Sergey Seninsky:
Recent mining unrest in Romania in its intensity reminded the largest strike in the coal industry of European countries over the past 15 years - in the UK, 1984-1985. However, the similarity is only in the glow of passions, but not in the results. The “largest class battle of the twentieth century”, as a strike in the UK, ended with the surrender of the striking and led to the radical reform of the UK coal industry carried out in a short time: over several years, the number of coal mines in the country has decreased by more than 10 times. In Romania - in January 1999 - on the contrary, the government retreated, again postponing the inevitable reform of the coal industry for an indefinite period.
Today we will imagine a look at the causes and motives of the strike of miners in Romania - it is from the UK. The questions of our correspondent in London, Natalia Golitsyna, are answered by a researcher at the London School of Economics Sir Ashvin, an expert in the field of labor relations in the coal industry, and a professor of economics of the University of London Danis Dilitant, one of the experts in modern Romania in the UK.
Denis Dilitant:
Romania’s coaling industry has remained a problem for all governments in the country since 1990. The fact is that brown coal is mined on Romanian mines, which does not find demand not only abroad, but also in Romania itself. The cost of its production is several times higher than its market price. So the government has to submit to a great extent to the coal production.
It repeatedly tried to achieve the consent of the miners to restructure the industry, but negotiations invariably came into a dead end - mainly due to disputes about the amount of compensation to the miners who lost their work. The last agreement with the miners on this score, concluded in the summer of 1997, was also actually violated - due to inflation, which sharply reduced the purchasing power of the money paid to the miners.
Well, if you ask where the Romanian miners come from, then it is worth remembering that it dates back to June 1990 and September 1991, when the government used miners as a police force to disperse anti -government demonstrations. And this is the patronage of the previous Romanian governments, who used them as a political police, and give Romanian miners firmness and confidence in their abilities when they require the current government to improve working conditions and increase salaries. If working miners require an increase in salaries in connection with inflation, then the miners who have lost their jobs also require the promised employment in other industries. However, the government is not able to fulfill its promises. Unemployment in Romanian coal mining regions is now reaching 90% of the working population. And it also explains the intensity of passions characteristic of the miner's performances of the last month.
Sergey Seninsky:
And what was the immediate reason for the latest events in Romania? Sir Ashvin, London School of Economics:
Sir Ashvin:
If we talk about the reasons for the current events in Romania, then this is the threat of closing mines and the loss of work by miners. And without that, tens of thousands of Romanian miners have lost their jobs over the past year and a half.
And the immediate reason for the latest events was that on January 7, the Romanian government announced the closing plans of another 37 mines. Starting a strike, the miners demanded to cancel the government’s government closing program and increase wages.
Sergey Seninsky:
In other words, the reason is standard. The same thing inevitably happened in other countries. Why?
Sir Ashvin:
Underground mining of coal - in itself - is unprofitable in almost all countries where it is practiced. The cheapest coal is extracted in an “open” way, as is done, for example, in Australia. Underground mining of coal always requires huge subsidies from the state budget. Many post -socialist countries have already experienced serious financial difficulties, so the subsidization of the national coal industry is associated with huge economic problems.
Meanwhile, the Romanian government is negotiating with the International Monetary Fund and one of the traditional conditions for obtaining loans is a reduction in budget deficit. Miners' concessions can only increase this deficit.
In my opinion, long -term social planning could help solving the problems of the coal industry in Romania. Moreover, rather, by German than according to the British model. However, in Romania there is nothing to finance such programs.
Sergey Seninsky:
What is the essence of the agreement between the government and the miners in Romania? On the one hand, it is called the retreat of the government, and on the other hand, some Romanian newspapers in recent days ask one question: so who won?
Denis Dilitant, London University:
Denis Dilitant:
The details of this agreement are kept secret, because the government seeks not to advertise forced compromises regarding its reform program. In the Romanian press, reports flashed that Prime Minister Radu Vasile, supposedly, agreed to increase the salary of the miners by 30%. However, this has not yet been received official confirmation. In the past, the Romanian governments did not always fulfill their promises to the miners, and this strengthen their distrust of the current government.
Sergey Seninsky:
Sir Ashvin, London School of Economics.
Sir Ashvin:
The real content of the agreement seems rather foggy, since the government and leader of the Romanian trade unions, Miron Kozma, interpret it differently. Nevertheless, it seems that the government still intends to assist both the miners themselves and the coal mining industry as a whole. It seems that the number of closed mines will be reduced - this applies, in particular, two mines in the GIU valley basin.
However, all agreements with the miners of the governments of the post -socialist countries, in particular, in Romania or Russia, are rested in failure to fulfill the promises given during acute crises. For example, in May 1998, when the Kuzbass miners blocked the Trans -Siberian Railway Railway, the Russian government immediately promised them to pay salaries and solve the urgent problems of the industry. However, several months later - due to the complete lack of funds for this, the promises were not fulfilled, and the miners again had to block the railway.
Sergey Seninsky:
If we compare the form of the strikes of miners in the UK, 1984-1985, and Romania-in 1999: as for violence, much is like. And what are the differences? Denis Dilitant:
Denis Dilitant:
During the 1984 strike in England, the police always managed to restrain mining demonstrations and confront violence. In Romania, the police, for various reasons, are not able to withstand them. And this only enhances their militancy.
