich country and therefore must repay its debts. The Germans admit that perhaps it is difficult for Russia to pay them now, and payment can be postponed or temporarily suspended, but, in the end, Russia must return everything. And this is the official position of Germany for today.
So, I'm not at all sure that the agreement with the Paris club can be reached shortly after an agreement with the London club.

In a standard situation, the debtor's country first achieves an agreement with the Paris Club. It stipulates mechanisms, which are then adopted by the London club.
In the case of Russia, everything happens the other way around. It is worth noting that the Paris club is absolutely not obliged to adhere to the same structure of the debt of any country as the London club. We must wait for negotiations. I think that the Russian side - as a base for negotiations - will invite Parisian to write off a debt about the same scheme that managed to agree with the London club. I think that it is from these positions that the Russian delegation will strive to negotiate.

The amount of write -off of Russian duty to which members of the London Club agreed is compared to the amount of debt to other countries of the world over the past 15-20 years. For example, some countries of Eastern Europe or Latin America ... Charles Blitzer, Donaldson, Lufkin & Jenrette, London:

These countries had much more debts compared to their volume of their economy. It was difficult for them to pay debts because the governments energetically carried out strict economic reforms. Neither one nor the other applies to Russia.
In this case, in my opinion, we are talking not so much about the inability to pay debts, but about the reluctance to do this. In Russia, problems with the return of external debts arose largely due to the outflow of capital from the country.
And the creditors agreed to write off part of the debt on the conditions proposed by Moscow, because they might not have achieved another. In practice, Russia raised the question like this: either take what we offer, or you can not get anything ...
If we compare Russia with other developing countries, then Russia is lagging behind the majority, for example, Latin American countries in terms of income level. Yes, in Russia, the general level of education is much higher. But in fact, Russia asked creditors to be treated as a third world country. What happened ...

The only country that the London club wrote off a significant part of the debt is Poland. She was forgiven almost 50%. The initiative came from the Paris club, and the London club followed its example.
Poland is the largest country in Eastern Europe. And the decision to forgive a significant part of Polish debts is, of course, a political decision. It was accepted to help the new government of the country.
If we talk about other examples ... Most of Latin America over the past 20 years have received more preferential conditions for debt repayment from the London club, deferred their payment, and reduction of interest payments. But debts were not attributed to these countries! The London club forgave debts to very few countries in the world.
Why was Russia so lucky? ... Let us recall that the payment of Russia's debt to the London club has already been delayed once - by agreement in December 1997. It is important to remember that these are debts that Russia inherited from the Soviet Union. And the decision of the creditors to write off a significant part of them is a political decision.

