In August 2009, Sergei Magnitsky filed a complaint against the illegal actions of Andrei Pechegin in the Tver court of Moscow, however, before his death in November 2009, this complaint was never considered, despite the five -day period stipulated by the law for consideration of such complaints. Pechegin also ignored the appeals of international organizations on the illegality of the persecution and detention of Magnitsky, which were carried out by the same employees of the Ministry of Internal Affairs, whom Magnitsky accused of corruption. In addition, Pechegin ignored all the appeals addressed to the general prosecutor regarding the persecution of employees and lawyers of Hermitage Capital, as well as the lack of an investigation into the activities of the Ministry of Internal Affairs, convicted of theft of budgetary funds.
