Which and so heavy burden falls on the costs of conducting state experiments called reforms.
Please do not rush at me in the comments, but I do not understand the essence of twisting the nuts regarding migrants. From the powers of migration services and so the head is spinning, but here they will still plant. What will happen then? They will create new survival schemes, new criminal professions will appear in this environment and a dachshund will grow for solving the problems of foreigners. That's what will happen.
In Russia, a persistent image of a migrant worker has long been created as a dirty one who does not know the basics of a language and school subjects, ready for a person’s crime. We are no longer accepted for people, they call us as you like, but not a person. Now the second cliche about us is ready: a criminal. After all, now they will plant for the simplest violation: lack of registration paper. And as the Russian government cannot understand that twisting hands will not lead to submission. After all, there will be opposition. This is the law of physics, and there is no getting away from this. It is a pity that the Russians forgot it. Isn't it better to simply fulfill the requirements of an existing law that is very effective?
Yes, the costs of external migration irritate Russian citizens. And to remove these stimuli is one of the main tasks of migration services. But I recall two FMS employees who simply mocked me when I came there on license and registration issues. As they demanded all new documents, I brought, and they were simply thrown into the basket. As the translation of those lines that were written in Russian were required, but in Uzbekistan, and there, you see, they say not so in Russian and write wrong. I also will not forget my Armenian neighbors, who on the first day of visiting the FMS simply bought all the necessary documents and their apartments in the future were never visited by the FMS inspector. No one is going to clean these irritants?
Laws throughout the country have equal strength. And if the law does not apply to any “separate national enclave”, then this is the trouble of those who should be responsible for this. And these responding people are citizens of the Russian Federation. And the fault of the people of Armenian or Tajik, for example, is not a compact area of residence in this. They live according to the rules that the party hosts and holds. A local official may not take bribes, do not turn a blind eye to violations in this very enclave and, in general, work as the law tells. And if he does not do this, why demand from others, and not from him?
Demand your own functional duties from your official and you will not have to take such repressive measures.
I do not agree that "everything is bought and there is no truth." Of all countries, in the post-Soviet space, it was in Russia that the democracy and a society of fair development, to which the West has been going on for many, many years. And, if somewhere the law did not work, then it was the fault of people responsible for its effectiveness, and not the authorities as a whole. One of the officials who openly trained the law, has already been responsible, the line will not be delayed. But it is a pity that a certain group of untouchables is still created, to which the law has not been written. And here I would like the struggle for fair management to not transform into the nomination to the leading posts of the right authorities of people who blindly fulfilling its demands in the future.
We live in a world where human life is not expensive. And its dignity is even more so. I want it to change. And I am also proud that we lived together and together sought victories. My grandfather participated in the war and reached Berlin. And therefore, when I entered Moscow, I want to experience pride of the general history and roots, and not fear that for violation (not a crime!) Migration legislation will bring me to criminal liability.
