The program is maintained by Andrei Shari. The leaders of the Parties "ATP" and "Apple" Boris Nemtsov and Grigory Yavlinsky, political analyst Andrei Piontkovsky, Radio Liberty correspondents Vladimir Baburin, Dmitry execution, Mikhail Sokolov and Maxim Yaroshevsky participate.
Andrei Shary: Today, the President of the Yukos oil company Mikhail Khodorkovsky and one of the former shareholders of the company Leonid Nevzlin were interrogated in the Russian Prosecutor General.
Businessmen were called to the prosecutor’s office in connection with the investigation of the criminal case of Platon Lebedev - the head of the Menatep group, the financial center of the Yukos. Lebedev is accused of embezzlement of state actions and several more crimes. Says Radio Liberty correspondent Maxim Yaroshevsky:
Maxim Yaroshevsky: An interrogation of the famous Russian oligarch Mikhail Khodorkovsky aroused unprecedented interest among all writing and removing the media. As soon as the oligarch appeared in the courtyard of the investigation department of the prosecutor's office, a crush arose at the entrance to the entrance. No one had time to ask questions. However, a small comment on the investigation from Mikhail Khodorkovsky was obtained:
Mikhail Khodorkovsky: The company is not affected in this case, and all the issues discussed are in the field of those cases that have already been stated in the press. As you understand excellently, I can’t tell you anything more for legal reasons.
Maxim Yaroshevsky: The interrogation of Khodorkovsky lasted two hours. Another defendant in the investigation of the General Prosecutor's Office was the shareholder of Yukos, and part -time - the rector of the Russian State Humanitarian University - Leonid Nevzlin. With him, the conversation lasted more than five hours. Wait for an answer from him, in connection with what criminal case the oligarch and the rector were called for interrogation, Nevzlin refused, saying that he had given a subscription to non -disclosure of the case file.
Andrey Shary: About the reasons for the initiation of the case against Plato Lebedev, my colleague Karen Agamirov talked with the leader of the Yabloko party Grigory Yavlinsky:
Karen Agamirov: The events that turned around the company "Yukos", the leader of the Yabloko party appreciated:
Grigory Yavlinsky: How completely disproportionate. Disproportionate from the point of view of common sense or from the point of view of legislation. We consider the application of such repressive measures as not only useless, but also harmful, from the point of view of the state of the Russian economy, Russian business and the state of affairs in society. The use of the 1994 episode at the request of the State Duma deputy indicates that this is a custom-made event in the form of such a “collision” using law enforcement agencies. The goal consists of several parts, first of all, this is the suppression of a large business attempts to become politically independent, to establish the absolute dependence of the entire large and largest business on the authorities.
Karen Agamirov: From a political point of view, measures in relation to the leadership of the "Yukos", according to Grigory Yavlinsky:
Grigory Yavlinsky: A step that can be evaluated as a political “cleaning” before the elections and suppress political opponents during the elections. The fact that the best company has been used for this demonstration event indicates that it is supposed to give such a lesson to all other companies, in general, to all business. Moreover, this action of intimidation occurs against the background of a complete revelry in the country of criminal events, criminal dirty "showdowns", including at higher posts in government institutions. Over the past 10 years, from the beginning have been created, and now they have strengthened the corporate, oligarchic system, absolutely opaque. We reject repressive measures aimed at, or - taught, proposed, used as a tool for leaving the system, an oligarchic system that has been created in Russia over the past 10 years. Repressive measures here are completely inappropriate, they lead to a dead end, they lead to self -destruction, to the destruction of everything that is created in the country with great difficulty, contrary to this very system. Therefore, the main directions of overcoming this system are economic measures, economic levers, the real implementation of institutional reforms of economic, and most importantly: all these events once again showed that the exit from the system, which is a system of inhibition of development of both society and the economy is the creation of an independent state Duma in Russia, the independent state Duma, independent parliament, support and protection of independent, politically and financially independent, media, conduct at least more Either less fair, honest elections in Russia, and, of course, holding administrative reforms in such a way that they still provide a business separation from power for real.
Karen Agamirov: The leadership of Yabloko sent a request to the General Prosecutor's Office in connection with the events around the company "Yukos". When asked why they occurred right now, Grigory Yavlinsky answered as follows:
Grigory Yavlinsky: Why did this happen right now? There is never an answer to this question in Russia, so that in Russia it does not happen, they always ask a question: why is this happening right now? The answer is this: because in Russia something always happens in Russia. Because summer, because the elections are soon, because there was spring. Well, why? Because.
Andrei Shary: Yukos expressed his opinion on the scandal around the Yukos oil concern with Mikhail Sokolov was expressed by the leader of the Soyuz of the Right Forces and her parliamentary faction Boris Nemtsov:
Mikhail Sokolov: Boris Efimovich, if you just say rudely, what is happening with Yukos and Khodorkovsky - is it a “race”?
