The story of the promotion of Valentina Matvienko in the speakers of the Federation Council looks shameful even against a general dull background of Russian election practice, because, apparently, a very petty fraud is used. Is it like a bright politician of the federal level - if the will of the state throws him from one work to another (which is also not quite legitimate according to democratic procedures) - is not able to honestly win the elections even in a modest municipality?