Indeed, in many regions there is already time -free payment of local telephone conversations. For example, in Moscow, 80-90% of organizations are on a time -based system. In the Nizhny Novgorod region, this is about 70-75% of all subscribers. This includes both legal entities and the population.
But, with the exception of the Nizhny Novgorod region, perhaps, in any of the regions, per -minute payment is not distributed so massively throughout the region. In the Yaroslavl region, one of the Yarrtelecom operators, has time -free payment of local telephone conversations. In the Perm region - the company Uralsvyazinform. In the Rostov region, for example, time -based payment exists already in two settlements, but not in the capital of the region.
Sergey Seninsky:
The system of timely payment of telephone conversations exists in most countries of the world, with its regional or national characteristics. And in what form is it introduced in Russia?
Andrey Braginsky:
There are certain constant components. This is a monthly subscription fee for which the subscriber is given a certain free time of telephone negotiations. It is calculated when this system is presented in the amount of the average duration of telephone conversations in each particular region. Usually, this is about 300-400 minutes a month. That is, for you there is a fixed subscription fee, for this you say 300 - 400 minutes a month for free.
And all that you slander more of this value is already paid per miserable. So far, there is no “preferential” time, say, in the evening or at night, when the cost of a telephone conversation is lower than during the day. Now this is not. And while there is the same permanent rate - regardless of the time of day.
Sergey Seninsky:
In those Russian regions where the system is already acting, for sure, have not been without conflicts with users ... in the same Nizhny Novgorod region, maybe ...
Andrey Braginsky:
In the Nizhny Novgorod region, really time -free payment was submitted earlier than in other regions - in 1996. This was made by the order of the governor. Indeed, a number of court claims were put forward against the local administration and against the local telephone operator, which said that the company and the governor were unlawful to do this.
In particular, the Society of Consumer Rights collected, as it were, all claims of the Nizhny Novgorod region against the operator of communication and the administration. For many years, and so far, they continue to sue the administration and with the telecom operator. There is no result - the court has not yet made any decision.
Of course, there were some small judicial claims from individuals to the telephone operator. But usually they are connected with the fact that someone, for example, is dissatisfied with the wrong, from his point of view, set by the account that he was “rounded” incorrectly, etc.
Sergey Seninsky:
Using the phone for commercial purposes, what did the heads of the ministry say last week: what did you mean?
Andrey Braginsky:
Under the "commercial activity" industry leaders, I think, implies cases when a private phone can be registered with an individual, and the organization really uses this telephone. Or, for example, some citizen is engaged in commercial activities from the house, and the family of this activity can be anything.
Sergey Seninsky:
After the introduction of time -free payment in some regions - what, people began to speak less on the phone?
Andrey Braginsky:
Indeed, in the first months after the introduction of the system of timely payment, the average duration of conversations falls. But as soon as subscribers begin to get used to the new payment system, the intensity of negotiations returns to the previous level and can even grow.
The tariffs system for timely payment, which is now starting to distribute in Russia, is arranged in such a way that the average telephone service consumer pays as much as he pays before the introduction of the prevailing payment of telephone negotiations. Therefore, for a completely "average" consumer, the introduction of a time payment system will not cause an increase in accounts for telephone conversations.
Sergey Seninsky:
If we talk about the purely technical side of the problem, is it really possible to distribute in Russia a time -based payment system everywhere by the end of 2001?
Andrey Braginsky:
In Russia, the telephone network is very outdated. And if we are talking about the introduction of a system of time -free payment on digital telephone lines, then this is very simple. On analog lines - this, of course, will take some time and investment. I think that until the end of 2001, it is probably technically possible to do this. The question is, what additional investments will be required for this?
But at the same time, it must be understood that introducing a time -based payment system at once in many regions is simply pointless. Because, for example, in rural areas, the time that the subscribers “slander” are already very small. And if you enter a system of time payment there, then the income of the local telecom operator will only fall, and will not grow. Therefore, it may simply be unnecessary to introduce a timely payment system immediately throughout Russia.

What is the ratio of digital and analog systems in the general telephone system of Russia today?
Andrey Braginsky:
The approximate capacity of digital lines is about 20% of the total capacity of the Russian telephone system.

Ten years ago, they almost coincided with those that were in Portugal. Today, the hourly salary in Montenegro is 10 times less than Portugal.
At the end of last year, Montenegro decided to abandon the use of the Yugoslav Dinar - in favor of the German brand. Thus, they wanted to protect themselves from inflation, but the “currency divorce” was perceived in Belgrade as a blow: now there will not be able to receive goods from Montenegro at artificially underestimated prices or print new dinars, hoping that Montenegro, as before, will pay with a hard currency.

