"Our house is Russia"
The program is conducted by Anatoly Shot. It is attended by sociologist Eduard Gelman, Tatyana Kutkovets, sociologist, research director of the Moscow Institute of Sociological Analysis, Otto Latsis, economist, observer of the newspaper New Izvestia.
Anatoly Shot:
Today we will talk about NATR, which means “our house - Russia” - this is the name of the Chernomyrdin party, the former “party of power”, which was created at one time in order to squeeze the Communists and close to them in the State Duma, and at the same time not to noticely turn around the opponents and rivals of Chernomyrdin by democracy. For various reasons, the government became more difficult to go around the Duma, things were multiplied, which was impossible to cope with without the adoption of certain laws prepared by the government. The first of these cases is the budget. Chernomyrdin never managed to draw up an executing budget. In the past elections, NDR received 12.2 percent of the vote in the Duma, although they expected to receive noticeably more. Chernomyrdin had a relatively recently the idea that “our house” would help him become the president of Russia, Viktor Stepanovich persistently repeated that he was not used to being not the first. So far, less than five percent of voters are ready to vote for his party. In the first "triple" of this party, Chernomyrdin himself, Vladimir Ryzhkov and Saratov Governor Dmitry Ayatskov. The fourth is Boris Fedorov, who at one time subjected Chernomyrdin to destroying, offensive criticism. The election platform "Our House" has the name: "10 steps in the 21st century." The main compiler of it is Vladimir Ryzhkov, he is eloquent than all the main provisions of the ideology of his party: healthy conservatism, statehood and patriotism. Negotiations were conducted on the Union of NATR with the "right -hand business" - the party of Gaidar, Nemtsov, Kiriyenko, a wide right -centric coalition was supposed. Gaidar accuses the former "party of power" of involvement in the emergence of "nomenclature capitalism" in Russia. Using other words, Vladimir Ryzhkov speaks of this as a merit, as one of the manifestations of "healthy conservatism." The “Healthy Conservatism” by the ideologists, as you can understand, are dissolved from the Gaidar period of Russian transformations, on the one hand, and from Zyuganovsky socialism - on the other. They want to lead Russia, in general, along the western path, but so as not to push bureaucracy and choose everyone who does not reach for Gaidar or Yavlinsky.
How did the "party of power" behaved in the State Duma? Says Eduard Gelman.
Eduard Gelman:
NDR is a faction that was created under the leadership of the former chairman of the government, Viktor Chernomyrdin, and which on this basis was considered a "party of power" in the Duma, but this faction was not lucky, because it did not have an internal political unity, it was just a "party -making" collected from people who had their own interests. For four years, they had to change the manager three times, and now it is a practically collapsed faction, besides, Viktor Stepanovich Chernomyrdin is not a chairman of the government, and in the next election the NDR faction will already be just a faction, which is a Gazprom, one of the natural monopolies of Russia. Some kind of "industrial party". It is unlikely that it will have a noticeable representation, and, moreover, a noticeable weight in the Duma. She voted, in general, trying to support the government, but due to the lack of internal unity, these attempts were timid and not energetic enough. Although, when she managed to unite with Yabloko, she succeeded. Basically, she lobbies those laws that were introduced on behalf of the government and the president. She almost does not offer her laws. These are primarily those laws that are associated with the gas and oil industry with the budget. Purely household items, what the government needs. NDR supports budget projects, all tax innovations, everything related to ensuring external debt and the requirements of the IMF. The NDR faction tried to play the role of a "party in power" and do about the same thing that is trying in all countries to do the Party of Power in the parliament.
Anatoly Shot:
“Our house - Russia” is discussed - the Chernomyrdin party, which was created as a “party in power” and very much made in this capacity as one of the parliamentary parties. Says Tatyana Kutkovets - sociologist, director of research by the Institute of Sociological Analysis in Moscow.
Tatyana Kutkovets:
If you believe what the leaders of the NDR say the lips of the younger leader Ryzhkov, then the ideology of NDR is the ideology of "enlightened conservatism." If someone tells me what the "enlightened conservatism" of 1999 and the end of the century is, then I will be very grateful to him. I do not know what the "enlightened conservatism" of the party, which is called "our house - Russia" is. I can imagine what "enlightened conservatism" is, say, for Nikita Sergeyevich Mikhalkov, but I do not understand what it is for the country as a whole. All that ND attributes to "enlightened conservatism" is a set of everything beautiful, wonderful, good, what was, what is and what will happen. But where does conservatism? The word conservatism itself suggests that there is something that needs to be transferred as a kind of jewel, stored and protect. Here in the film "Siberian Barber", on which makes his election campaign "Our House", this is an absolutely wonderful contribution of director Nikita Mikhalkov to this action, there is the whole ideology. It shows a magnificent, promising, rich, talented, inexhaustible, universally educated Russia and, in fact, if such a party at that moment had arisen and announced enlightened conservatism, then everything would be clear. What can now be offered as "enlightened conservatism" - I do not understand, therefore, this is the quasi -laws of quasi -). I have a text in front of my eyes: “Vladimir Ryzhkov about the ideology of enlightened conservatism”, I quote: “Our party appeals to some eternal, understandable people of values. It advocates a strong, not corrupt state that serves not private corporate interests, but national interests. It advocates a normal market economy, where there are conditions for everyone, but at the same time supported We should not allow the domestic capital for a free society. It is not very popular, and our ideology may not be very well known, but the voter is sure that it is the future. " Under this, any now existing party in Russia can subscribe, and throughout the post -Soviet space, too, and I think that in most other countries there are also such parties. Is this the ideology of the party?