Boris Nemtsov: This is a “collision”, in the style of Korzhakov, when there was such a famous article “Snow”, and when the NTV leaders were really laid in the snow and tried to take their property. This is a "collision" in the style of the arrest of Anton Titov, when the problem of the war for the media was solved. What is today's feature? The fact that Khodorkovsky is not a media magnate and has not yet taken care of politics. He only announced that he wanted to leave business somewhere by 2007-08 and engage in politics. The peculiarity is that we are talking about the largest company with a good reputation in the West, I would like to emphasize. Yukos has a good reputation precisely due to the transparency of accounting, invitation of Lord Owen to the Board of Directors, and so on. The price of the company exceeded $ 30 billion, although Gazprom should be the most expensive, but it is far behind due to poor management, due to closedness, lack of qualified, competent solutions, and so on. This is a blow to the reputation of Russia, this is a blow to the image of Russia, the prestige of Russian business as a whole, and a blow to power, because the country's investment climate worsens, the capital will go abroad, nothing can stop them, nothing. What happened? It happened, I would say so, the resonant merging of the political interests of the authorities and some commercial interests of companies that are close to power.
Mikhail Sokolov: That is, it turns out, so the one who ordered this action plays both on the political field and on the field of, say, the one’s part of the business from the Yukos, is it possible?
Boris Nemtsov: I would now look at the problem wider. Such a third -rate capitalism has developed in the country. There is a small group of raw material companies whose owners are included in the Forbes list, 17 billionaires who are actively developing their business, and there are 40 million people with incomes below two dollars per day, and the country in this state, with such a social situation, is pregnant with the revolution. In principle, it can be born. To be born in two ways, or the revolution, the rebellious and merciless rebellion, when there will be the nationalization of the oil industry, for example, when the offices are destroyed, and so on - we have already passed, or the business itself realizes that such an oligarchic structure is very dangerous for himself, will understand its social responsibility to society and agree, for example, to increase natural rents. Here is actually the entire window of possibilities. Either the peace path of the agreement with the authorities and the society that we are ready to pay increased taxes and at the same time reduce taxes for everyone else, or there will be constantly attempts by the various political forces, first of all, left -wing, and maybe centrists, by the way, you remember the “people's party” initiated the nationalization of the oil industry, already during the spring session, by the way, gained this issue ...
Mikhail Sokolov: And just bureaucrats, it is beneficial for them to distribute it.
Boris Nemtsov: That's right. That is, I believe that business should learn from what happened. The second lesson that needs to be extracted is already political, it is that you need to determine the rules of the game of business on the political stage. Remember, the conflicts are permanent with business, arrests in the beginning of 2000, when then entrepreneurs gathered and created the Russian Union of Industrialists and Entrepreneurs in a new form, and lobbying became civilized, the actions of entrepreneurs are positive for the country, and the tax, and the land, and all these things were largely supported by the business community. But the RSPP solves only economic problems. Now, apparently, the entrepreneurs have come to gather and discuss how they can actually participate in political life, agree on some rules.
In my opinion, there should be two rules of everything. There are laws, but they do not work, so they must be forgotten about them. There should be two rules. Rule number one is antitrust: no one can buy parties, no one. The party should be, as in the collective farm, there are many sponsors, many participants, then the party will be independent, then it can be left, right, and centrist, but it should be independent. By the way, the ATP can proudly state that this rule inside the party acts, which is why the ATP is an independent party. The second rule, I believe what they could agree on - about certain maximum amounts of financing, setting the ceiling, for example, more than 10-20 parliamentary elections, I don’t know, let them decide, we will not invest millions. This is due to the antimonopoly rule, but it also matters, because there are companies that have a lot of extra money and which decided to privatize the political system is wrong.
And the last: in my opinion, a dialogue with power needs this topic. There is nothing to be shy. I am sure that Plato Lebedev would not be in Lefortovo if they had seriously spoke with the authorities on this topic so that no one would suspect anyone - and you finance it, and you finance it
Mikhail Sokolov: Power - in the sense of President Putin?
Boris Nemtsov: Yes. And I do not see anything special. There are laws that do not work. What to do in this situation? What to do in Russia in this situation?
Mikhail Sokolov: But the authorities believe that she is stronger and does not want to negotiate with anyone, she wants to dictate her conditions.