Если говорить о торговле через Интернет, то она по-прежнему почти целиком строится на расчетах по давно известным кредитным картам. Тем не менее, грядет вторая волна новейших электронных расчетов. И на этот раз альтернатива кредитным карточкам имеет гораздо больше шансов на успех.
Часто, совершая покупку, потребитель не хочет раскрывать себя. В других случаях, особенно, вне Соединенных Штатов, у покупателя вообще нет кредитной карточки. Третьи покупатели - слишком молоды. И новые компании на этом рынке это учитывают.
Одна из них, например, предлагает некий "золотой стандарт" для торговли через Интернет. Клиенты наполняют свои "он-лайновые" счета для последующих трат, покупая золото и другие драгоценные металлы. Еще пример. Организация американских авиалиний, объединяющая 38 миллионов часто летающих пассажиров, предложит им уже в мае не просто набирать электронные баллы, но и расплачиваться непосредственно ими за целый ряд услуг. Есть и другие примеры, весьма обещающие.
И все же должно пройти немало времени, чтобы покупатели привыкли к новейшим видам электронных расчетов, чтобы они стали доверять электронным деньгам также, как и привычной валюте, заключает "Экономист".
Что следует предпринять бедной стране, если ей вдруг крупно повезло: лучший за последнее время - в смысле экономического положения - год принес на 30 миллиардов долларов положительное сальдо во внешней торговле? В случае с Россией ответ таков, пишет "Экономист": настойчиво твердить о своей бедности, просить о списании части внешнего долга и планировать переговоры о списании другой части.
И тем не менее, после соглашения России с Лондонским клубом обе стороны весьма удовлетворены. Инвестиционные фонды, ранее дешево скупившие долговые обязательства России, с удовлетворением наблюдают, как их котировки выросли вдвое. Коммерческие банки могут вздохнуть с облегчением: наконец-то найдено какое-то решение. А Россия утверждает очень удобный для себя принцип: она наследовала советские активы, а вот советские обязательства - вроде, уже не ее дело.
Теперь Москва надеется на соглашение с Парижским клубом, подобное тому, которое заключено с Лондонским. Однако почти половина российского долга Парижскому клубу приходится на долю Германии, правительство которой, учитывая настроения собственных налогоплательщиков, отнюдь не в восторге от идеи списания российских долгов, заключает "Экономист".

И, наконец, следующая стадия - когда компьютер на вашу команду не только выдает определенный текст, но и отвечает словами. В процессе такой, так сказать, "гуманизации техники" вы начинаете общаться с ней как с человеком. Такой говорящий и понимающий компьютер может быть очень полезен, скажем, для слепых людей. Или в ситуации, когда, например, хирург ведет операцию, в руках у него скальпель, к компьютеру отойти нельзя, но необходимо срочно проконсультироваться по какому-то, в буквальном смысле, "жизненно важному" вопросу. Врач устно задает вопрос компьютеру и получает устный ответ.
То есть человек общается с машиной, примерно так же, как мы сейчас говорим с вами. Мы не отправляем друг другу тексты по электронной почте, а именно говорим. Не исключено, что со временем, набрав мой номер телефона в мое отсутствие, вы позвоните моему компьютеру. И он ответит вам почти так же, как отвечаю я.

Технология "Voice Generation" используется для воспроизведения текста человеческим голосом. Вы вносите в компьютер отпечатанный текст, а он его воспроизводит вслух. Конечно, компьютерный голос не отличается пока особым благозвучием, но уже на подходе - новые разработки, которые позволяют приблизить компьютерное звучание к звучанию нормального человеческого голоса.
Что касается технологии "Voice recognition", то она существует в двух вариантах. Один используется для того, чтобы компьютер мог воспринимать и выполнять команды, подаваемые голосом, другой - для написания текстов под диктовку человека.
Еще одна технология -"Interactive Voice" - обычно используется для автоматического ответа на телефонный звонок. Еще лет пять назад для использования подобных программ распознавания голоса был необходим едва ли не самый мощный по тем временам компьютер. Сегодня эти программы могут работать даже на недорогих компьютерах. Они требуют, конечно, определенного объема компьютерной памяти, но то, что считалось гигантским ее объемом пять лет назад, сегодня - уже чуть ли не норма в компьютерной технике.