Anatoly Shot:
Quasi -Party means an imaginary party, the appearance of the party, benevolently, the germ of the party. We are talking about the party "Our House - Russia", whose election list is headed by Viktor Chernomyrdin, Vladimir Ryzhkov and Dmitry Ayatskov. There is no doubt that if Chernomyrdin remained the chairman of the government, the NAT would already be such a force that the quasi increase would not look as appropriate, so mandatory as today. The charge was serious, this is evident now, when it comes to naught: several large and non -random personalities appeared in NDR. They did not have enough time to get rid of the burdensome signs of a “party in power”, but the fact that they firmly decided to get rid of these signs indicates that they are politicians and that there is still something behind them, except for the creation of NDR, except for the position and other capabilities of Viktor Stepanovich: what can be said about the program of “our house”? What this "house" wants, it is clear: in the Gaidarovsky - does not want, in Zyuganovsky - does not want: Otto Latsis, economist, observer of the newspaper "New Izvestia".
Otto Latsis:
I think that this party wants to have its own prime minister, that's all. This is not an assessment, this is just an objective and completely neutral description of Russian reality, in which there is nothing surprising and nothing offensive. The multi -party political system began to form eight years ago. The party itself: Zyuganov has a more or less party, although it is also young, because it cannot be said that she is 90 years old, this is not the CPSU, she is 8 years old. But this is already a party, because it is a certain party of the former CPSU, in this sense it is not roots. Others have no roots, if not a quasi -border, then it is rather a protoparty. Maybe a little closer to this "apple", but it also did not know itself. But NDR, "Fatherland - all of Russia", the only honest movement in this regard is "unity." Shoigu directly and proudly said that "we have no ideology, we are not a party at all, but a electoral block, and we are different." NDR pretends to be a party, but this is a selective block. It arose when people who at one time tried to join Gaidar in 1993, believing that the “choice of Russia” would become a “party in power”, in 1995 crossed the Chernomyrdin, deciding that this would be another “party in power”. Now most of them ran to Primakov, and they rush about - either to Primakov, or to Shoig - maybe there will be another fourth "party in power". Well, the NDR is the remnants of the Party of Power No. 2, which really stayed in this role for several years, longer than others, and a certain number of people were delayed there. Perhaps this is the personal merit of Ryzhkov and some old ties and financial capabilities of Viktor Stepanovich. So they lingered, but when they most likely will not gain five percent, this will end in this, because the party as such did not arise and did not have time to strengthen and now has every chance of disappear. Search for some principles, ideas - her ideas are intermediate, supporting what is. She, as the Chernomyrdin party, is more responsible for more than anyone else for the entire current state. Therefore, it will approximately maintain a certain Middle Medicial line of reform, but moderately, we will correct the mistakes, but, in general, we will do about the same thing. In general, we will pretend that everything is not so bad.
Anatoly Shot:
Members, and even more so the leaders of almost any party, are not inclined to do nothing, even if they really have nothing to do. There are written programs, promises to voters, the same “10 steps in the XX1 Century”, if we talk about NDR, there is a political life in which the willy-nilly has to participate, there is, finally, a sense of self-esteem, personal claims: Viktor Stepanovich Chernomyrdin said not in vain that he was not in his life and would not be the first. What can he and his one -partyists achieve, being in the State Duma?
Otto Latsis:
Yes, they cannot achieve anything. In the best case, if five percent is gained, then in the role of a small party that will lean to someone, they will continue the existence of this party, will really lay the foundation of some kind of moderate-conservative course, but most likely it will be an episode in that Brownian movement that will inevitably take place in Russia for decades, until the stable two or three-party system is already formed, as is the country with a country with a country. cultural policy.
Anatoly Shot:
He was Otto Latsis, an economist, observer of the newspaper New Izvestia. On the waves of Radio Liberty in the transfer of the “Wrong and Unwritten programs,“ Our House - Russia ”, the former“ Party of power ” - a party of that part of bureaucracy,“ nomenclature ”, which is interested in the existence of private entrepreneurship, but under its direct custody, with its direct, albeit unwritten, participation in profits. In the past Duma elections, she received 12.2 percent of the vote. As a “party in power”, she would have disappeared from the political scene after how Chernomyrdin ceased to be the head of government, but as a party of “nomenclature capitalism”, the party - the creator of “nomenclature capitalism”, she turned out to be more viable. "Healthy conservatism, statehood, patriotism" - inscribed on her banner. Where did the word "conservatism" come from? Is there any explanation? The party, which led and not mind to lead the post -Soviet Russia, and suddenly - "conservatism"! .. Tatyana Kutkovets.
Tatyana Kutkovets:
Yes, there is an explanation, because, taking into account the fact that all our parties are a protoparty, since they were created only as election movements, and NDR is one of the first parties, it faced the fact that the attribute of the party is ideology. When she first went to the polls, she had nothing like that. This is such a completely new detail of its activities. Today, as it turned out, this is almost the only weapon with which it is waving, at least like a weapon. She did not unite with “unity”, because “unity” is not ideologically, and NDR has an ideology. The set is very small. NDR denies liberalism, especially the Western property. NDR will not join the communist ideology, which means that it was inevitably arose that in fact, exists in political culture, it is known both by ear, and is absent in our political rhetoric - conservatism. This is not a semantic phenomenon, but this word is symbolic meaning in this performance. There can be no conservatism at this stage and there is no.