Boris Nemtsov: You know, the authorities believe that it is stronger, but still claims to be civilized. Putin wants to be a member of the Great Eight, he likes when he is accepted by the British queen, he enters the community of the most developed countries of the world, respect him in the world. I do not think that he wanted his reputation to somehow suffer from this story. I don't think so. I am convinced that he is ready for such a dialogue. Yes, not from the perspective of the weak, maybe this I agree, maybe from the standpoint of strength, but it is obvious that he is ready for this dialogue. Not with the "yukos" dialogue, you see, this is wrong. As I would do, in fact, as I did when there were economic problems. At first, the business itself should sit down at the table, there is a site - the Russian Union of Industrialists and Entrepreneurs - and talk: guys, what are we waiting for nationalization? Lefortovo? Or, nevertheless, we will somehow agree on the rules. To invite the same Voloshin meeting with Surkov to this. I don’t know if Ivanov and Sechin will be invited, it’s hard for me to tell me, but Voloshin and Surkov could be invited to develop a certain technology of work. By the way, similar things can be done at regional levels, in the regions the same story. They buy legislative assemblies, regional Duma, governors, the benefit of elective campaigns are expensive, then they do not pay money from budgets, do not pay taxes. This is a problem, which is throughout the country, it, as it were, has only now become obvious in connection with a loud business, and it has existed for a long time, and that, we will look at it further? Now - in which the situation is bad. The oligarchs finance all parties and, of course, require the party to protect their interests. It turns out a vicious circle, the oligarchs finance parties, parties protect their interests, spat on the poor, on the fact that there is no middle class, spit. The country has an unstable situation. What are we going to? Obviously, this agreement should be.
Mikhail Sokolov: Boris Efimovich, but you left the question of customers and their program, they do not appeal by political categories, such a feeling?
Boris Nemtsov: The interests of the political class of Russia, including the leadership of the country, are weaved, and the interest is such that, “we are kings of the Mountains, you do not intervene in the political process, we do not interfere with the entrepreneurship, and you do not interfere in the political process,” - this is the actual agreement. Why suffered Gusinsky and Berezovsky? Because they intervened in the political process.
Mikhail Sokolov: And what rules did Khodorkovsky violated then?
Boris Nemtsov: It is difficult for me to say, but it turns out that he will finance the party without demand.
Mikhail Sokolov: And that's all?
Boris Nemtsov: This is all because this is enough, because, apparently, the authorities think that it is an prohibitively large funding that can, in the end, lead to the privatization of the State Duma, for example.
Mikhail Sokolov: But it does not seem to you that the solution to the conflict may be in the economy, that Khodorkovsky will give something to the necessary people and the problem will be resolved, despite the political part?
Boris Nemtsov: I think this is an economic and political question, I think, after all, a compromise and the search for ways to get out of it lies in a plane as a political one, it will be necessary to understand the procedure for interaction between business and parties, business and authorities in the political sense, as well as the issue of conflict between oil companies ...
Mikhail Sokolov: It just seems to me that there is another question that this topic has exposed is that everything that was done in the 90s is still illegitimized. It did not pass, relatively speaking, an amnesty for what has been done. Everyone participated in the economic revolution, and the political, too, and everyone can be held accountable for this - this is how it turns out?
Boris Nemtsov: I’ll tell you this: during the period of accumulation of capital, gang capitalism, of course, all participants in the stigma in the gun. This is the reason why the authorities are constantly pulling for certain hooks, trying to build and build everyone. I believe that there are two possibilities: either to divide everything - to divorce, the path to the civil war, or bring the line and start life again. The other is not given simply. If there are no years old for the deed, by the way, this is both in criminal law and in civilian, then there will always be threats of nationalization, but do you know what the result of this situation? Poor people who make little money. Look, the country has political stability, 70 percent of Putin’s rating, a manual Duma, no Federation Council, loyal governors, “cleared” TV channels, but there are no investments, because everyone expects the next either Anton Titov or Plato Lebedev.
Mikhail Sokolov: Still, Berezovsky is confident that the script is pessimistic-robbed Gusinsky, expelled him, and so it will take turns with all major capitalists who are very participating in economic and political major processes
Boris Nemtsov: This is bad for the country. I believe that Khodorkovsky’s departure is bad for Russia. Firstly, the authorities will not stop there, at the same time those who are next to it, and secondly, this is the export of money. Why should we bore the worst option and talk about it? I believe that there is the experience of the new Russia, the sad results of this experience.
Mikhail Sokolov: Yes, Deja Vu is, this is repeated.
Boris Nemtsov: Yes, and not taking into account this is stupidity. Well, Khodorkovsky will leave, 300 thousand jobs will be lost, this is all tangible, the city of Yugansk will disappear, factories in Samara will close.
Mikhail Sokolov: Why? Everything will get Rosneft and Bogdanchikov.
Boris Nemtsov: They will leave with money, do you really think that they will leave empty -handed? The departure of every major entrepreneur is not his departure, wife and children, it is billions of dollars from the country.
Mikhail Sokolov: It seems to me that this is a loss for democracy, since everything is independent that Russia has in large business, for now.
Boris Nemtsov: Including this. Listen, in our country the country has lost tens of millions of talented, smart, decent people over the twentieth century. No matter how treated the oligarchs, we must admit that they are shallow people, and they are active, efficient. Do you think so simple, even if something has fallen to you, property, build a company and provide hundreds of thousands of people with jobs? Of course not.