Суммарная доля американских и европейских компаний на этом рынке в целом по миру - Electronic Voice Market - примерно по 40%. Но значит ли это, что американские компании больше занимаются программами, связанных с английским языком, а европейские компании - с языками своих стран? И если говорить о программах распознавания голоса - можно ли такую программу для одного языка модифицировать для другого языка, то есть, существует ли некая единая платформа для "голосовых" компьютерных программ? Или же для каждого языка необходимо идти "своим путем"?
Гай Кьюни:
Одна из лучших в мире компаний, занимающихся разработкой голосовых компьютерных технологий - бельгийская "L&H", - начинала с европейских языков, в том числе и английского. Сейчас она выпускает программы и для американского его варианта, которыми первыми начали заниматься, естественно, американские компании - IBM и "Dragon"
В целом, разработка голосовых программ на разных языках не требует принципиально различных технологий. Некоторые трудности возникают при распознавании так называемых "тональных" языков, в которых для различения смысла используются повышение или понижение голоса. Но в целом написание голосовых программ на всех языках базируется на общих принципах.
Роб Эндерле:
Европейские компании гораздо дальше ушли по пути создания многоязычных программ, чем их американские коллеги. А в США успешнее идет создание программ для распознавания именно английского языка. Американские компании в основном занимаются английским языком и гораздо меньше внимания уделяют европейским языкам.
Принципы создания таких программ для различных языков могут быть аналогичными. Но ведь компьютер надо научить понимать, а затем и говорить на данном конкретном языке - на английском, французском, испанском... Поэтому и создаются программы для каждого языка в отдельности.
Уолт Течнэ:
Я бы сказал, что пройдет много лет, прежде чем такие программы будут использоваться вместо нынешней системы связи с компьютером. Скорее, такие программы найдут применение в мобильных телефонах. В будущем большая часть "голосовых" программ, на мой взгляд, придется именно на мобильные телефоны, а не на персональные компьютеры.
Проведите опрос - хотят ли люди говорить с компьютером? Я думаю, большинство ответит "нет". Людей вполне устраивает нынешний способ общения с компьютером - с помощью клавиатуры или мыши.
Ну, а компании, выпускающие программы для распознавания голоса, просто выдают желаемое за действительное и искусственно подогревают покупательский интерес. Например, с помощью компании "America-on-Line" в Интернет ежедневно выходят 20 миллионов человек. И видят рекламу. Им эффектно предлагают возможность поговорить с компьютером. И программа для этого стоит всего 50 долларов.
Какая-то часть из этих 20 миллионов человек решает про себя - ну, давай попробуем. Они покупают программу, пробуют с ней пару дней, а потом - забывают о ней.
Да, компьютерные программы, позволяющие распознавать голос, продаются сейчас в большом количестве, но только благодаря массовой рекламе, из-за которой мы нередко покупаем не очень нужные нам вещи.

Компания "Dragon Systems" несравнимо меньше, чем "IBM", но она гораздо раньше начала создавать и продавать программы, позволяющие компьютеру распознавать человеческий голос. И сейчас программы компании "Dragon Systems" - чуть совершеннее и быстрее работают.
Аналогичные программы корпорации "IBM" чуть ниже качеством, но зато дешевле. И такая гигантская компания как "IBM" может позволить себе тратить куда больше денег на новые разработки, чем та же "Dragon Systems". Так что весьма скоро их программы будут мало отличаться друг от друга.
Теперь о ценах. Разработанная корпорацией "IBM" программа, позволяющая компьютеру распознавать человеческий голос, обычно входит в комплект с другими программными продуктами, которыми оснащается продаваемый новый компьютер этой компании. То есть, покупая компьютер, вы получаете и эту программа.
Если же покупать эту программу отдельно, то она стоит в США от 50 до 70 долларов. Аналогичные программы компании "Dragon Systems" стоят от 50 до 100 долларов.
Гай Кьюни:
Я бы не сказал, что продукция ведущих европейских компаний, работающих в области создания голосовых компьютерных программ, чем-то принципиально отличается. Ведь технологии схожи. Хотя, конечно, у каждой из них есть какие-то свои наиболее разработанные направления. Но в целом все исследователи и разработчики в этой области, хорошо осведомлены о работах друг друга.
Кроме того, они используют для разработки своих программ аналогичные по техническим характеристикам компьютерные системы - скажем, с процессорами быстродействия "Pentium III" и соответствующими звуковыми картами. Еще пять лет назад таких процессоров просто не было. Так что ни у одной из компаний в этой области нет существенного технологического преимущества.
О выдающихся достижениях отдельных компаний можно говорить лишь применительно к очень узким направлениям. К примеру, американская компания "BBN" весьма успешно работает сейчас над созданием программного обеспечения для распознавания отдельных человеческих голосов в многоголосом разговоре.
Роб Эндерле:
Программы компаний "Philips" и "L&H" с самого начала были многоязычными, то есть рассчитанными на распознавание многих языков. Кроме того, европейские и американские компании ориентировались на разные категории потребителей. Скажем, "Philips" и "L&H" выпускали специальные дополнения, работали в пакетах с программами для крупных, корпоративных клиентов. Например, когда вы звоните в банк, вам часто отвечает одна из таких машин. Теперь европейские компании применяют тот же принцип и в персональных компьютерах.
Американские компании, те же "IBM" и "Dragon Systems", сразу начали с персональных компьютеров, и они ориентированы, в основном, на английский язык. Так что это - разные продукты.
Или еще. Бельгийская компания "L&H" уже интегрировала свою программу распознавания голоса в свою же программу-переводчик, которая уже может переводить с одного языка на другой - с голоса.

