Russia will teach not only the domestic, but also world business to fight terrorism yesterday, the special representative of the President of Russia to combat terrorism Anatoly Safonov gave a press conference dedicated to the next anniversary of the September 11, 2001 terrorist attack. The event took place without much sensations, and when its participants were already seduced recorders, the special representative made an unexpected recognition: in November, Moscow is planned to sign the “Strategy of the Partnership of States and Business in Combating Terrorism” in the G8 format. Its essence is that the member states of this group intend to attract the largest world companies to more close cooperation in the field of terrorism. This cooperation, among other things, involves the financial participation of private business in anti -terror on conditions that cannot be abandoned.According to the special representative, the cause of 9/11 was the lack of a timely reaction to the rapidly changing world, in which the new threat turned out to be global, "from space to psychology." In addition, Safonov said, "we can rightly say that after Beslan the world has also changed."
Understanding the world of “widespread threat” of terrorism in Moscow is linked with the adoption by the world community of a single scheme of struggle with it. One of the main functions in this scheme according to Safonov should perform the “political alliance of the state and business” on the planet’s scale.
The special representative recalled the “strategies of the partnership of states and business in counteracting terrorism” only at the end, answering the question of the “newspaper”. This document is being prepared for signing at the Global Partnership forum between governments and business in counteracting terrorism, which will be held in Moscow in late October - early November of this year. The leaders of the Eight countries agreed on the conduct of this forum in the Summit in St. Petersburg.
The idea of actively attracting a business to combat terrorism in the Kremlin has long been carried.
For example, already in 2003, at the Banking Security forum, organized with the support of United Russia and the Presidential Administration, as well as the Financial Monitoring Committee of the Security Council, the Ministry of Internal Affairs and other state structures, as one of the strategic goals, the need to determine “methods and means of ensuring the security of the state, society and business in the period of organized crime and international terrorism”.
The chairmanship in the "Club Eight" gave Russia the opportunity to present the initiative at the level of world leaders. For the first time, the idea of Moscow, associated with the involvement of world business terrorism, was presented in February 2006 in Brussels at the International Conference on Universal Security. At first, the countries of the "eight" were invited to accept the appropriate charter. However, they immediately rejected this idea. As a result, the document was renamed the “strategy” - a form less binding than a charter, but more aimed at practical application.
As the informed source of newspapers in circles involved in the development of a strategy said, “business and the state are not yet ready for complete trust, in addition, there are no relevant legal mechanisms and frames for cooperation on a parity basis”. But this is only for now.
Good involuntarily
According to the "newspaper", the main provisions of "strategy" are "voluntariness and a well -delimited share of responsibility between the state and business."
“Business is clearly made to understand that the state has its own responsibility in the field of security of the state, to which it has nothing to do,” said the interlocutor of the newspaper, emphasizing that this is only the “beginning of dialogue”.
But forms of business and state cooperation can be different. According to the "newspaper", it is about the fact that government agencies and large companies exchange information. But not only. Most of all, the state is interested in spheres such as finances, tourism, energy (here, we note, the topic of energy security is refracted in a new way), transport, as well as cyberspace.
Hence the existing list of companies that have signed under such cooperation.
As the source of Gazeta emphasized, “in the forefront of the corporation from the countries of the“ eight ”, which make up a very serious army. Of the Russian companies, Gazprom, Lukoil and Norilskel will help the state to fight terrorism. In addition, the associations of entrepreneurs “Opora Russia”, “Business Russia”, the Chamber of Commerce and the Russian Union of Industrialists and Entrepreneurs (RSPP) stated their participation. Of the foreign companies - General Electric, Sap, Siemens, City Group, EricSon.
By the way, drafted to the fight against terrorism of the RSPP at one time spoke in relation to this initiative of the Foreign Ministry (it was the foreign policy of the campaign that became the formal shot of the campaign). And he even stated that this is another attempt to pump money from a business.
St. Petersburg-2
The strategy has not yet been agreed: in October, representatives of large companies and authorities will gather in Moscow and try to determine the areas of joint work.
By the way, the media will not stand aside either. According to the source of "Gazeta", the owners of the media business will be offered to participate in anti -terrorism propaganda, the creation of a negative image of terrorism.
As it became known to Gazeta, it is possible that in the November Forum, senior representatives of the Eight countries will also take part, which will become another mini-Sammit under the chairmanship of Russia.
When it becomes clear who exactly will represent the Government of the G8 countries at this meeting, it will be possible to judge the degree of seriousness of the attitude of the authorities of the Eight countries to the initiative of Moscow.