It seemed that some of the local Romanian police officials in the GIU valley indulge the miners and simply orders to let mining columns through the police cordons. And since miners are able to break out of this region and threaten a march on Bucharest, the government does not feel safe. љ
Of course, the Romanian government would like to follow the example of Margaret Thatcher, who in the mid-80s successfully coped with the mining strike in her country. However, at that time the British government had a huge majority in parliament, and this did not allow the opposition Labor Party to seriously interfere in the struggle with the miners and make political capital on this.
In Romania, a completely different political situation. The largest right -right party "Great Romania" in the country supports the requirements of miners. The leader of the Romanian miners, Miron Kozma, is a member of this party and a close friend of her leader Korneliu Valentudo. And one of the worries of the current government of Romania is not to help strengthen the popularity of extreme right forces, making concessions to the miners. On the other hand, these right-wing parties lose their support for voters due to violence that the miners in relation to the police are showed.
Sergey Seninsky:
The deferred problems are inevitably repeated in the future. Is it possible that the Government of Romania take advantage of the British experience in the reorganization of the coal industry - in particular, the privatization of coal mines? Denis Dilitant:
Denis Dilitant:
Don't think. In Romania, the coal industry exhausts the national economy. And one of the reasons why the Romanian government did not really strive for an agreement with the miners, is that the less miners work, the less the government it is necessary to subsidize the coal industry.
And now, when the miners resume work, the government must subsidize the absolutely unprofitable industry. It does not seem to me that the Romanian government seeks to solve the problem of the coal industry through privatization. On the contrary, it demonstrates that it is ready to continue to continue subsidies.
Sergey Seninsky:
Sir Ashvin, London School of Economics:
Sir Ashvin:
The privatization of mines involves them - at least - potential profitability. That is why the UK program of privatization has led to the mass closure of most mines. And only very few mines were able to work on a commercial basis, bringing income to their new owners.
If the Romanian government would prefer the British model of reorganization of the coal industry, this would have entailed the mass dismissal of miners and the closure of most mines. What would create great political difficulties for the Romanian government, for the Romanian miners are a very influential political force in the country. The British model requires a very fast and decisive restructuring of the coal industry, the rapid closure of mines. And this will inevitably cause a political crisis in Romania, since the leader of the Romanian trade unions of Cosmas threatens a mining trip to Bucharest.
And, of course, this will lead to the cessation of any negotiations with the miners. The situation is also aggravated by the fact that the Romanian miners manage to successfully overcome the police blockade. So, if the government goes along the path of accelerated restructuring of the coal industry, this will only enhance confrontation with the miners.
Sergey Seninsky:
The coal industry, for example, in Poland, occupies no less place in the national economy of the country than in Romania. Nevertheless, a radical reform program is being prepared there, which does not meet as fierce rejection as in Romania. Denis Dilitant, London University:
Denis Dilitant:
In Poland, a completely different product is mined - not brown coal, but stone and anthracite. Therefore, the Poles have more the possibility of entering the world market. Especially in connection with the reduction of coal mining in Western European countries.
Although the Polish coal industry has enough of its problems in connection with the closure of a number of mines and the dismissal of a large number of miners, the Poland government still managed to create a solid infrastructure of the social protection system, designed to mitigate the consequences of the closure of coal mines.
In Romania, the government, even having received financial assistance from the European Union to reorganize the national coal industry, organizes the social protection system for the dismissed miners is extremely slow and inconsistent.
Sergey Seninsky:
And once again, to compare the strikes - the present in Romania and - 15 years ago - in the UK. Sir Ashvin, London School of Economics.
Sir Ashvin:
In the UK, the miners promised nothing. After the grand strike of 1984-1985, the miners' trade unions had to come to terms with the plan for the closure of most mines developed by the then government of conservatives. This strike completely failed, and the government did not make any concessions to the miners. Less than ten years after the strike - in 1993-1994 - only 15 large mines remained in England, on which only 16 thousand people were occupied. This can be called the absolute decline of the industry.
Sergey Seninsky:
Thank you, let me remind you, the researcher at the London School of Economics Sir Ashvin and Professor of the University of London Danis Dilitant answered the questions of our program.
Our permanent section is a review of some publications of the next issue of the British weekly "Economist". He went out on Friday, January 29th. Maria Klein will introduce you to the review:
Maria Klein:
Analyzing the upcoming purchase by the American Ford Corporation of the Swedish Volvo, Economist notes that customers of Volvo and Ford cars belong to various categories of consumers. “Volvo” has a reputation as a world -class car in terms of security, quality, strength and environmental characteristics, as the Executive Director of Ford Namer says. And therefore, its new models are very attractive in the United States for younger representatives of the middle class. So, for example, in the USA, Volvo usually acquire people under the age of 55 years. Whereas the age of the Buyers of the Ford "Lincoln" - the most similar in their characteristics with some "Volvo" - usually for 55.