Эксперты рынка телекоммуникаций говорят: уже в скором будущем "голосовые" технологии будут максимально востребованы для сотовых телефонов. Они и так уже стали очень маленькими, так что "давать команды" этим телефонам будет гораздо проще голосом человека, чем ему же набирать для этого определенное сочетание мелких кнопок. Не говоря уже о том, что голосом - гораздо быстрее, проще и удобнее.
Майкл Эрбслоу:
Уже в самом ближайшем будущем мы станем свидетелями стремительного распространения в мире так называемого "беспроводного" Интернета. Прогнозные расчеты, проведенные нашей компанией, позволяют говорить о том, что в отдельных регионах мира уже совсем скоро на каждого человека, пользующегося обычным, проводным доступом к Интернету, будут приходиться три человека, пользующихся беспроводным Интернетом.
При этом возрастет значение программ, позволяющих распознавать человеческий голос. Такие программы, в сочетании с беспроводным Интернетом, позволят, например, бизнесменам использовать сотовый телефон для моментальных финансовых операций - скажем, для продажи и покупки акций.
Это ведь удобно - не надо садиться за компьютер или подсоединяться как-то к телефонным или компьютерным сетям.
Беспроводной доступ в Интернет уже существует, но пока им пользуются не более 2 процентов всех пользователей Интернета вообще. Наша компания проводила исследования будущего рынка услуг, связанного именно с беспроводным доступом в Интернет. Многие из них связаны именно с такими финансовыми операциями, как продажа и покупка акций.
Роб Эндерле:
Для сотовых телефонов очень нужна система распознавания голоса, потому что и без того крохотный аппарат сотовой телефонной связи все больше становится компьютером, но в который все труднее встроить удобную клавиатуру с алфавитом.
Кроме того, не письменная, а именно устная команда может гораздо быстрее связать владельца такого телефона, например, с его деловым партнером, с банком, с брокером.
Наконец, не забывайте о таком факторе, как стремительное расширение возможностей Интернета. И на этом фоне крупнейшие компьютерные компании (та же "Microsoft") стремятся получить в свое распоряжение новейшие программы распознавания голоса, потому что предвидят в самом ближайшем будущем резкий рост продаж мобильных телефонов. И если к этому времени компьютерная компания будет владеть фирмой, производящей так называемые "голосовые" программы, это дает ей гораздо больше шансов на успех.
Гай Кьюни:
В какой-то степени система системы распознавания голоса - в простейшем своем виде - уже используется при разработке сотовых телефонов нового поколения. У этих мобильных телефонов уже достаточно памяти, чтобы правильно выбрать один из заложенных в нее телефонных номеров по команде, поданной голосом. Вы вводите в память несколько телефонных номеров - скажем, телефон вашей матери, жены, домашний и служебный. И затем вам достаточно произнести некое ключевое слово, чтобы телефон сам набрал необходимый номер.
Увеличение числа телефонных номеров для этого пока затруднено, потому что размер сотового телефона не позволяет еще увеличить объем его памяти до необходимых размеров. Кроме того, современные сотовые телефоны не обладают еще способностью генерировать звучание человеческого голоса с высоким качеством, некоторые голоса им вообще трудно распознавать. Так что широкое применение голосовых технологий в сотовой телефонной связи пока затруднено.
И в целом рынок систем распознавания голоса все еще невелик. Тем не менее, на нем уже действуют довольно много компаний. В такой ситуации неизбежны либо слияния таких компаний, либо их поглощение более крупными.
Еще одна особенность этого рынка. Многие из действующих на нем небольших компаний не обладают собственными наработками в области голосовых технологий и пользуются - по лицензиям - достижениями других фирм. Это дешевле и проще, чем самим изыскивать средства для необходимых исследований.