According to the chief manager of Ford, only large automobile companies have financial and technical capabilities to create new models of cars based on single chassis and using the same type of engines. After the purchase of the Volvo, the Ford Corporation will become the owner of 7 stamps of cars - Ford, Lincoln, Mercury, Jaguar, Mazda (the share of Ford participation in this Japanese company - 34 percent), Aston -Martin and Volvo. At the same time, Ford saves on wholesale purchases of components, which usually make up to 60 percent of the cost of the machine.
"Economist" analyzes the role of state regulation of the economy on the example of the development of the agrarian sector of China. The level of consumption in Chinese cities is steadily reduced - due to the increase in the cost of life and the increasing threat of unemployment. 70 percent of the country's population live in rural areas, and the peasant's income on average is two fifths from the income of the citizen. Therefore, notes the "economist", an increase in the income of rural manufacturers can become a key factor in the general dynamics of consumption and, respectively, economic growth.
Despite the emergence of a private sector in agriculture as a result of Dan Xiaopin's reforms, the role of the state in the agrarian economy remains still decisive, the "economist" notes. In 1992, the state tried to reduce grain prices by throwing its reserves into the market. Then state purchase prices were increased. Result: after a record crop of grain in 1998 - 500 million tons - the state is forced to sell millions of tons of grain that are not allowing demand within the country - abroad, and 3 times cheaper than it itself did.
Then the Prime Minister of China Zhu Zhunji introduces a state monopoly on grain purchases. However, the "economist" emphasizes, even many Chinese experts believe that this will only aggravate the situation. The fact is that with state control, even the increase in grain prices does not at all guarantee an increase in the income of rural manufacturers. On the contrary, the state seeks to underpay them. In addition, the system of established grain sales channels through the private sector suffers greatly from the state monopoly. Given the recent large peasant unrest in a number of provinces, such state regulation turns into a political problem in China, the "economist" concludes.
The traditional exchange is replaced by an electronic trading system, writes Economist. Until recently, the number of exchanges in the world has increased, but now their concentration occurs. So, last year the 2nd and 3rd stock exchanges united in the United States-Nasdak and Amex. In Europe, they combined trading futures in Frankfurt and Geneva. Investors arrived - against the backdrop of financial shocks in entire regions of the world - are reduced, which forces them to reduce exchange expenses. And the introduction of the euro has become an additional integration factor.
In this situation, electronic exchange trading is rapidly spreading - after all, the costs of it are much lower. In turn, traditional exchanges claim that they are better to cope with major transactions, avoiding their too much influence on current quotes of securities. In response, the electronic trading system introduced from January 29 for large firms - Optimark - offers anonymous orders for computer communication - which is announced only after the transaction. In addition, the computer will find the optimal combination of the price and size of the stock package and will carry out the transaction in automatic mode tough according to the rules.
And finally, the economist writes, should a billion dollars be invested in the construction of a new building, as the New York Stock Exchange intends to do, or is it better to conclude transactions sitting in the sun and fresh air, as the I-Trade electronic brokers offers? Her advertising is a man sitting in a deck chair on a yacht deck and with a portable computer on his knees. The signature for the photo reads: "Once we will all invest that."

Jan Runov:
Jan Runov:
Jan Runov:
Jan Runov:
Jan Runov:
Jan Runov:

Sergey Seninsky:
Thank you, Jan Runov, our correspondent in New York.
Sergey Shatalov:
These plans do not resemble the plans and actions that the Soviet government carried out in the 20s during the NEP. These were ordinary paper money, which differed from previous Soviet money only in that they had golden support. These were "firm" and reliable money that were recognized in the international market.
Now no one sets himself the task of returning to the gold standard. To ensure that a gold coin goes along with paper money - this is the past. Now this is impossible, probably, in any country.
But at the same time, many states mint gold and silver coins. What goals do they pursue?
I would like to emphasize once again that there is no attempt to introduce a new coin into circulation.
Sergey Seninsky:
Sergey Shatalov:
Sergey Seninsky:
Sergey Shatalov:
In my opinion, it is completely different here.
Which always, without problems, can be exchanged, turned into rubles, spend, and so on. With gold, of course, there are much more problems.
And, finally, the conjuncture in the global market regarding gold was not so rainbow;
Now the options are being discussed in order to sell not only gold merchants to the population, but also to specially mint a gold coin, which could also be placed among the population.
So far, it is completely clear that with regard to coins, apparently, exactly the same decision will be made as in relation to foreign currency.
But in relation to VAT on measured ingots, the solution has not yet been found. The reasons for discussing are almost the same. The government and the Central Bank made a proposal to free the sale of ingots from the VAT to the population, but in the formulations that are almost impossible to use in the law.
Well, you can imagine what this means from the point of view of control. That is, in principle, for several years the tax service must track whether these measured ingots were sold or not sold, and to apply some measures to violators. And then who should pay the tax if something was violated there?
I suspect that approximately the old regime will remain. But as soon as they go into free circulation, and as soon as the risks arise that gold jewelry will be made from the ingots - there will be problems with the fact that some kind of preferential regime should be installed here?
Sergey Seninsky:
Sergey Shatalov:
Sergey Seninsky:
